CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on October 29, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:07 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Council President Harrell requested a moment of silence in remembrance of the victims of the October 27, 2018, shooting at the Tree of Life Synagogue in Pittsburgh, Pennsylvania. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 181 October 29, 2018 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 1 City Council Meeting Minutes October 29, 2018 D. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember Juarez, duly seconded and carried, to amend the proposed Agenda by adding Resolution 31851, after Agenda item 3, Resolution 31850. Resolution 31851, A Resolution addressing the proposed Pebble Mine in Alaska’s Bristol Bay, and urging the Trump administration to undergo the appropriate environmental review, economic assessment, and consultation with the public to protect the wide-ranging interests in the region, including that of Seattle’s business community. ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. E. APPROVAL OF THE JOURNAL Min 202 October 22, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None F. PAYMENT OF BILLS CB 119369 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119369. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS CITY COUNCIL: 1. Res 31844 A RESOLUTION proclaiming that Seattle affirms the United Nations Declaration on Human Rights Defenders in the wake of increased targeting of local activists. Motion was made and duly seconded to adopt Resolution 31844. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 4 City Council Meeting Minutes October 29, 2018 2. Res 31845 A RESOLUTION setting the public hearing on the petition of Seattle City Light for the vacation of a portion of Broad Street between Harrison Street and Taylor Avenue North adjacent to Block 66, D.T. Denny’s Park Addition to North Seattle, which is the block bounded by Harrison Street, 6th Avenue North, Thomas Street, Taylor Avenue North, and Broad Street in the Uptown Urban Center neighborhood area of Seattle, according to Chapter 35.79 of the Revised Code of Washington, Chapter 15.62 of the Seattle Municipal Code, and Clerk File 314387. Motion was made and duly seconded to adopt Resolution 31845. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS* Page 5 City Council Meeting Minutes October 29, 2018 3. Res 31850 A RESOLUTION supporting Washington Initiative Measure 940 and urging Seattle voters to vote “Yes” on Initiative 940 on the November 6, 2018, general election ballot. ACTION 1: Motion was made and duly seconded to adopt Resolution 31850. Councilmember Mosqueda left the Council Chamber at 3:03 p.m. ACTION 2: Motion was made by Councilmember Sawant, duly seconded and carried, to amend Resolution 31850, by removing the eigth and ninth recitals, as shown in the strike through language below: WHEREAS, the Seattle Police Department has led the nation in implementing reforms on its use of force, particularly in the area of crisis intervention; and WHEREAS, the Seattle Police Department has reached “full and effective compliance” under a consent decree with the Department of Justice and continues to seek best practices in the investigations and reviews of officer-involved shootings and other uses of force; and ACTION 3: PUBLIC COMMENT ON RESOLUTION 31850 In accordance with Revised Code of Washington 42.17A.555 and Seattle Municipal Code 2.04.300, Council President Harrell provided the public an opportunity to speak in favor of or in opposition to Resolution 31850. Xochitl Maykovich addressed the Council in support of Resolution 31850. Ali Lee addressed the Council in support of Resolution 31850. Public Comment on Resolution 31850 was closed. ACTION 4: Motion was made and duly seconded to adopt Resolution 31850 as amended. ACTION 3: Motion was made and duly seconded to adopt Resolution 31851 as amended. Page 4 City Council Agenda October 29, 2018 *Notice of Public Comment relating to Resolution 31850 As part of this meeting, the Seattle City Council intends to vote on Resolution No. 31850, entitled, ‘A RESOLUTION supporting Washington Initiative Measure 940 and urging Seattle voters to vote “Yes” on Initiative 940 on the November 6, 2018, general election ballot.’ Ballot title of Initiative 940: 'Initiative Measure No. 940 concerns law enforcement. This measure would require law enforcement to receive violence de-escalation, mental-health, and first-aid training, and provide first-aid; and change standards for use of deadly force, adding a "good faith" standard and independent investigation. Should this measure be enacted into law? Yes [ ] No [ ]' As provided for under RCW 42.17A.555 and Seattle Municipal Code 2.04.300, the City Council will afford members of the public an opportunity at the October 29, 2018, City Council meeting to express a view that is in support or opposed to the proposed City Council Resolution 31850. An equal opportunity will be given to proponents and opponents of the measure. The City Council meeting on October 29th will begin at 2:00 p.m., in the Council Chamber at 600 Fourth Avenue, 2nd floor.
