CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on November 13, 2018 pursuant to the provisions of the City Charter. The meeting was called to order at 2:05 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes November 13, 2018 IRC 183 November 13, 2018 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: By unanimous consent, Council Rule III.A.6., relating to circulation of a Resolution for adoption by 5:00 p.m. on the preceding business day, was suspended to allow consideration of a Resolution for introduction and adoption. ACTION 3: Motion was made by Councilmember González, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31855, and by referring it to the City Council for adoption at today’s meeting after Agenda item 1, Council Bill 119368. Resolution 31855, A RESOLUTION recognizing the service and dedication of the Seattle Police Department’s police officers, detectives, and sergeants; and requesting the United States District Court for the Western District of Washington conduct a judicial review of the Collective Bargaining Agreement reached between The City of Seattle and the Seattle Police Officers’ Guild. Councilmember Mosqueda left the Council Chamber at 2:09 p.m. ACTION 4: Motion was made by Councilmember Herbold and duly seconded, to amend the proposed Introduction and Referral Calendar by introducing Clerk File 314409, and by referring it to the City Council to be considered at today’s meeting after new Agenda item 2, Resolution 31855. Clerk File 314409, Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs) incorporated into the Collective Bargaining Agreement referenced in Council Bill 119368, Appendix F of Attachment 1. Page 2 City Council Meeting Minutes November 13, 2018 ACTION 5: Motion was made by Councilmember Herbold and duly seconded, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31856, and by referring it to the Select Budget Committee. Resolution 31856, A RESOLUTION committing to collaborate with the Executive to ensure the transfer of properties that have a mutual and offsetting benefit lease to the organizations currently residing in those facilities no later than March 2019 in circumstances where those organizations have expressed interest in taking ownership of those properties and demonstrated the financial capability of maintaining the facility. Councilmember Mosqueda entered the Council Chamber at 2:11 p.m. ACTION 6: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None D. By unanimous consent, the Council Rules were suspended to allow Councilmember Herbold to present the Proclamation, and to allow Rey Pascua and Thelma Sevilla from the Filipino Veterans Recognition and Education Project Region 8 to address the Council. COMMITTEE REPORTS CITY COUNCIL: Page 8 City Council Meeting Minutes November 13, 2018 1. CB 119368 AN ORDINANCE relating to City employment; authorizing the execution of a collective bargaining agreement between the City of Seattle and the Seattle Police Officers’ Guild to be effective January 1, 2015 to December 31, 2020; amending Ordinance 125493, which amended the 2018 Budget (Ordinance 125475), by increasing appropriations to the Seattle Police Department and the Police Relief and Pension Fund; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. ACTION 1: Motion was made and duly seconded to pass Council Bill 119368. ACTION 2: Motion was made by Councilmember González, duly seconded and carried, to amend Council Bill 119368, by adding a paragraph at the end of Section 2, as shown in the underlined language below: Any portion of the above appropriations shall not lapse at the end of the 2018 fiscal year but shall automatically carry over into the 2019 fiscal year until fully expended, abandoned, or reappropriated. ACTION 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend Resolution 31852, Exhibit 1, by substituting version 5 for version 2. ACTION 3: Motion was made and duly seconded to adopt Resolution 31852 as amended. The Motion carried, the Resolution (Res) was adopted as amended by the following vote, and the President signed the Resolution: In Favor: 9 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None J. Motion was made, duly seconded and carried, to sustain the decision and to maintain the Exclusion issued to Avrum "Alex" Tsimerman on November 5, 2018, pursuant to Council Rule XI.D.5. L.
