CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on November 26, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:07 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 5 - González , Harrell, Herbold, Johnson, O'Brien Excused: 2 - Mosqueda, Sawant Late Arrival: 2 - Bagshaw, Juarez Motion was made, duly seconded and carried, to excuse Councilmember Mosqueda from the November 26, 2018 City Council meeting. Councilmember Juarez entered the Council Chamber at 2:07 p.m. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 185 November 26, 2018 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 6 - González , Harrell, Herbold, Johnson, Juarez, O'Brien Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. APPROVAL OF THE JOURNAL Page 1 City Council Meeting Minutes November 26, 2018 Min 205 November 13, 2018 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 6 - González , Harrell, Herbold, Johnson, Juarez, O'Brien Opposed: None F. PRESENTATIONS There were none. Councilmember Bagshaw entered the Counci Chamber at 2:08 p.m. G. PUBLIC COMMENT Eric Holzapfel addressed the Council regarding Agenda item 1, Resolution 31854. Michael Fuller addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 119410 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119410. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 7 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien Opposed: None I. COMMITTEE REPORTS CITY COUNCIL: Page 2 City Council Meeting Minutes November 26, 2018 1. Res 31854 A RESOLUTION rejecting the Federal Administration’s proposed public charge rule change as applied to legal permanent residency applications by immigrants because of the harm to, negative impact on, and chilling effect on immigrant communities’ access to vital services and cost-saving initiatives that keep families healthy and on the path towards economic self-sufficiency and success. Motion was made and duly seconded to adopt Resolution 31854. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 7 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien Opposed: None J. ADOPTION OF OTHER RESOLUTIONS There were none. K. OTHER BUSINESS Motion was made, duly seconded and carried, to excuse Councilmember Juarez from the December 3, 10, and 17, 2018 City Council meetings. L.
