A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on December 3, 2018, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:05
p.m., with Council President Harrell presiding.
B. ROLL CALL
Present: 5 - Bagshaw, Harrell, Herbold, Mosqueda, O'Brien
Excused: 4 - González , Johnson, Juarez, Sawant
Motion was made, duly seconded and carried, to excuse Councilmember
Johnson from the December 3, 2018 City Council meeting.
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 186 December 3, 2018
Motion was made, duly seconded and carried, to adopt the
proposed Introduction and Referral Calendar (IRC) by the
following vote:

F. PRESENTATIONS
Councilmember Harrell presented a Proclamation honoring the centennial
anniversary of Bryant Elementary and declaring December 13, 2018, as
Bryant Elementary Centennial (“Bry-Centennial”) Day. By unanimous
consent, the Council Rules were suspended to allow Councilmember
Harrell to present the Proclamation, and to allow Charmaine Marshall,
Bryant Elementary Principal, to address the Council.
G. PUBLIC COMMENT
Alex Tsimerman addressed the Council regarding a non-Agenda item.
Scott Anderson addressed the Council regarding a non-Agenda item.
H. PAYMENT OF BILLS
CB 119411 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 119411.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

CITY COUNCIL:
1. Res 31857 A RESOLUTION granting conceptual approval of a Significant
Structure Term Permit to Seattle Arena Company, LLC to
construct, maintain, and operate a tunnel under and across
Thomas Street, east of 1st Avenue North and west of Warren
Avenue North, to enable the renovation of KeyArena at the
Seattle Center.
ACTION 1:
Motion was made and duly seconded to adopt Resolution 31857.
ACTION 2:
Motion was made by Councilmember Harrell, duly seconded and carried,
to amend Resolution 31857, by substituting the fourth recital, as shown in
the underlined and strike through language below:
WHEREAS, Oak View Group, LLC entered into a lease agreement with
Seattle Arena Company, LLC, and Seattle Arena Company, LLC will be
the permit holder for the Significant Structure Term Permit, and
WHEREAS, on November 2, 2018, Oak View Group, LLC and Seattle
Arena Company, LLC entered into an agreement titled Assignment and
Assumption of Seattle Center Arena Project Permits and Approvals, by
which Seattle Arena Company, LLC was assigned and assumed Oak
View Group, LLC's rights and obligations related to Oak View Group,
LLC’s application for a Significant Structure Term Permit; and
ACTION 3:
Motion was made and duly seconded to adopt Resolution 31857 as
amended.
The Motion carried, the Resolution (Res) was adopted as
amended by the following vote, and the President signed the
Resolution:

2. CB 119408 AN ORDINANCE relating to the Office of Arts and Culture;
authorizing the Director of the Office of Arts and Culture to set
fees and charges for all cultural spaces owned or operated by the
Office of Arts and Culture; and amending Seattle Municipal Code
Section 3.14.815.
The Committee recommends that City Council pass the Council
Bill (CB).
