CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on December 17, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, O'Brien Excused: 2 - Mosqueda, Sawant By unanimous consent, Councilmember Juarez' December 17, 2018, excused absence was rescinded. Motion was made by Councilmember Harrell, duly seconded and carried, to allow Councilmember Juarez to participate and vote at today’s City Council meeting by phone. C. PAYMENT OF BILLS CB 119432 AN ORDINANCE appropriating money to pay certain audited claims, ordering the payment thereof and ratifying and confirming certain prior acts. Motion was made and duly seconded to pass Council Bill 119432. COMMITTEE REPORTS Page 2 City Council Meeting Minutes December 17, 2018 FINANCE AND NEIGHBORHOODS COMMITTEE: 1. CB 119430 AN ORDINANCE amending Ordinance 125493, which amended the 2018 Budget (Ordinance 125475), including the 2018-2023 Capital Improvement Program (CIP); changing appropriations to various departments and budget control levels, and from various funds in the Budget; adding new projects; revising project allocations for certain projects in the 2018-2023 CIP; creating exempt positions; lifting a proviso; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. The Committee recommends that City Council pass as amended the Council Bill (CB). CB 119421 AN ORDINANCE relating to City employment, commonly referred to as the Fourth Quarter 2018 Employment Ordinance; designating positions as exempt from the civil service system; and amending Sections 4.13.010 and 4.24.010 of the Seattle Municipal Code; all by a 2/3 vote of the City Council. The Committee recommends that City Council pass the Council Bill (CB). CB 119425 AN ORDINANCE authorizing, in 2018, acceptance of funding from non-City sources; authorizing the heads of the Executive Department, Department of Parks and Recreation, Human Services Department, Law Department, Seattle Police Department, Seattle Fire Department, Department of Construction and Inspections, Seattle City Light, and Seattle Public Utilities to accept specified grants, private funding, and subsidized loans and to execute, deliver, and perform corresponding agreements; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 2 - Bagshaw, Harrell Opposed: None ACTION 1: Motion was made by Councilmember Herbold, duly seconded and carried, to amend Council Bill 119425, by substituting version 2 for version 1c. ACTION 2: Motion was made and duly seconded to pass Council Bill 119425 as amended. Motion was made by Councilmember Harrell, duly seconded and carried, to reconsider Council Bill 119425, and to discuss reconsideration options under Other Business. The Council determined to reconsider Council Bill 119425 at the next City Council meeting. L.
