CALL TO ORDER The City Council of The City of Seattle met in Special Session in the Council Chamber in City Hall in Seattle, Washington, on December 19, 2018, pursuant to the provisions of the City Charter. The meeting was called to order at 12:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien Excused: 1 - Sawant Late Arrival: 1 - Herbold Motion was made by Councilmember Harrell, duly seconded and carried, to allow Councilmembers González and Juarez to participate and vote at today’s City Council meeting by phone. C. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. D. ITEMS OF BUSINESS REPORT OF THE CITY COUNCIL: Page 1 City Council Meeting Minutes December 19, 2018 1. CB 119425 AN ORDINANCE authorizing, in 2018, acceptance of funding from non-City sources; authorizing the heads of the Executive Department, Department of Parks and Recreation, Human Services Department, Law Department, Seattle Police Department, Seattle Fire Department, Department of Construction and Inspections, Seattle City Light, and Seattle Public Utilities to accept specified grants, private funding, and subsidized loans and to execute, deliver, and perform corresponding agreements; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 2 - Bagshaw, Harrell Opposed: None ACTION 1: Motion was made by Councilmember Harrell, duly seconded and carried, to reconsider the motion to pass as amended Council Bill 119425. Councilmember Herbold entered the Council Chamber at 12:09 p.m. ACTION 2: Motion was made by Councilmember Bagshaw, duly seconded and carried, to amend Council Bill 119425, by substituting version 3 for version 2. ACTION 3: Motion was made and duly seconded to pass Council Bill 119425 as amended. The Motion carried, the Council Bill (CB) was passed as amended by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, O'Brien Opposed: None Page 2 City Council Meeting Minutes December 19, 2018 E.
