CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on January 7, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:05 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 5 - Bagshaw, Harrell, Johnson, Juarez, O'Brien Excused: 4 - González , Herbold, Mosqueda, Sawant Motion was made, duly seconded and carried, to excuse Councilmembers Herbold and Mosqueda from the January 7, 2019 City Council meeting. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes January 7, 2019 IRC 189 January 7, 2019 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: By unanimous consent, Council Rule III.A.6., relating to circulation of a Resolution for adoption by 5:00 p.m. on the preceding business day, was suspended to allow consideration of a Resolution for introduction and adoption. ACTION 3: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Resolution 31859, and by referring it to the City Council for adoption at today’s meeting. Resolution 31859, A RESOLUTION relating to committee structure, membership, meeting times, and duties of the standing committees of the Seattle City Council for 2018 and 2019; allowing for temporarily changing the committee meeting times; and superseding Resolution 31789. ACTION 4: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 5 - Bagshaw, Harrell, Johnson, Juarez, O'Brien Opposed: None D. Fuller addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 119435 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119435. CB 119427 AN ORDINANCE relating to the regulation of the for-hire industry; removing certain considerations between an exclusive driver representative and the Director of Finance and Administrative Services; amending Section 6.310.735 of the Seattle Municipal Code; and repealing rules and regulations to the extent they are inconsistent with this ordinance. The Committee recommends that City Council pass as amended the Council Bill (CB). S. Maynard’s Plat of Seattle, as Canton Alley S; naming the alley in Blocks 48, 49, 50, and 51, D. S. Maynard’s Plat of Seattle, as Maynard Alley S; and superseding Ordinance 102981 to the extent inconsistent. The Committee recommends that City Council pass the Council Bill (CB). The Committee recommends that City Council pass the Council Bill (CB). CB 119417 AN ORDINANCE relating to the South Lander Street Grade Separation project; authorizing the Director of the Seattle Department of Transportation to acquire, accept, and record, on behalf of The City of Seattle, a warranty deed from the Seattle School District No. 1, a municipal corporation of the State of Washington, located in a portion of Blocks 291, 294, and 316 of the unrecorded plat of Seattle Tide Lands, also known as Parcel D, City of Seattle Lot Boundary Adjustment Number 2207829, recorded under King County Recording Number 20040527900005; a warranty deed from The Bailey Family Limited Partnership, a Washington limited partnership, located in a portion of Lot 1, Block 296, Plat of Seattle Tidelands; a warranty deed from PacWest Energy, LLC, a Delaware limited liability company, located in a portion of Lot 11, Block 295, Plat of Seattle Tidelands, and a quit claim deed from Rabanco, Ltd., a Washington corporation, located in a portion of Lot 1, Block 297, Plat of Seattle Tidelands; placing the real property rights and interests conveyed by such deeds under the jurisdiction of the Seattle Department of Transportation and laying them off as right-of-way; and ratifying and confirming certain prior acts.
