A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on January 14, 2019, pursuant to the
provisions of the City Charter. The meeting was called to order at 2:04
p.m., with Council President Harrell presiding.
B. ROLL CALL

C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR

Motion was made, duly seconded and carried, to adopt the

F. PRESENTATIONS
Councilmember Juarez entered the Council Chamber at 2:07 p.m.
Councilmember Mosqueda presented a Proclamation recognizing 2019 to
be A Year of Commemoration of the Labor Movement and the History of
the Working People. By unanimous consent, the Council Rules were
suspended to allow Councilmember Mosqueda to present the
Proclamation, and to allow Conner Casey, Labor Archivist, to address the
Council.
G. PUBLIC COMMENT
Alex Tsimerman addressed the Council regarding a non-Agenda item.
Ruth Danner addressed the Council regarding Agenda item 1, Council Bill
119398.
Megan Kruse addressed the Council regarding Agenda item 1, Council Bill

H. PAYMENT OF BILLS
CB 119440 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.

title of Chapter 23.52, Subchapter I, of the Seattle Municipal Code
(SMC); amending Sections 23.52.004 and 23.52.008 of the SMC;
and repealing Section 23.52.002 of the SMC, to implement the
Comprehensive Plan adopted level of service standard.

“Yes” on Proposition 1 and Proposition 2 on the February 12,
2019, special election ballot.
PUBLIC COMMENT ON RESOLUTION 31860
In accordance with Revised Code of Washington 42.17A.555, and Seattle
Municipal Code 2.04.300, Council President Harrell provided the public an
opportunity to speak in favor of or in opposition to Resolution 31860.
Alex Tsimerman addressed the Council in opposition to Resolution 31860.
Melissa Pailthorp addressed the Council in support of Resolution 31860.
Jake Ewart addressed the Council in support of Resolution 31860.

As part of this meeting, the Seattle City Council intends to vote on
Resolution No. 31860, entitled, ‘A RESOLUTION supporting the Seattle
Public Schools’ Proposition 1 and Proposition 2 and urging Seattle
voters to vote “Yes” on Proposition 1 and Proposition 2 on the
February 12, 2019, special election ballot.’

Replacement for Educational Programs and Operations Levy
The Board of Directors of Seattle School District No. 1 passed
Resolution No. 18/19-2 concerning this proposition to maintain
current educational funding. To continue high quality programs
that are not state funded, this authorizes the District to levy the
following excess taxes replacing an expiring levy on all taxable
property within the District:

Proposition No. 2
Capital Levy - $1.4 Billion
The Board of Directors of Seattle School District No. 1 requests
approval of a capital levy as described in Resolution No.
2018/19-6. The proposition replaces an expiring capital levy and
authorizes the levy of excess taxes to fund the Building
Excellence Program V for earthquake, safety projects,
construction, or renovation at 16 schools; projects for building
systems and major maintenance at 72 schools; and technology
and other projects throughout the District:

As provided for under RCW 42.17A.555 and Seattle Municipal Code
2.04.300, the City Council will afford members of the public an
opportunity at the January 14, 2019, City Council meeting to
express a view that is in support or opposed to the proposed
City Council Resolution 31860. An equal opportunity will be given
to proponents and opponents of the measure.
The City Council meeting on January 14th will begin at 2:00 p.m., in
the Council Chamber at 600 Fourth Avenue, 2nd floor. A sign-up sheet
will be available at 1:45 p.m. Speakers will be drawn from the sign-up list
in the order in which names appear and until the time allotted to
members of the public is exhausted. Note that not all members
of the public who sign up are guaranteed an opportunity to speak.
