CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on January 14, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:04 p.m., with Council President Harrell presiding. B. PRESENTATIONS Councilmember Juarez entered the Council Chamber at 2:07 p.m. Councilmember Mosqueda presented a Proclamation recognizing 2019 to be A Year of Commemoration of the Labor Movement and the History of the Working People. By unanimous consent, the Council Rules were suspended to allow Councilmember Mosqueda to present the Proclamation, and to allow Conner Casey, Labor Archivist, to address the Council. G. PUBLIC COMMENT Alex Tsimerman addressed the Council regarding a non-Agenda item. Ruth Danner addressed the Council regarding Agenda item 1, Council Bill 119398. Megan Kruse addressed the Council regarding Agenda item 1, Council Bill 119398. George Danner addressed the Council regarding Agenda item 1, Council Bill 119398. Michael Fuller addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 119440 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119440. CB 119398 AN ORDINANCE relating to land use and zoning; amending the title of Chapter 23.52, Subchapter I, of the Seattle Municipal Code (SMC); amending Sections 23.52.004 and 23.52.008 of the SMC; and repealing Section 23.52.002 of the SMC, to implement the Comprehensive Plan adopted level of service standard. The Committee recommends that City Council pass as amended the Council Bill (CB). Res 31860 A RESOLUTION supporting the Seattle Public Schools’ Proposition 1 and Proposition 2 and urging Seattle voters to vote “Yes” on Proposition 1 and Proposition 2 on the February 12, 2019, special election ballot. PUBLIC COMMENT ON RESOLUTION 31860 In accordance with Revised Code of Washington 42.17A.555, and Seattle Municipal Code 2.04.300, Council President Harrell provided the public an opportunity to speak in favor of or in opposition to Resolution 31860. Alex Tsimerman addressed the Council in opposition to Resolution 31860. Melissa Pailthorp addressed the Council in support of Resolution 31860. Jake Ewart addressed the Council in support of Resolution 31860. Public Comment on Resolution 31860 was closed. Motion was made and duly seconded to adopt Resolution 31860. Page 5 City Council Agenda January 14, 2019 *Notice of Public Comment relating to Resolution 31860 As part of this meeting, the Seattle City Council intends to vote on Resolution No. 31860, entitled, ‘A RESOLUTION supporting the Seattle Public Schools’ Proposition 1 and Proposition 2 and urging Seattle voters to vote “Yes” on Proposition 1 and Proposition 2 on the February 12, 2019, special election ballot.’ Proposition Nos. 1 and 2 titles are below: Seattle School District No. 1 Proposition No. 1 Replacement for Educational Programs and Operations Levy The Board of Directors of Seattle School District No. 1 passed Resolution No. 18/19-2 concerning this proposition to maintain current educational funding. To continue high quality programs that are not state funded, this authorizes the District to levy the following excess taxes replacing an expiring levy on all taxable property within the District: Collection Estimated Levy Rate/$1,000 Levy Years Assessed Value Amount 2020 $1.05 $271,300,000 2021 $0.96 $271,700,000 2022 $0.87 $272,000,000 as provided in the Resolution, subject to legal limits at time of levy. The City Council meeting on January 14th will begin at 2:00 p.m., in the Council Chamber at 600 Fourth Avenue, 2nd floor.
