CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on January 22, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes January 22, 2019 IRC 191 January 22, 2019 ACTION 1: Motion was made by Councilmember Sawant and duly seconded, to hold the Adoption of the Introduction and Referral Calendar until after item G., Public Comment. Councilmember Juarez entered the Council Chamber at 2:04 p.m. Councilmember Herbold entered the Council Chamber at 2:11 p.m. The Motion failed by the following vote: In favor: 4 - Bagshaw, Herbold, O’Brien, Sawant Opposed: 4 - González, Harrell, Johnson, Juarez ACTION 2: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 3: Motion was made by Councilmember Sawant, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 119451, and by referring it to the City Council for consideration on January 28, 2019. Council Bill 119451, AN ORDINANCE relating to land use and zoning; adopting a moratorium on the filing, acceptance, processing, and/or approval of applications for development in areas currently used as mobile home parks; declaring an emergency; and establishing an immediate effective date; all by a 3/4 vote of the City Council. ACTION 4: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended.
