CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on February 4, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - Bagshaw, González , Harrell, Johnson, O'Brien, Sawant Excused: 1 - Herbold Late Arrival: 2 - Juarez, Mosqueda Motion was made, duly seconded and carried, to excuse Councilmember Herbold from the February 4, 2019 City Council meeting. Councilmember Mosqueda entered the Council Chamber at 2:02 p.m. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 193 February 4, 2019 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 7 - Bagshaw, González , Harrell, Johnson, Mosqueda, O'Brien, Sawant Opposed: None D. APPROVAL OF THE JOURNAL Min 214 January 22, 2019 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 8 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None H. PAYMENT OF BILLS CB 119458 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119458. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None I. COMMITTEE REPORTS CITY COUNCIL: 1. CB 119453 AN ORDINANCE relating to land use and zoning; amending Ordinance 125733 to correct a clerical error regarding a condition of approval of the University of Washington’s 2018 Seattle Campus Master Plan. Motion was made and duly seconded to pass Council Bill 119453. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 4 City Council Meeting Minutes February 4, 2019 CIVIL RIGHTS, UTILITIES, ECONOMIC DEVELOPMENT, AND ARTS COMMITTEE: 2. Res 31861 A RESOLUTION recognizing the harms that evictions from housing have on tenants and marginalized communities and describing the City Council’s plan to help avoid and mitigate those harms. The Committee recommends that City Council adopt the Resolution (Res). In Favor: 3 - Herbold, Sawant, O'Brien Opposed: None The Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 8 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None SUSTAINABILITY AND TRANSPORTATION COMMITTEE: 3. CB 119455 AN ORDINANCE relating to City streets; changing the name of the portion of Aurora Avenue North between Denny Way and Harrison Street to 7th Avenue North, and changing the name of the portion of Aurora Avenue between Battery Street and Denny Way to Borealis Avenue; and superseding prior ordinances to the extent inconsistent. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 4 - O'Brien, Johnson, Sawant, Bagshaw Opposed: None The Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 5 City Council Meeting Minutes February 4, 2019 4. CB 119456 AN ORDINANCE granting National Railroad Passenger Corporation permission to construct, maintain, and operate below-grade utility lines under and across South Holgate Street, east of Occidental Avenue South and west of 3rd Avenue South; specifying the conditions under which this permit is granted; and providing for the acceptance of the permit and conditions. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 3 - O'Brien, Johnson, Sawant Opposed: None The Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Johnson, Juarez, Mosqueda, O'Brien, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS There were none. K. OTHER BUSINESS Councilmember Mosqueda recognized the 100th-Year Anniversary of the Seattle General Strike. Motion was made, duly seconded and carried, to excuse Councilmember Juarez from the February 11, 2019 City Council meeting. L.
