CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on February 25, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, González , Harrell, Herbold, Johnson, Mosqueda, Sawant Excused: 1 - O'Brien Late Arrival: 1 - Juarez C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes February 25, 2019 IRC 195 February 25, 2019 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Sawant, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Appointments 01262 through 01264, and by referring them to the Human Services, Equitable Development, and Renter Rights Committee. Appointment 01262, Appointment of Calvin R. Jones as member, Seattle Renters’ Commission, for a term to February 28, 2020. Appointment 01263, Appointment of Regina Owens, Seattle Renters’ Commission, for a term to February 28, 2021. Reappointment 01264, Appointment of Michael Padilla Ocampo as member, Seattle Renters’ Commission, for a term to February 28, 2021. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 7 - Bagshaw, González , Harrell, Herbold, Johnson, Mosqueda, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. Lee Bruch addressed the Council regarding Agenda item 1, Appointment 01250. Councilmember González left the Council Chamber at 2:07 p.m. Lisa Frasene addressed the Council regarding Agenda item 1, Appointment 01250. Alice Lockridge addressed the Council regarding Agenda item 1, Appointment 01250. Alex Tsimerman addressed the Council regarding Agenda item 3, Resolution 31864. Shaun Van Eyk addressed the Council regarding Agenda item 1, Appointment 01250. Alice Lockhart addressed the Council regarding Agenda item 1, Appointment 01250. H. PAYMENT OF BILLS Councilmember González entered the Council Chamber at 2:18 p.m. CB 119465 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119465. COMMITTEE REPORTS SUSTAINABILITY AND TRANSPORTATION COMMITTEE: 1. Appt 01250 Appointment of Samuel D. Zimbabwe as Director of the Seattle Department of Transportation, for a term to January 1, 2023. The Committee recommends that City Council confirm the Appointment (Appt). In Favor: 2 - O'Brien, Johnson Opposed: None ACTION 1: Motion was made by Councilmember Johnson, duly seconded and carried, to amend Appointment 01250, by adding the City Council’s Letter of Expectations for Samuel D. Zimbabwe. ACTION 2: Motion was made and duly seconded to confirm Appointment 01250 as amended. The Motion carried, and the Appointment (Appt) was confirmed as amended by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, Sawant Opposed: None Council President Harrell invited Mr. Zimbabwe to provide brief remarks to the Council. Page 5 City Council Meeting Minutes February 25, 2019 HOUSING, HEALTH, ENERGY, AND WORKERS' RIGHTS COMMITTEE: 2. CB 119462 AN ORDINANCE relating to the City Light Department; declaring certain real property surplus to the needs of the City; authorizing the sale of a portion of City Light Department real property to North Passage LLC; reserving an exclusive easement for electric transmission and distribution line purposes; and accepting payment of fair market value for the portion of the property sold, and deposit of the payment into the City Light Fund. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 2 - Mosqueda, Juarez Opposed: None The Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, Sawant Opposed: None J. ADOPTION OF OTHER RESOLUTIONS 3. Res 31864 A RESOLUTION adopting the Seattle City Council 2019 Work Program. Motion was made and duly seconded to adopt Resolution 31864. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Johnson, Juarez, Mosqueda, Sawant Opposed: None 4. Res 31865 A RESOLUTION adopting Statements of Legislative Intent for the 2019 Adopted Budget, 2020 Endorsed Budget, and 2019-2024 Adopted Capital Improvement Program. Motion was made and duly seconded to adopt Resolution 31865.
