CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on March 11, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Pro Tem Juarez presiding. B. ROLL CALL Present: 7 - Bagshaw, González , Herbold, Johnson, Juarez, O'Brien, Sawant Excused: 2 - Harrell, Mosqueda C. Novasuy Kim Sun Ng Ag addressed the Council regarding a non-Agenda item. H. PAYMENT OF BILLS CB 119474 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119474. Nellams as Director, Seattle Center, for a term to January 1, 2023. The Committee recommends that City Council confirm the Appointment (Appt). CB 119460 AN ORDINANCE relating to the 2008 Parks and Green Spaces Levy; utilizing the resources provided by the taxpayers within the Development Category Inflation Adjustment and the Neighborhood Parks and Playgrounds subcategory; increasing appropriations to the Department of Parks and Recreation in the 2019 Adopted Budget; and amending the 2019-2024 Adopted Capital Improvement Program; all by a three-fourths vote of the City Council. CB 119434 AN ORDINANCE relating to appropriations for the Delridge Multimodal Corridor Project; amending the 2018 Budget (Ordinance 125475), as amended by Ordinance 125635, to lift the proviso on 2018 Mobility-Capital Budget Control Level expenditures. The Committee recommends that City Council pass as amended the Council Bill (CB). In Favor: 2 - O'Brien, Herbold Opposed: None ACTION 1: Motion was made by Councilmember Herbold, duly seconded and carried, to amend Council Bill 119434, Section 2, as shown in the underlined language below: Section 2. Before appropriating funds for construction of the Delridge Multimodal Corridor Project in the 2020 budget, it is the City Council’s intent to review the project to ensure that the final scope and design reflect continued community engagement and input in the project development. The City Council anticipates that SDOT will continue to evaluate issues identified by the community, including: a) utilizing 16th Ave SW for a more direct greenway connection; b) relocating the SW Findlay St. RapidRide station to SW Brandon St.; c) extending the northbound bus lane south of SW Alaska St.; d) allowing night and weekend parking by the Youngstown Cultural Center; e) adding traffic calming measures in the White Center business district; and f) improvements to the 26th Ave. SW greenway. The City Council anticipates that SDOT and SPU will work together to ensure the design complies with the Stormwater Code and will complete a funding agreement with King County Metro in advance of seeking appropriations for construction of the project. ACTION 2: Motion was made and duly seconded to pass Council Bill 119434 as amended. CB 119473 AN ORDINANCE granting the University of Washington permission to maintain and operate a pedestrian tunnel under and across Northeast Pacific Street, west of Montlake Boulevard Northeast, for a ten-year term, renewable for two successive ten-year terms; specifying the conditions under which this permit is granted; providing for the acceptance of the permit and conditions; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass the Council Bill (CB).
