CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on April 15, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:02 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - González , Harrell, Juarez, Mosqueda, O'Brien, Sawant Late Arrival: 2 - Bagshaw, Herbold C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Councilmember Herbold entered the Council Chamber at 2:03 p.m. Page 1 City Council Meeting Minutes April 15, 2019 IRC 202 April 15, 2019 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. Councilmember Bagshaw entered the Council Chamber at 2:04 p.m. ACTION 2: Motion was made by Councilmember Mosqueda, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 119500, and by referring it to the Select Committee on the Citywide Mandatory Housing Affordability. Council Bill 119500, AN ORDINANCE related to land use and zoning; amending Ordinance 125791 to correct map errors contained in Map A for 23.58B.050 (Section 94), Map A for 23.58C.050 (Section 97), and Attachment 1 to Ordinance 125791. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. PRESENTATIONS Councilmember González presented a Proclamation recognizing April 15, 2019, as Khmer Holocaust Remembrance Day. By unanimous consent, the Council Rules were suspended to allow Councilmember González to present the Proclamation, and to allow Stephanie Ung and Ammara Touch to address the Council. Councilmember González left the Council Chamber at 2:16 p.m. Alex Tsimerman addressed the Council regarding a non-Agenda. Shawn McEachern addressed the Council regarding a non-Agenda item. Ken Langston addressed the Council regarding a non-Agenda item. Councilmember Herbold left the Council Chamber at 2:19 p.m. Councilmember Bagshaw entered the Council Chamber at 2:20 p.m. Councilmember González entered the Council Chamber at 2:20 p.m. Councilmember Herbold entered the Council Chamber at 2:22 p.m. Eric Scheir addressed the Council regarding Agenda item 2, Council Bill 119487. H. PAYMENT OF BILLS CB 119495 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119495. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 4 City Council Meeting Minutes April 15, 2019 I. COMMITTEE REPORTS CITY COUNCIL: 1. Res 31877 A RESOLUTION setting the public hearing on the petition of Trinity Trailside, LLC for the vacation of a portion of NE 48th Street between 24th Avenue NE and the Burke-Gilman Trail in the University Community Urban Center neighborhood planning area of Seattle, according to Chapter 35.79 of the Revised Code of Washington, Chapter 15.62 of the Seattle Municipal Code, and Clerk File 314380. Motion was made and duly seconded to adopt Resolution 31877. The Motion carried, the Resolution (Res) was adopted by the following vote, and the President signed the Resolution: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant Opposed: None CIVIL RIGHTS, UTILITIES, ECONOMIC DEVELOPMENT, AND ARTS COMMITTEE: Page 5 City Council Meeting Minutes April 15, 2019 2. CB 119487 AN ORDINANCE relating to public accommodations; requiring persons owning or managing a place of public accommodations to activate closed captioning on television receivers; and adding a new Chapter 14.05 to the Seattle Municipal Code. The Committee recommends that City Council pass as amended the Council Bill (CB). In Favor: 3 - Herbold, Sawant, O'Brien Opposed: None ACTION 1: Motion was made by Councilmember Herbold, duly seconded and carried, to amend Council Bill 119487, by adding a new Section 2, and renumbering the remaining section number accordingly, as shown in the underlined language below: Section 2. The Council requests that the Office for Civil Rights determine the race and social justice impacts of requiring that places of public accommodation activate closed captioning, particularly on immigrant- or refugee-run businesses or those businesses requiring translation or additional technical assistance to understand their obligations under this law and assess how to mitigate potential impacts to those businesses. The Office for Civil Rights shall submit this report to the Chair of the Civil Rights, Utilities, Economic Development and Arts Committee within 180 days of the effective date of the ordinance introduced as Council Bill 119487. ACTION 2: Motion was made and duly seconded to pass Council Bill 119487 as amended. The Motion carried, the Council Bill (CB) was passed as amended by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant Opposed: None FINANCE AND NEIGHBORHOODS COMMITTEE: Page 6 City Council Meeting Minutes April 15, 2019 3. CB 119490 AN ORDINANCE relating to the Central Waterfront Improvement Program; authorizing the Director of the Office of the Waterfront and Civic Projects to execute an agreement with the Washington State Ferry system for the construction of facilities to support electrification of ferry vessels at the Colman Ferry Terminal; amending Ordinance 125724, which adopted the 2019 Budget, including the 2019-2024 Capital Improvement Program (CIP); changing appropriations to the Seattle Department of Transportation; revising revenue allocations and spending plans for certain projects in the 2019-2024 CIP; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. The Committee recommends that City Council pass the Council Bill (CB).
