CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on April 22, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 203 April 22, 2019 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, O'Brien, Sawant Opposed: None Page 1 City Council Meeting Minutes April 22, 2019 D. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the agenda by establishing the voting procedure for the appointment of City Council Position 4 under "Other Business," as stated below: The Chair will open nominations to fill City Council Position 4. Councilmembers will have the opportunity to nominate an applicant. An applicant will need to be nominated by a Councilmember for them to be considered. A second will be required to consider the nomination. After nominations have been made, the call for nominees will close. Councilmembers will then be given an opportunity to make comments about the selected nominees, the factors or criterion they used in deciding whom to support and any other information they wish to share before voting begins. When it is time to vote on the nominees, the Clerk will call the roll. Councilmembers will respond by stating the name of the nominee they wish to appoint from the selected nominees. Councilmembers may not change their vote until the next round of elections, should there be one. If one nominee receives five or more votes that individual is appointed to fill Position 4, and will assume office immediately after accepting the position and taking the Oath of Office. If the nominee does not receive five votes, the next nominee will be considered. If no nominee receives five votes, the process will repeat until one nominee receives five or more votes. ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed agenda as amended. E. CB 119491 AN ORDINANCE relating to regular property taxes; providing for the submission to the qualified electors of the City at an election to be held on August 6, 2019, a proposition to lift the limit on regular property taxes under chapter 84.55 RCW and authorize the City to levy additional taxes for up to seven years for the purpose of sustaining investments in Library operating hours, collections, technology, and maintenance while expanding access to opportunity through additional hours, Library materials, and technology and undertaking seismic retrofits of three Library facilities; authorizing creation of a new fund; and ratifying and confirming certain prior acts. CB 119494 AN ORDINANCE relating to King County Conservation Futures Levy proceeds; authorizing the Mayor to amend the Interlocal Cooperation Agreement between The City of Seattle and King County authorized by City of Seattle Ordinance 114978 to allow for the acceptance of Conservation Futures Levy funds without City Council approval; and authorizing the use of a new amendment template for future amendments to that Agreement. OTHER BUSINESS Selection of Candidate for City Council Vacancy Position 4 The City Council will fill the vacant Position 4 as follows: The Chair will open nominations to fill City Council Position 4. Motion was made by Councilmember Mosqueda and duly seconded to nominate Abel Pacheco Jr. Motion was made by Councilmember González and duly seconded to nominate Brooke Brod. ACTION 2: Page 14 City Council Meeting Minutes April 22, 2019 Motion was made, duly seconded and carried, to close nominations. ACTION 3: On Roll Call, the following votes on nominees were made: Abel Pacheco - 4 (Harrell, Herbold, Juarez, Mosqueda) David A. ACTION 5: On Roll Call, the following votes on nominees were made: Abel Pacheco - 5 (Bagshaw, Harrell, Herbold, Juarez, Mosqueda) David A. Goldberg - 1 (O'Brien) Brooke Brod - 1 (González) Sherae Lascelles - 1 (Sawant) Page 15 City Council Meeting Minutes April 22, 2019 Abel Pacheco received a majority vote and was elected and appointed to fill City Council Position 4 until certification of the November 5, 2019 general election. Council President Harrell invited Abel Pacheco to the podium to seek confirmation of Abel Pacheco's acceptance of the position. Mr. Pacheco accepted the appointment to City Council Position 4. The Oath of Office was administered to Abel Pacheco by Monica Martinez Simmons, City Clerk, and then Councilmember Pacheco addressed the Council. L.
