A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on May 6, 2019, pursuant to the provisions of
the City Charter. The meeting was called to order at 2:01 p.m., with
Council President Harrell presiding.
B. ROLL CALL
Present: 8 - Bagshaw, González , Harrell, Juarez, Mosqueda, O'Brien,
Pacheco, Sawant
Late Arrival: 1 - Herbold
C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR
IRC 205 May 6, 2019
Motion was made, duly seconded and carried, to adopt the
proposed Introduction and Referral Calendar (IRC) by the
following vote:
In Favor: 8 - Bagshaw, González , Harrell, Juarez, Mosqueda, O'Brien,
Pacheco, Sawant
Opposed: None
D. APPROVAL OF THE AGENDA
Motion was made, duly seconded and carried, to adopt the proposed
Agenda.
E. APPROVAL OF THE JOURNAL
Min 227 April 17, 2019
Motion was made, duly seconded and carried, to adopt the
proposed Minutes by the following vote, and the President signed
the Minutes:

Councilmember Herbold entered the Council Chamber at 2:03 p.m.
F. PRESENTATIONS
Councilmember Mosqueda presented a Proclamation in remembrance of
Beatrice Kathryn Alder and proclaiming May 13, 2019, to be Bea’s Day.
By unanimous consent, the Council Rules were suspended to allow
Councilmember Mosqueda to present the Proclamation, and to allow the
parents of Bea, Rachel and Erin Alder, to address the Council.
Councilmember Mosqueda presented a Proclamation recognizing
Affordable Housing Week. By unanimous consent, the Council Rules were
suspended to allow Councilmember Mosqueda to present the
Proclamation, and to allow Patience Malaba, Housing Development
Consortium of Seattle-King County, to address the Council.
G. PUBLIC COMMENT
Councilmember Mosqueda left the Council Chamber at 2:24 p.m.
Suzan Lee addressed the Council regarding a non-Agenda.
Steven Pray addressed the Council regarding Agenda item 2,
Appointment 01286.
Michael Fuller addressed the Council regarding a non-Agenda item.
Marguerite Richard addressed the Council regarding a non-Agenda item.
Councilmember Mosqueda entered the Council Chamber at 2:32 p.m.

CB 119508 AN ORDINANCE appropriating money to pay certain audited
claims and ordering the payment thereof.
Motion was made and duly seconded to pass Council Bill 119508.
The Motion carried, the Council Bill (CB) was passed by the
following vote, and the President signed the Bill:

O'Brien, Pacheco, Sawant

CIVIC DEVELOPMENT, PUBLIC ASSETS, AND NATIVE COMMUNITIES COMMITTEE:
1. Appt 01306 Appointment of Jesus S. Aguirre as Superintendent, Department
of Parks and Recreation, for a term to April 1, 2023.
The Committee recommends that City Council confirm the
Appointment (Appt).
In Favor: 2 - Bagshaw, González
Opposed: None
ACTION 1:
Motion was made by Councilmember Juarez, duly seconded and carried,
to amend Appointment 01306, by adding the City Council’s Letter of
Expectations for Jesus Aguirre.
ACTION 2:
Motion was made and duly seconded to confirm Appointment 01306 as
amended.
The Motion carried, and the Appointment (Appt) was confirmed
as amended by the following vote:

HOUSING, HEALTH, ENERGY, AND WORKERS’ RIGHTS COMMITTEE:
2. Appt 01286 Appointment of Amarah Khan as Director, Office of the Employee
Ombud.
The Committee recommends that City Council confirm the
Appointment (Appt).
In Favor: 3 - Mosqueda, Juarez, Bagshaw
Opposed: None
ACTION 1:
Motion was made by Councilmember Mosqueda, duly seconded and
carried, to amend Appointment 01286, by substituting the resume in the
Appointment Packet with an updated resume.
ACTION 2:
Motion was made and duly seconded to confirm Appointment 01286 as
amended.
The Motion carried, and the Appointment (Appt) was confirmed
as amended by the following vote:

The Committee recommends that City Council confirm the
Appointment (Appt).

ACTION 1:
Motion was made by Councilmember Mosqueda, duly seconded and
carried, to amend Appointment 01315 title, by deleting the word 'Board'
after 'Advisory,' and adding the word 'Commission.'
ACTION 2:
Motion was made and duly seconded to confirm Appointment 01315 as
amended.
The Motion carried, and the Appointment (Appt) was confirmed
as amended by the following vote:
