CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on May 13, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:01 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 8 - Bagshaw, González , Harrell, Herbold, Juarez, O'Brien, Pacheco, Sawant Excused: 1 - Mosqueda C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Page 1 City Council Meeting Minutes May 13, 2019 IRC 206 May 13, 2019 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: Motion was made by Councilmember Harrell, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by amending the Sponsor of Council Bill 119515, by deleting Juarez and adding Herbold. Council Bill 119515, AN ORDINANCE relating to Seattle Public Utilities; amending Ordinance 125475, which adopted the 2018 Budget, lifting the proviso in Section 8 regarding expenditure of funds appropriated in the Combined Sewer Overflow Budget Control Level for construction of the Ship Canal Water Quality Project Storage Tunnel, as Seattle Public Utilities has completed 100% project design and has met the requirement for reporting to the City Council Civil Rights, Utilities, Economic Development & Arts Committee. ACTION 3: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. The Motion carried, and the Introduction & Referral Calendar (IRC) was adopted as amended by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, O'Brien, Pacheco, Sawant Opposed: None D. APPROVAL OF THE AGENDA Motion was made, duly seconded and carried, to adopt the proposed Agenda. E. PAYMENT OF BILLS CB 119514 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119514. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, O'Brien, Pacheco, Sawant Opposed: None I. COMMITTEE REPORTS GENDER EQUITY, SAFE COMMUNITIES, NEW AMERICANS, AND EDUCATION COMMITTEE: 1. CB 119509 AN ORDINANCE relating to a Mobile Integrated Health pilot; amending Ordinance 125724, which adopted the 2019 budget; changing appropriations to various departments and budget control levels; lifting a proviso; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass as amended the Council Bill (CB). CB 119496 AN ORDINANCE authorizing the Department of Parks and Recreation to enter into an agreement with Seattle Academy of Arts and Sciences to renovate the South Park Community Center site and develop an ongoing relationship in the South Park community consistent with the Terms of Agreement in Attachment 1. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 2 - Bagshaw, González Opposed: None ACTION 1: Motion was made by Councilmember Herbold, duly seconded and carried, to amend Council Bill 119496, by substituting version 2 for version 1; and by substituting version 3 for version 2 of Attachment 1. ACTION 2: Motion was made and duly seconded to pass Council Bill 119496 as amended.
