A. CALL TO ORDER
The City Council of The City of Seattle met in the Council Chamber in City
Hall in Seattle, Washington, on May 28, 2019, pursuant to the provisions of
the City Charter. The meeting was called to order at 2:02 p.m., with
Council President Harrell presiding.

ACTION 1:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar.
ACTION 2:
Motion was made by Councilmember González, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Resolution 31889, and by referring it to the City Council for
adoption at today’s meeting as Agenda item one.
Resolution 31889, A RESOLULTION in support of a woman’s right to
bodily autonomy and the right to access a safe and legal abortion; and
affirming The City of Seattle’s commitment to act consistently and
proactively in support of those rights.
Councilmember Herbold entered the Council Chamber at 2:03 p.m.
ACTION 3:
Motion was made by Councilmember González, duly seconded and
carried, to amend the proposed Introduction and Referral Calendar by
introducing Resolution 31890, and by referring it to the City Council for
adoption at today’s meeting as Agenda item two.
Resolution 31890, A RESOLULTION affirming The City of Seattle’s
commitment to fostering a welcoming community that protects all its
residents and declaring its support for providing permanent protection and
a path to citizenship for immigrant youth and Temporary Protected Status
(TPS) and Deferred Enforced Departure (DED) recipients for whom the
United States is home.
ACTION 4:
Motion was made and duly seconded to adopt the proposed Introduction
and Referral Calendar as amended.
The Motion carried, and the Introduction & Referral Calendar (IRC)

F. PRESENTATIONS
Councilmember Pacheco presented a Proclamation recognizing May 2019
as Bike Everywhere Month. By unanimous consent, the Council Rules
were suspended to allow Councilmember Pacheco to present the
Proclamation, and to allow Tamar Shuhendler, Cascade Bicycle Club, and
Clara Cantor, Seattle Neighborhood Greenways, to address the Council.
G. PUBLIC COMMENT
Marguerite Richard addressed the Council regarding a non-Agenda item.
David Haines addressed the Council regarding a non-Agenda item.
H. PAYMENT OF BILLS
CB 119532 AN ORDINANCE appropriating money to pay certain audited claims
and ordering the payment thereof.

Res 31889 A RESOLUTION in support of the right to bodily autonomy and the

Seattle’s commitment to act consistently and proactively in support
of those rights.
ACTION 1:
Motion was made and duly seconded to adopt Resolution 31889.
ACTION 2:
By unanimous consent, Council Rule III.A.7, relating to amendments
presented to the City Council, at least two hours before the meeting, was
suspended to allow consideration of an amendment to Resolution 31889.
ACTION 3:
Motion was made by Councilmember González, duly seconded and
carried, to amend Resolution 31889, by substituting version 5 for version 4.
ACTION 4:
Motion was made and duly seconded to adopt Resolution 31889 as
amended.

tie-backs in portions of Thomas Street, east of 1st Avenue North
and west of 2nd Avenue North, and the long-term occupation of
these permanent tensioned tie-backs in the right-of-way to enable
the renovation of KeyArena at the Seattle Center.
