CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on June 17, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:05 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Excused: 3 - Juarez, Mosqueda, Sawant Motion was made, duly seconded and carried, to excuse Councilmember Sawant from the June 17, 2019 City Council meeting. C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 211 June 17, 2019 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Opposed: None D. APPROVAL OF THE AGENDA ACTION 1: Motion was made and duly seconded to adopt the proposed Agenda. ACTION 2: Motion was made by Councilmember González and duly seconded, to amend the proposed Agenda by holding Agenda item 1, Council Bill 119539, until June 24, 2019. CB 119539 AN ORDINANCE relating to Emergency Medical Services; authorizing execution, pursuant to the Interlocal Cooperation Act, of an agreement with King County regarding the imposition and allocation of property tax revenues generated by a six-year, voter-approved King County-wide tax levy for emergency medical services; approving the submittal by King County of a proposition to the voters seeking authority to levy those additional taxes; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 2 - González , Mosqueda Opposed: None The Motion carried, and the Council Bill (CB) 119539 was held until June 24, 2019 by the following vote: In Favor: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Opposed: None ACTION 3: Motion was made, duly seconded and carried, to adopt the proposed Agenda as amended. E. APPROVAL OF THE JOURNAL Min 235 June 10, 2019 Motion was made, duly seconded and carried, to adopt the proposed Minutes by the following vote, and the President signed the Minutes: In Favor: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Opposed: None Page 2 City Council Meeting Minutes June 17, 2019 F. PRESENTATIONS Councilmember Bagshaw presented a Proclamation recognizing June 19, 2019, as Seattle Design Commission Day. By unanimous consent, the Council Rules were suspended to allow Councilmember Bagshaw to present the Proclamation, and to allow Michael Jenkins, Executive Director, Seattle Design Commission, to address the Council. G. PUBLIC COMMENT There was none. H. PAYMENT OF BILLS CB 119545 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119545. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Opposed: None I. COMMITTEE REPORTS From the amended Agenda. HUMAN SERVICES, EQUITABLE DEVELOPMENT, AND RENTER RIGHTS COMMITTEE: 2. Appt 01368 Appointment of Dinah Braccio as member, Seattle Renters’ Commission, for a term to February 28, 2021. The Committee recommends that City Council confirm the Appointment (Appt). Appt 01369 Appointment of Mac Scotty Ray McGregor as member, Seattle Renters’ Commission, for a term to February 28, 2020. The Committee recommends that City Council confirm the Appointment (Appt). In Favor: 2 - Sawant, Juarez Opposed: None The Appointment (Appt) was confirmed by the following vote: In Favor: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Opposed: None FINANCE AND NEIGHBORHOODS COMMITTEE: 4. CB 119541 AN ORDINANCE relating to the Department of Finance and Administrative Services; authorizing the Director of Finance and Administrative Services, on behalf of Seattle Public Utilities, to negotiate and execute real property lease agreements and amendments with Broadacres LLC, for office space and ancillary uses in the Wharf Building located at 4209 21st Ave W; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass the Council Bill (CB). In Favor: 4 - Bagshaw, González , Harrell, O'Brien Opposed: None The Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 6 - Bagshaw, González , Harrell, Herbold, O'Brien, Pacheco Opposed: None J.
