CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on June 24, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:04 p.m., with Council President Harrell presiding. B. ROLL CALL Present: 7 - Bagshaw, Harrell, Juarez, Mosqueda, O'Brien, Pacheco, Sawant Excused: 1 - González Late Arrival: 1 - Herbold C. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR Councilmember Herbold entered the Council Chamber at 2:04 p.m. Page 1 City Council Meeting Minutes June 24, 2019 IRC 212 June 24, 2019 ACTION 1: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar. ACTION 2: By unanimous consent, Council Rule III.A.6., relating to circulation of a Council Bill for introduction by 5:00 p.m. on the preceding business day, was suspended to allow consideration of an amendment to the proposed Introduction and Referral Calendar. ACTION 3: Motion was made by Councilmember O'Brien, duly seconded and carried, to amend the proposed Introduction and Referral Calendar by introducing Council Bill 119558, and by referring it to the City Council. Council Bill 119558, AN ORDINANCE relating to City streets; changing the name of the designated Festival Street portion of East Denny Way between Broadway East and 10th Avenue East to East Barbara Bailey Way; and superseding the relevant portions of Ordinance 4044, Ordinance 89910, Ordinance 102981, and any other ordinance to the extent inconsistent. ACTION 4: Motion was made and duly seconded to adopt the proposed Introduction and Referral Calendar as amended. PRESENTATIONS Councilmember Herbold presented a Proclamation honoring the Seattle Channel on its five Northwest Regional Emmy Awards and declaring June 24, 2019, as Seattle Channel Day. By unanimous consent, the Council Rules were suspended to allow Councilmember Herbold to present the Proclamation, and to allow Shannon Gee, General Manager of Seattle Channel, to address the Council. PAYMENT OF BILLS CB 119548 AN ORDINANCE appropriating money to pay certain audited claims and ordering the payment thereof. Motion was made and duly seconded to pass Council Bill 119548. COMMITTEE REPORTS GENDER EQUITY, SAFE COMMUNITIES, NEW AMERICANS, AND EDUCATION COMMITTEE: 1. CB 119539 AN ORDINANCE relating to Emergency Medical Services; authorizing execution, pursuant to the Interlocal Cooperation Act, of an agreement with King County regarding the imposition and allocation of property tax revenues generated by a six-year, voter-approved King County-wide tax levy for emergency medical services; approving the submittal by King County of a proposition to the voters seeking authority to levy those additional taxes; and ratifying and confirming certain prior acts. The Committee recommends that City Council pass the Council Bill (CB).
