CALL TO ORDER The City Council of The City of Seattle met in the Council Chamber in City Hall in Seattle, Washington, on July 15, 2019, pursuant to the provisions of the City Charter. The meeting was called to order at 2:03 p.m., with Council President Harrell presiding. B. ADOPTION OF INTRODUCTION AND REFERRAL CALENDAR IRC 215 July 15, 2019 Motion was made, duly seconded and carried, to adopt the proposed Introduction and Referral Calendar (IRC) by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, Pacheco, Sawant Opposed: None D. PRESENTATIONS Councilmember Harrell presented a Proclamation honoring Carolyn Riley-Payne and declaring July 15, 2019, as Carolyn Riley-Payne Day. By unanimous consent, the Council Rules were suspended to allow Councilmember Harrell to present the Proclamation, and to allow Caroyn Riley-Payne and community members to address the Council. G. Motion was made and duly seconded to pass Council Bill 119568. The Motion carried, the Council Bill (CB) was passed by the following vote, and the President signed the Bill: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, Pacheco, Sawant Opposed: None I. COMMITTEE REPORTS FINANCE AND NEIGHBORHOODS COMMITTEE: 1. Appt 01370 Appointment of Robert Humes as Director, Seattle Department of Human Resources, for a term to June 1, 2023. The Committee recommends that City Council confirm the Appointment (Appt). In Favor: 3 - Bagshaw, González , Harrell Opposed: None ACTION 1: Motion was made by Councilmember Bagshaw, duly seconded and carried, to amend Appointment 01370, by adding the City Council's Letter of Expectations for Robert Humes. ACTION 2: Motion was made and duly seconded to confirm Appointment 01370 as amended. The Motion carried, and the Appointment (Appt) was confirmed as amended by the following vote: In Favor: 8 - Bagshaw, González , Harrell, Herbold, Juarez, Mosqueda, Pacheco, Sawant Opposed: None Page 3 City Council Meeting Minutes July 15, 2019 Council President Harrell invited Mr. Humes to provide brief remarks to the Council. 2. CB 119550 AN ORDINANCE relating to funding for housing and community development programs; adopting The City of Seattle 2019 Annual Action Plan to the 2018-2022 Consolidated Plan for Housing and Community Development and authorizing its submission to the United States Department of Housing and Urban Development; authorizing acceptance of grant funds from that department for programs and activities included in the Annual Action Plan; amending Ordinance 125724, which adopted the 2019 Budget, by modifying appropriations to various departments and budget control levels in the 2019 Adopted Budget; and ratifying and confirming certain prior acts; all by a 3/4 vote of the City Council. The Committee recommends that City Council pass the Council Bill (CB). CB 119542 AN ORDINANCE relating to contracting by the Human Services Department; providing that the Seattle Human Services Department provide a cost increase when renewing or renegotiating contracts to address escalation in costs and specifying how and when to apply the increase; amending Section 20.60.102 of the Seattle Municipal Code to exempt human services contracts from the provisions of Chapter 20.60; and adding a new Section 3.20.060 to the Seattle Municipal Code. The Committee recommends that City Council pass as amended the Council Bill (CB). In Favor: 5 - Mosqueda, Herbold, Sawant, Harrell, O'Brien Opposed: None ACTION 1: Motion was made by Councilmember Harrell, duly seconded and carried, to amend Council Bill 119542, by adding two new recitals at the end of the whereas clauses, as shown in the underlined language below: WHEREAS, the City Council strongly encourages contracted partner organizations to use annual contract adjustments to provide wage increases for employees; and WHEREAS, the City Council recognizes the critical role of its partner organizations in the delivery of services to the residents of Seattle and expresses its intention to fund an annual adjustment in both periods of economic growth and in periods of economic hardship; ACTION 2: Motion was made and duly seconded to pass Council Bill 119542 as amended.
