Page 2 Select Budget Committee Agenda November 10, 2016 Notice of Seattle City Council Public Hearing on Overlook Walk and East-West Connection Project Thursday, November 10, 2016 at 9:30 a.m. City Council Chambers, City Hall, Floor 2 600 4th Avenue, Seattle WA 98104 The Seattle City Council Budget Committee, chaired by Councilmember Tim Burgess, will conduct a public hearing at City Council Chambers on Thursday, November 10, 2016, to solicit public comment on the Overlook Walk and East-West Connection Project. The hearing begins at 9:30 a.m. and will continue until all in-person comments have been received. Individual comments will be limited to two (2) minutes or less. Those wishing to provide public comment at the public hearing must sign-up on sheets provided inside the entry of the City Council Chambers beginning at 9:15 a.m. The Budget Committee hearing will be cablecast live on Seattle Channel 21 and webcast live at http://www.seattle.gov/council/watch-council-live. Information Available The Seattle City Council’s Select Budget Committee will hold a public hearing regarding proposed legislation that would adopt a Capital Improvement Project related to the City’s waterfront improvement program. The Overlook Walk is an element of the City's Office of the Waterfront proposal for the redesign of the waterfront following the removal of the Alaskan Way Viaduct. The walk is a series of walkways, stairs, plazas, and overlooks that provide a connection between the waterfront and Pike Place Market. A series of plazas and public spaces line a wide pedestrian pathway and end at a grand staircase. The stairs orient towards Pier 62/63 and end at Aquarium Plaza, both elements of the proposed Central Public Open Space project. The Overlook Walk also includes two buildings that will be used for a variety of tenant spaces and arts and cultural facilities. The specific east/west streets targeted for improved connections includes: Bell Street, Union Street, Pike Street, Pine Street, Main Street, Washington Street, and Railroad Way. In addition, the creation of a new Overlook Walk will provide a pedestrian-oriented connection between the waterfront, the Aquarium, and Pike Place Market with ADA access, views, and public open spaces. This public hearing is required by Section 5 of Resolution 31203 (http://clerk.seattle.gov/~legislativeItems/Resolutions/Resn_31203.pdf ), adopted by the City Council in 2010.
