City of Shawnee Council Committee MEMORANDUM TO: Paul Kramer - City Manager FROM: Colin Duffy - Deputy City Manager DATE: July 13, 2026 SUBJECT: 2027 Budget Update BACKGROUND: At the April 25, 2026 Governing Body Budget Retreat, staff covered the upcoming budget process and calendar. To date, staff has reviewed the proposed Capital Improvement Program (CIP), unaudited 2025 year-end financials, revenue considerations, and department presentations. DISCUSSION: Staff will provide an update on the 2027 operational budget and one addition to the Capital Improvement Program (CIP). FINANCIAL INFORMATION: Budget details and considerations will be shared during the presentation at the Council Committee meeting. RESULTS: The City has established key results or goals to achieve on behalf of its citizens. This item contributes to the Result(s) of Good Governance. IMAGINE SHAWNEE PRIORITY PILLARS: The City has established five pillars as part of the Imagine Shawnee Strategic Plan. These pillars are the foundation of the vision for Shawnee and are utilized as a guide by staff and the Governing Body.
