NOTICE OF REGULAR MEETING July 21, 2026 SHENANDOAH PLANNING AND ZONING COMMISSION STATE OF TEXAS AGENDA COUNTY OF MONTGOMERY CITY OF SHENANDOAH NOTICE IS HEREBY GIVEN that the Regular Meeting of the Shenandoah Planning and Zoning Commission will be held on Tuesday July 21, 2026, at 6:00 p.m. at the City of Shenandoah Municipal Complex, 29955 IH-45 North, Shenandoah, Texas for the purpose of considering the following: 1. CALL TO ORDER 2. CALL OF ROLL CITIZEN’S FORUM 3. CITIZENS FORUM Citizens are invited to speak for three (3) minutes on matters relating to city government that relate to agenda or non-agenda items. Speakers are asked to stand up and give their name before expressing their concerns. In accordance with the Texas Open Meetings Act, responses to citizen comments by members of the Commission subject to the Act, are limited to statements of specific factual information or recitations of existing policy. Any deliberation or decision shall be limited to a proposal to place the subject on a future agenda. INDIVIDUAL CONSIDERATION 4. Preliminary report and public hearing regarding proposed Special Use Permit for a Mixed Beverage Permit for Tasty Eatery and Catering located at 1500 Research Forest Drive, Suite 100, Shenandoah, Texas. 5. Consideration and possible action to recommend to City Council approval or denial regarding proposed Special Use Permit for a Mixed Beverage Permit for Tasty Eatery and Catering located at 1500 Research Forest Drive, Suite 100, Shenandoah, Texas. 6. Preliminary report and public hearing regarding proposed Special Use Permit for a Tourist Accommodations: Restricted for 9030 Tamina Road, Shenandoah, Texas. 7. Review and discuss any changes that should be made to the Integrated Development Code. a. Primary focus will be on reviewing and discussing prior IDC recommendations. 8. Consideration and possible action to approve or deny the minutes of the May 19, 2026 and June 16, 2026 regular meeting of the Planning and Zoning Commission. 9. City Administration Updates. Commissioner’s Inquiry Pursuant to Texas Government Code Section 551.042, members of the Commission subject to the Open Meetings Act may inquire about a subject not listed on this agenda. Responses must be limited to statements of fact or recitations of policy. Deliberation or action must be limited to a proposal to place the item on a future agenda. The presiding officer may limit time and scope of inquiries to maintain meeting order and ensure compliance with the Open Meetings Act. EXECUTIVE SESSION Public notice is given that the Planning and Zoning Commission may convene in Executive Session at any time during the meeting to discuss matters listed on the agenda when authorized by the provisions of Chapter 551 of the Texas Government Code. Executive Session may be used to receive legal advice or to discuss personnel matters, land acquisition, or other matters permitted under the Act. ADJOURN There is the potential for a quorum of City Council members at this meeting. City Hall is wheelchair accessible. Vice Chairman Seay opened the public hearing at 6:01 p.m. Commissioner McLeod inquired about the use of a specific lot within the SUP request. He was advised the small area would be used for parking. Vice Chairman Seay closed the public hearing at 6:02 p.m. 5. Consideration and possible action to recommend approval or denial regarding proposed Special Use Permit for Medical Services Restricted for Blue Fish Pediatric located at 29801 IH 45, Shenandoah, Texas. COMMISSIONER HENDON MOTIONED TO RECOMMEND APPROVAL SPECIAL USE PERMIT FOR MEDICAL SERVICES RESTRICTED FOR BLUE FISH PEDIATRIC LOCATED AT 29801 IH 45, SHENANDOAH, TEXAS. COMMISSIONER BREEDLOVE SECONDED. MOTION CARRIED UNAMINIOUSLY. 6. Review and discuss any changes that should be made to the Integrated Development Code. Mr. Ferebee advised using the entity name was the correct way to issue the use permit. Chairman Stephens closed the public hearing at 6:05 p.m. 5.
