SUBJECT: APPEARANCE COMMISSION/CASE SUBMITTAL –
STAFF REPORT
Staff offers the following comments on the cases scheduled for the May 8th Appearance
Commission meeting:
RESIDENTIAL REQUESTS
2013-018A (5123 Farwell) Staff has no objections with the overall concept; however, it is
recommended that the brick wall surrounding the garage door be redone to match the
brick on the entrance façade. Consider putting the stone veneer on the new 2-story
façade, and adjusting the gutter design on the gables to one style – either an “eye
brow” style (the eave wrapping around the corner) or plain rake boards/soffits.
2013-019A (8046 Kenneth) Staff has no objections with this request.
2013-020A (9227 Linder) Staff has no objections with the overall concept; however, a window
with shutters to match existing should be provided in the front garage door wall and
parking for 2 cars must be provided to the north side of the home; likely requiring
the relocation of the existing shed to keep parking outside of the required front yard.
Stormwater management requirements may apply.

COMMERCIAL REQUESTS
2013-021A (8022 Monticello) Staff recommends that the proposed façade overhang on the sides
of the building be reduced to 1 foot or less. New brick must match existing where
windows are being removed.
2013-017A (Northwest Corner of Touhy and McCormick) The “Skokie Commons” planned
development review process is expected to occur on June 6, 2013. Staff has no
objections with the improved overall designs. It is requested, however, that the
following design-related issues be discussed:
All Buildings
1. Ensure all HVAC units are screened.
Building Design – Mariano’s
2. Although significant improvements have been made to the southeast corner
of the building, staff feels that an additional step of raising the overhang to
allow the upper windows to be made the same size as the lower windows will
give the corner more presence. This area will also better match the windows
fronting the entrance areas.
Sign Package
3. Only minor changes have been made to the sign package; however,
clarification for additional relief is necessary. The proposed Mariano’s wall
signs are 360 square feet each in area where 200 square feet maximum is
allowed. Also, Gracious Gifts exceeds the maximum allowed by 7.5 square
feet, so it is recommended that once the tenant is specifically identified, the
wall sign area does not exceed 82.5 square feet in lieu of the 90 square feet
shown.
Note: The 128 linear feet of the south façade of the multi-tenant building
allows 384 square feet in total sign area and 282 square feet of total signage
is proposed.
Outdoor Sales and Dining Areas
The site plans submitted for Plan Commission review indicate areas for
outdoor sales and seating. These areas are not well defined other than
dimensions on an enlarged site plan. Prior to the issuance of building
permits for the store, staff recommends that the plans submitted for approval
by staff and the Commission better define how these areas will be signed,
delineated by fencing and other means, how products will be displayed, and
the seating layout.

The Sign Code allows one sign per occupancy per street frontage (or one sign per occupancy per
façade facing a parking lot if no street frontage is provided).
Per the Sign Code and the Sign Location Map, Mariano’s is allowed a wall sign facing Touhy
(“M1”); the multi-tenant retail building is allowed a wall sign facing McCormick (“R6”) and wall
signs for each tenant façade facing a parking lot (“R1” – “R4”); Longhorn Steakhouse is allowed 1
wall sign facing Touhy (“LH2”) and 1 wall sign facing McCormick (“LH4”); and the bank is
allowed 1 wall sign facing Touhy (“B1”).
The remaining wall signs will require relief and the ground signs will need specific approval by the
Appearance Commission, the Plan Commission, and Village Board during the planned development
approval process.
Allowed as proposed:
Mariano’s: sign facing street (“M1”)
Multi-tenant retail: sign facing street (“R6”) and 4 signs facing the parking lot (“R1” –
“R4”)
Bank: sign facing street (“B1”)
Longhorn: signs facing streets (“LH2” and “LH4”)
Relief needed as proposed:
Mariano’s: sign facing parking lot (“M2”)
Mariano’s: sign exceeding 200 SF (“M1” and “M2”)
Multi-tenant retail: 1 sign facing parking lot (“R5”)
Bank: allow 3 additional wall signs facing the parking lot (“B2” – “B4”)
Longhorn: allow 1 logo sign facing street (“LH1”) and 2 additional wall signs facing the
parking lot (“LH3” and “LH5”)
Allocate space other than as prescribed for ground signs (“A”, “B”, and “C”)
Specific approval needed as proposed:
Allow 3 ground signs (“A”, “B”, and “C”)
(All ground signs are dimensionally correct)
Relief not recommended as proposed:
Multi-tenant retail (Gracious Gifts): 82.5 square feet maximum allowable sign area
