(I) CALL TO ORDER
A quorum being present, Chairwoman Naumiak called the meeting to order.
(II) APPROVAL OF MINUTES
A motion was made by Chairwoman Naumiak to approve the minutes of the
November 08, 2023 meeting with a correction to rightfully include Commissioner
Naumiak as an attendee of the previous meeting. The motion was seconded by
Commissioner Maschek. All members voted aye

Commissioner Maschek read Staff comments into the record.
The petitioner said that the glass is solar panel and that the same material would be
continued south and west.
Commissioner Maschek asked what the garage was for. The petitioner replied,
executive parking. The Commissioner added that it was an unusual request for a
commercial building.
The architect said that the Dempster St side will be the same as the rest of the building
and that the garage facing Crawford will match in color.
Staff commented on parking requirements.
Commissioner Maschek was curious if parking requirements would be maintained.
Staff explained zoning and engineering requirements related to the garage to
Commissioner Pathak.
The petitioner said low shrubs would remain on Dempster St so that they do not interfere
with the solar panels.
Commissioner Pathak asked if vehicles would be able to safely turn out of the garage.
Staff responded by referencing required turning radius. The petitioner affirmed that this
would be met.
Commissioner Shah asked if the garage entrance was facing Dempster St. The
petitioner responded, Crawford St.
Commissioner Mascheck said the proposal does not quite fit because the current
windows fit within the panels, but that the proposed garage door would not meet the
same module.
The petitioner said the grid system of the existing building would be matched with
exception to the windows. The angled canopy was added to minimize shade from the
west side. He added that sloping the roof was considered but would not blend well with
the existing flat roof element.
Commissioner Maschek asked if the garage door could be raised.
The petitioner said the window could be removed.
Commissioner Maschek asked if the door could be raised to the windows at the top.
Recommendation and Voting
A motion was made to grant a Certificate of Appropriateness with the condition to raise
the garage door to match the window height and no window on the door. The vote is
unanimous.

Chairwoman Naumiak asked if the same number of units of the building would be
maintained.
The petitioners said that it would be reduced from 4 units to 3. He added that the outside
would look the same, and that glazing would be added.
Commissioner Maschek asked if it would be a retail space. The petitioner replied, yes.
Commissioner Maschek asked about the planter and sight distance triangle.
The petitioners replied that the planter would be moved should it be within the sight
distance triangle.
The petitioners stated that the red brick would remain and be refurbished and that
glazing will be a clear aluminum.
Commissioner Klein said that she liked it.

Commissioner Maschek abstained from voting and recused himself from the case.
Chairwoman Naumiak read Staff comments into the record.
The petitioners stated that the project was an adaptive reuse of an existing building that
would be made to look more residential and would include residential apartments.
Chairwoman Naumiak asked about additional landscaping at the garage area on the
west end.
The petitioners stated that a landscape screen would be created.
Chairwoman Naumiak asked if the parking lot would be reused.
The petitioners responded that the north tower would include 1st floor residential as well
as additional landscaping.
Chairwoman Naumiak asked if the parking deck would have a pool.
The petitioners affirmed and said that additional planters would be added in this area.
Commissioner Pathak said he had no objections.
Chairwoman Naumiak asked how many units would be built.
The petitioner said that 245 units ranging from studios to 3 bedrooms would be built.
Chairwoman Naumaik asked if the building had a basement.
The petitioners replied, no.
Commissioner Shah asked if the parking would be connected to the residences.
The petitioners said that a bridge connection would connect towers to parking.
Commissioner Klein stated that the listing of the landscape plan was huge.
Commissioner Shah asked if the facade would stay the same.
The petitioners responded that the facade would be altered to allow for recesses for the
balconies as well as inserting windows in areas to comply with ventilation codes.
The petitioner added that an adaptive reuse can be done faster and with less impact on
the community than replacing a building.

A quorum being present, Vice Chair DaMario called the meeting to order.
(II) APPROVAL OF MINUTES
A motion to approve the minutes of the October 25, 2023 meeting was made by
Commissioner Naumiak and seconded by Commissioner Maschek.

Staff stated that the rear addition is not visible from the street.
Vice Chair DaMario said that materials appear to be hardy panel.
Commissioner Maschek said a 3 or 4 season room is being created using the existing
porch. He added, that the colors should not be much of a concern from the alley.

Presented with the condition that the color of the hardy plank be complimentary to

The architect presented the case and stated that the existing red brick would be
continued with stone being added. There is hardy board in the gable area.
Vice Chair DaMario asked if the hardy board would be vertically oriented. The
architect responded, yes. He then asked if the columns were also of hardie board.
The architect responded that the columns would also be of hardie board.
Commissioner Maschek asked why the brick path goes under the window instead of
stopping at the door.
The architect said that flower pots and a park bench would be added to this area.
RECOMMENDATION AND VOTING
A motion was made to grant a Certificate of Appropriateness with the condition that
the extension of the front porch will be permissible pending approval from the
Zoning Board of Appeals. The vote was unanimous.

The homeowner came up to the podium to ask if the front entrance could be
extended forward towards the street.
Staff added that the case would have to go to the Zoning Board of Appeals.
The homeowner added that the area is very small and would like to extend it by 2’.
Vice Chair DaMario stated that the idea can be conditionally approved but must go to
the Zoning Board of Appeals.
CASE DESCRIPTION
Case 2023-040A – 4999 Old Orchard Center E45
Applicant: Ken Swoyer

Commissioner Naumiak read Staff comments into the record.
The applicant said that there are two signs proposed on the north for visibility
purposes as well as a sign at a lower level.
The main façade material is a sustainable poly ash material painted white with
transparent glass. The base of the building is stone with a metal canopy and wood
trellises.
Vice Chair DaMario asked if the siding is throughout and if it was oriented
horizontally. The petitioner responded, yes.
Commissioner Mascheck asked the petitioner what the favorite signage was.
The petitioner said she would have to ask the tenant.
Staff added that there is an option to have a sign in the glass.
Commissioner Maschek said that the concern is having other big box stores with
multiple signs and appearing busy.
RECOMMENDATION AND VOTING
A motion was made to grant a Certificate of Appropriateness with the condition that
the third sign below the Puttshack sign on the north façade be resolved with Staff.
The vote was unanimous.

Staff offers the following comments on the cases scheduled for the November 8, 2023, Appearance
Commission meeting:
NEW BUSINESS:
RESIDENTIAL REQUESTS
2023-044A 9332 Lawndale Ave – Staff has no objections to proposed elevations. The color of
siding should compliment the existing building colors.
2023-045A 7924 Lowell Ave –Staff has no objections to the proposed elevations and new
canopy. The canopy fits in with the front elevation and the read addition ties in
nicely with the rest of the house. The new siding color should compliment the
existing building materials and colors.
2023-046A 9052 Kedvale Ave – Staff has no objections to the proposed elevations. The wall and
shingle colors of the proposed addition will match the existing building colors.
2023-047A 8610 Keeler Ave – Staff has no objections to the proposed elevations. The rear
addition will replace an existing screen porch and elevator shaft. The proposed
addition will match the style and colors of the existing home.
NON-RESIDENTIAL REQUESTS
2023-048A 3956 Dempster St – Overall staff has no objections to the proposed elevations. The
exterior materials appear to match the existing. Staff would recommend against a
white overhead garage door due it’s prominent location.
2023-049A 4012-24 Main St – Overall staff has no objections to the proposed façade changes.
The enhancements will help revitalize a building that has needed some attention.

The proposed planter cannot be located inside a 15-foot sight distance triangle and
may have to be moved.
2023-050A 5202-50 Old Orchard Rd – Staff has no objections to the proposed façade changes.
The enhancements being made will make the buildings look more residential and less
office like.
The proposed landscape changes are minimal. The site will still provide a generous
amount trees and greenspace. The proposed rooftop garden area on the parking
garage will be a nice addition to the site.

Appearance Commission Application: Materials and Specifications for Exterior
Improvements for 4012 – 4024 Main Street
Façade Materials:
- Existing red brick masonry; brick will be cleaned and re-tuckpointed as needed.
Brick appears to be in good condition. Any individual masonry bricks that need to
be replaced as part of maintenance tuckpointing shall be color matched to the
existing masonry.
- New porcelain Tile Cladding: locations: as noted on the elevations; front knee-
wall/window ledge of Unit #2, and the two existing concrete columns.

Project Summary
This project development at the corner of Old Orchard Road and the Edens Expressway
consists of a 7.8 acre site with 2 existing of ce towers, atrium building and garage. A 2.5 acre
parcel of land just west of Lockwood Avenue will be part of a future phase of this development.
Both of ce buildings are 7 stories and will be converted to apartments with some existing
commercial spaces remaining on the ground oor along with new residential amenity spaces.
Operable windows, balconies and metal horizontal ns will be added to the towers to create
visual interest and make it appear more “residential”. The result is 245 new apartments, 125 in
the north tower and 120 in the south tower. The atrium building that connects the 2 towers will
retain an existing commercial tenant while the top oor of the garage will be converted to an
outdoor amenity deck with a pool for the residents of the towers. A green screen system will be
installed to the outside of the garage to soften its appearance with the growth of plants and
vines.
