Meeting Minutes for Appearance Commission September 11, 2024 | 7:30 PM Skokie Village Hall | 5127 Oakton Street, Skokie IL 60077 | Council Chambers Members Present: Michael Lynk, Chair Thomas DaMario, Vice Chair Joe Maschek Julie Naumiak Jay Pathak Archana Shah Members Absent: Maryjane Klein Presiding Officer: Staff Present: Brian Augustine, Zoning Administrator Jose Acosta, Planning Coordinator Others Present: 1) Time Meeting was Called to Order/Declaration of Quorum A quorum being present, Chairman Lynk called the meeting to order at 7:30 PM. 2) Approval of Meeting Minutes A motion was made by Commissioner Naumiak to approve the minutes of the August 28, 2024 Appearance Commission meeting. The motion was seconded by Commissioner Pathak. All members voted aye. 3) Old Business 4) New Business 2024-040A – 4918 Coyle Avenue Applicant & Owner: Joseph & Kathryn Dudzik Request: 2nd Floor Addition Discussion & Interested Parties Staff comments were read into the record. Commissioner Maschek inquired if the siding will be replaced to match the first floor, and asks what material will be used. The petitioner confirmed that all siding will be replaced and that they will be using Hardie board siding. 621841 Commissioner DaMario asked the petitioner if they are aware if they meet the 51% masonry requirement. The petitioner asked for clarification on how the percentage of masonry on the façade is calculated, he stated they are willing to comply and change proposed plans with their architect if needed. Brian Augustine, Zoning Administrator, clarifies that windows within the front façade are included in the calculation. The commissioners discussed the materials being used and masonry requirement, and they overall agreed that they liked the appearance of the proposed elevations and have no issues with the proposal. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented. The vote was unanimous with one absence. Chairman Lynk clarified to the petitioner that all the potential relief required does not fall under the purview of the Appearance Commission and that they will need to get a variance through a different board/commission if it is required. The commissioners warned that if they are adding a bedroom, their parking requirements will increase. Commissioner DaMario inquired about the type of siding being used. The petitioner showed the Commissioners a sample of hard siding that will be used. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented. The vote was unanimous with one absence. Chairman Lynk asked if the petitioners will be matching the existing siding and brick on the addition. The petitioner stated that they will be match the existing Chicago brick and replacing all of the existing siding with Hardie Board siding to have a more uniform look. Commissioner Maschek asked the petitioner if he will be replacing the existing brick in the front façade of the house. The petitioner mentioned that they will match the existing brick, they will reuse existing brick and find matching brick for the addition along with the band of stone at the bottom. Commissioner Maschek asked about the potential for the required zoning variance for the setback of the porch and the width of the garage. Brian Augustine, Zoning Administrator, confirmed that all of that will be reviewed once plans are submitted for permits. Commissioner Maschek explained that the reason he inquired about the zoning variance is because the dimensions of the porch are not what is typically seen and if the petitioner wishes to increase the dimensions of the porch, it is possible with a variance. Mr. Maschek mentioned a deeper porch would potentially look better. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented, provided compliance with the front canopy and garage width is maintained. The vote was unanimous with one absence. 621841 Motion: Thomas DaMario Second: Julie Naumiak Ayes: 6 Nays: 0 2024-044A – 8734 Kimball Avenue Applicant: Jeffrey Hadary Owner: 8734 Kimball LLC. Request: New 2-unit multifamily residence Discussion & Interested Parties Staff comments were read into the record. The petitioner clarified that they updated the renderings of the elevations and it will all be composed of brick. Commissioner Naumiak asked if there are any other entryways or vestibules other than the front doors. The petitioner clarified that there will be no vestibule and only entrances into each unit with some entrances on the side elevations. Chairman Lynk noted some differences in the plans and the updated renderings, specifically with the stone shown on the elevations. The Petitioner clarified that they will be using red brick for the entire façade. Commissioner Maschek commented on the details of the façade and mentioned that he enjoys some of the elements and materials on the façade, but acknowledged that every house in the neighborhood is comprised of brick as well. The petitioner noted that two windows on the front façade will be removed because they lead into a closet on the second floor. The Commissioners didn’t agree with removing the windows and said that they add some character and let in much needed light. The petitioner mentioned that he will leave the windows in. Chairman Lynk asked the petitioner if the orientation of the windows will match what is shown on the elevations. They offer a more modern look to the front façade. The petitioner showed the Commissioners the North elevation renderings and mentioned that the rear window on the second floor will be removed to create more space in the second-floor bedroom for a bed and allow more options for various room layouts. Commissioner Naumiak asked if there were service doors and access to the basement on the south elevation. The petitioner confirmed that this is correct. Recommendation & Voting 621841 A motion was made to grant a Certificate of Appropriateness as presented with the windows on the front elevation to be as shown and to remove two windows in the north elevation of the master bedroom on the second floor. All members voted aye. 3) Old Business 4) New Business 2024-039A –4999 Old Orchard Center Applicant & Owner: Westfield Corporation Request: Mixed-Use additions to Westfield Mall Discussion & Interested Parties Staff comments were read into the record. Chairman Lynk acknowledged that this case was previously approved by the Plan Commission and clarified that their only concern is to review and discuss the aesthetics and appearance of the project. 621670 DRAFT NOT APPROVED Chairman Lynk commented that he would like to see renderings of Phase I without the inclusion of Phase II elevations. Chairman Lynk shared concerns about the completion of the project and wanted to see what the development would look like if only Phase I of the project were to be completed. Donna Pugh, from Westfield’s development team introduced her colleagues Stephen Fluhr, Tim Anderson, Vic Howell, Matt Renauld and Jonathan Fisher. Stephen Fluhr, Senior Vice President of Westfield, addressed Chairman Lynks concerns about the completion of Phase II and stated the reason why the development is split into two phases has little to do with financial constraints, and more to do with the construction process and the ability of new businesses to be absorbed into the marketplace with the increase in density being added to the site. Tim Anderson, CEO and Founder of Focus, spoke about the materials and design of the mixed-use use buildings and provided additional details about the internal roadways and open space included in the mall serving the residents and mall shoppers. Chairman Lynk noted that the design of the building provides some transition between Phase I and Phase II with some of the materials being used on the finishes. Chairman Lynk inquired about the Orange Garage and asked Westfield’s development team if anything will be done to the exterior of the parking garage to improve the aesthetics. Chairman Lynk suggested painting the garage. Stephen Fluhr clarified that there are improvements planned for the Orange Garage as part of this development. Matt Renauld, the landscape architect for the project, spoke on the proposed landscaping for both phases. Mr. Renauld mentioned that the goal is to tie in residential, commercial, and open spaces with the landscaping to create seasonal colors and textures using native plantings. The landscaping is intended to be the guiding element that links the new buildings with the existing buildings. Commissioner Naumiak asked if the internal drive accessible from Old Orchard Road gives access through the Phase I and II additions or if there is a turn around. Mr. Fluhr clarified that there is access that runs through the phases and there is a keyhole design that allows the road to run under the building in Phase I. Commissioner Naumiak also asked about the materials being used for the railings on residential balconies. Mr. Fluhr confirmed that they will be made of metal. Commissioner Klein asked if there will be native plants as part of the landscaping. Mr. Renauld clarified that native plantings would be the basis of their landscaping palette. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness to approve as presented. Stephen Fluhr clarified that the Barnes and Noble, Zara and adjacent tenant spaces are being removed for the construction of Phases I and II. Staff has no objections to the overall look of the addition. The applicant will need to show the percentage of brick versus siding, as it appears there is more siding on the home than brick. Staff does not recommend relief from Section 22-63 (53) of the Skokie Village Code, which requires a building to have at least 51% of the exterior walls be masonry. 2024-041A 60 Williamsburg Rd – The applicant is proposing to construct a one-story rear bedroom addition. If the number of bedrooms on site is increasing, the applicant will require a variation for not providing two legal off-street parking spaces on site. Staff has no objections to the look of the addition. The addition will consist of siding that appears to match the existing siding on the home. This addition is similar to other additions in the area. 2024-042A 7 Salem Circle – The applicant is proposing to construct a two-story rear addition that will include a new kitchen and primary bedroom suite. If the number of bedrooms on site increases, a variation will be required for not providing two legal parking spaces. Staff has no objections to the proposed elevations. The design of the addition compliments the existing building. The proposed siding and brick on the addition will match the existing building. Doc 621697 – September 11, 2024 Appearance Staff Report 1 2024-043A 4842 Jerome St – The applicant is proposing to construct a one-story addition consisting of an attached garage, a bedroom, walk in closet and a master bath. The proposed addition may require a variation for the front canopy and garage width. Staff has no objections to overall look of the proposed addition. The front façade consists of brick and stone and the side and rear elevations will include brick and cementitious siding. 2024-044A 8734 Kimball Ave – The applicant is proposing to construct a new two-unit multi- family residence on a lot that has been vacant for approximately twelve years. The site will have four off-street parking spaces with access from the alley. Staff has some concerns and questions about the proposed elevations of the building. The elevations in the plans show siding on the sides and back, the rendering shows brick in these locations. Stone is also shown on the front elevation in the plans and not on the rendering. The applicant will need to clarify these discrepancies. Staff is in favor of stone on the front elevation and masonry on the side elevations. Staff is not in favor of granting relief on the 51% minimum masonry requirement. Staff would also like to see one door on the front elevation rather than the proposed two. [Min. 200 mm (8 inch) clearance must be maintained between cladding and finish ground when installing cladding in Canada in accordance with NBC, Section 9.27.2.4.(1) or local building code requirements.] 1 APPLICATION INSTRUCTIONS GENERAL INFORMATION (CONT'D.) • Siding applied adjacent to surfaces such as porches, patios, balconies, or walking surfaces (including porch columns) must have a clearance of at least 1 inch (25 mm) above horizontal surface. - Clearance may be reduced to 3/8 inch (10 mm) for: ○ Porches, patios, balconies, or walking surfaces that slope away from the structure or the surface provides gaps that allow water to flow through so that it cannot accumulate, and is covered by a roof, not an eave or overhang; or ○ Porch columns with walking surfaces that slope away from the structure or the surface provides gaps that allow water to flow through so that it cannot accumulate. • All wood substrate directly exposed to the weather must be sealed to prevent moisture intrusion and water build up. - Seal ALL exposed cuts of siding and trim. Field spray applied coatings on cuts are not recommended. - Sealing can be accomplished by applying a paint or sealant according to the manufacturer’s requirements. • See Alternate Fastening Options starting on page 7 for attaching lap to SIP or wood structural panel sheathing, steel studs, or ICF. Lap siding installed vertically can be found on pages 7, 8 and 9. TRIM • Use a min. 540 Series trim so the lap siding does not extend beyond the face of the trim. - If trim is installed over lap, a thinner 440 or 190 Series trim may be used. • Lap siding is not designed to be used as trim. - Exception: lap siding may be used as fascia. • See page 9 for PREFERRED and ALTERNATE details for Outside and Inside Corner Trim. (Figure 9b, 9c, 9d, 9e) FLASHING • All openings must be properly sealed or flashed in a manner that prevents moisture intrusion or buildup. • Flashing shall be metal or another durable material that will last for not less than 50 years. • Install step flashing at roof-to-wall intersections with a min. 4 inch (102 mm) upper leg. (Figure 2a) • All other flashing must have a min. 4 inch (102 mm) upper leg. - Add 4 inch (102 mm) wide adhesive flashing when upper leg is less than 4 inches (102 mm). • Properly integrate flashing with WRB. Use WRB or flashing tape to maintain counterflashing principle. ROOF TO WALL INTERSECTION • Maintain 1 inch (25 mm) clearance between siding and roofing, or trim and roofing. Figure 2c 2 APPLICATION INSTRUCTIONS MOISTURE • Moisture and vapor control are critical elements of proper housing design. - Check your local building code for requirements for handling moisture and water vapor in your area. - Do not apply engineered wood siding to a structure having excessive moisture conditions such as drying concrete, plaster or wet blown cellulose insulation. ○ If such conditions exist, building should be well ventilated to allow to dry prior to siding application. - When using wet blown cellulose insulation it must not be in direct contact with the siding, and it must be allowed to dry a min. of 24 hours or longer if specified by the insulation manufacturer. • Siding must not be installed on green or crooked studs. • Do not apply siding over rain-soaked or buckled sheathing. WATER-RESISTIVE BARRIER (WRB) • A properly installed WRB is required behind siding, unless exempt by building code. - Although building codes generally exempt concrete masonry units (CMU) or poured concrete from WRB requirements, LP still requires a non-compressible drainable housewrap behind siding (See TB #031). • LP assumes no liability for water penetration or any other issues associated with the WRB. FASTENING INSTRUCTIONS STUD SPACING OPTIONS • 38 Series lap siding may be attached direct to studs spaced max. 16 inches (406 mm) o.c. • 76 Series lap siding may be attached direct to studs spaced max. 24 inches (610 mm) o.c. • Both 38 and 76 Series lap siding may be attached directly to a min. 7/16 Category wood structural panel sheathing with studs spaced a max. 24 inches (610 mm) o.c. INSTALLATION • Begin by nailing a starter strip 3/8 inch (10 mm) thick x 1-1/2 inches (38 mm) wide, flush with bottom edge of sill plate. - Starter strip serves two purposes ○ Provides separation of lap siding from CMU or poured concrete. ○ Provides proper angle to first course of lap siding. - Exception: starter strip may be omitted if separation from concrete is maintained. (Figure 6e, 6f or 6g) • Install siding blind-nailed, place nail 3/8 inch (10 mm) from either end, and a min. of 3/4 inch (19 mm) from the top edge. - Overlap successive courses of lap a min. 1 inch (25 mm). - Shim siding at studs as needed to avoid drawing siding against uneven walls. - Nails will be exposed on siding located immediately below window sills, fascia boards, or horizontal trim and shall be spaced a max. 8 inch (203 mm) o.c. (Figure 9a) • Use a min. 0.092 inch shank diameter, hot-dip galvanized nail (ASTM A153) or equivalent; capable of preventing rust, stain and deterioration under normal outdoor environmental conditions for a period of no less than 50 years. Penetrate studs or combination of WSP sheathing and studs a min. of 1-1/2 inches (38 mm). - A larger 0.113 inch shank diameter nail may be required depending on the wind pressure, wind speed and wind exposure category limitations in PR-N124 or ESR-1301. Penetrate studs or combination of WSP sheathing and studs a min. of 2 inches (51 mm). FACE NAILED • Nail from the center of the siding toward the ends, or from one CONDITION CORRECTION end to the other end. NEVER nail from the ends of the siding toward the middle. Snug OK • Butt joints should be staggered over successive courses. Flush Paint • Do not overdrive nails. - Nail head should seat snug to face of siding, but not flush to distort the siding surface. Visible fiber Paint - Face nails: corrections are detailed in Figure 3a. Countersunk - Blind nails: only correction required would be 1/16" - 1/8" Apply caulk re-nailing when countersunk more than 1/8 inch. (0.063 mm) - (0.125 mm) • Painting all exposed nail heads is recommended. EXISTING WOOD SIDING OR WOOD COMPOSITE SIDING • Siding may be installed over existing wood or wood composite siding, if the existing siding does not affect the ability to correctly install siding. - A properly installed WRB is required between the existing siding and the new siding. - A uniform surface behind siding is required to avoid contouring of siding. ○ Do not install over existing siding that is not flat or uniform. - Min. nail penetration and max. stud spacing must not be compromised. - Ensure wall assembly meets structural requirements specified in building code and by local code authority. - Repair any areas of the existing siding that are not structurally sound, not installed correctly, or exhibit signs of decay. 4 APPLICATION INSTRUCTIONS ADDITIONAL FASTENING OPTIONS (CONT'D.) CONCRETE MASONRY UNIT (CMU) OR POURED CONCRETE • Non-Compressible Drainable Housewrap (NCDH) is required behind siding installed over CMU or poured concrete walls. - Refer to Technical Bulletin #031 for definition of NCDH. - Attach NCDH to wall per manufacturer’s instructions or use a min. 3/8 inch (10 mm) stub nail. - Properly tape and/or seal wall penetrations in accordance with the NCDH manufacturer’s instructions. • Siding attachment: Use fasteners suitable for CMU or poured Face nail 10" concrete walls as specified by the fastener manufacturer.
