Meeting Minutes for Appearance Commission November 13, 2024 | 7:30 PM Skokie Village Hall | 5127 Oakton Street, Skokie IL 60077 | Council Chambers Members Present: Michael Lynk, Chair Thomas DaMario, Vice Chair Joe Maschek Julie Naumiak Jay Pathak Archana Shah Maryjane Klein Members Absent: Presiding Officer: Brian Augustine, Zoning Administrator Staff Present: Jose Acosta, Planning Coordinator Others Present: 1) Time Meeting was Called to Order/Declaration of Quorum A quorum being present, Chairman Lynk called the meeting to order at 7:30 PM. 2) Approval of Meeting Minutes A motion was made by Commissioner Naumiak to approve the minutes of the October 9, 2024 Appearance Commission meeting. The motion was seconded by Commissioner Pathak. All members voted aye. 3) Old Business 2024-031A – 4409 Golf Road Applicant & Owner: Adem Zukanovic Request: 1st floor addition Discussion & Interested Parties Staff comments were read into the record. Brian Augustine, the presiding officer, stated that this was a case previously reviewed by the Appearance Commission. Chairman Lynk asked for clarification on what he mentioned looks like a car port. 623465 Commissioner DaMario followed up and asked if there will be four walls enclosing this space. Commissioner Maschek explained that it is essentially a screened porch with a wall facing Golf Road. Commissioner Maschek asked the petitioner if the porch will include any additional screening or doors. The petitioner clarified that they will install sliding glass doors to enclose the porch addition. Commissioner Maschek asked about the strip of red brick on the façade and if it will remain. The petitioner clarified that the red strip will be removed and will have matching brick throughout the house. Commissioner Maschek inquired about the window on the addition and if it will match the existing window, he mentioned that it is an odd place to add a window. The petitioner answered that the new windows will match the existing window on the same façade. Commissioner Klein asked if the petitioner intends to add landscaping, the petitioner confirmed that they will. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented. The vote was unanimous. Motion: Joe Maschek Second: Jay Pathak Ayes: 7 Nays: 0 4) New Business 2024-048A –9357 Springfield Avenue Applicant: Cristian Gansari Owner: Mitchell & Abigail Cooper Request: New construction Commissioner Maschek asked for clarification on the material around the bay windows in the front elevation. The architect representing the homeowners explained that the trim will be a trim on the Hardie Board section and on the masonry section it will be a limestone material. Commissioner Maschek identified a member of the public that wanted to speak about the subject case. The neighbors adjacent to 9357 Springfield avenue with the shared driveway shared their concerns with new construction affecting s pine tree on their property. The Architect clarified all construction will be at least 30 feet from their property line and the tree will not be affected. Commissioner Klein suggested to the neighbor to contact an Arborist so that additional measures be taken to protect the pine tree on their property. 623465 Discussion & Interested Parties Staff comments were read into the record. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented with the understanding that staff will need to approve any final floor plans. The vote was unanimous. Motion: Thomas DaMario Second: Julie Numiak Ayes:7 Nays:0 2024-050A – 3801 Kirk Street Applicant: Nathan Kriska Owner: Eshal Management Request: 2nd floor addition Discussion & Interested Parties Staff comments were read into the record. The applicant shared that after reviewing staff comments prior to the meeting, he contacted the owners and confirmed that they will address comments by adding windows on the east elevation of the addition and changing material from vinyl to Hardie board siding. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness with the conditions for the petitioner to add windows on the east elevation and the conversion of vinyl siding to cementitious siding or similar material. The vote was unanimous. Motion: Thomas DaMario Second: Jay Pathak Ayes: 7 Nays: 0 2024-051A – 9900 Gross Point Road Applicant: Charlie Springstead Owner: SCI Funereal Services, LLC Request: New construction Discussion & Interested Parties Staff comments were read into the record. 623465 Commissioner DaMario asked what materials will be used. The applicant mentioned that he is not sure what material will be used but assumes some sort of masonry material. Chairman Lynk asked if there was another Mausoleum along Skokie Boulevard. The applicant confirmed there are more mausoleums further south and explained that the new proposed mausoleum will be adjacent to the entrance on Skokie Boulevard. Commissioner Maschek commented that there is a row of landscaping along the new proposed mausoleum which provides screening to Skokie Boulevard that he would like to see stay in place. The applicant explained that they do not have a landscape plan as they are awaiting approval, but that they do plan add additional landscape where possible. The applicant explained that there are limitations for landscaping are within the property itself due to the use of the land, but there is the opportunity for additional landscaping on the border of the property to provide screening to the mausoleum. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented. The vote was unanimous.
