The motion was seconded by Commissioner Pathak. All members voted aye with one member absent. 3) New Business 2025-005A – 5232 Greenwood Street (Residential) Applicant: Nathan Kriska Owner: PVP and Sons Properties LLC Request: 2nd floor addition Discussion & Interested Parties Staff comments were read into the record. The project architect, Nathan Kriska, corrected the staff comments and noted that the proposal only includes the addition of one bedroom and one bathroom, two of the three bedrooms mentioned in the staff comments are already existing. 625733 Interim Chairman DaMario asked if the cementitious siding shown on the drawings is going to be used. Nathan Kriska responded that the addition will match the existing materials and will use vinyl siding. Commissioner Maschek asked if the petitioner intends to remove the driveway on the street frontage. Nathan Kriska clarified that they will be removing the driveway and building a new garage in the rear. He explained that they will be removing the garage door in the front of the residence and replacing it with a window. Commissioner Maschek commented that he approves of the driveway being removed and the potential to add additional landscaping in the front of the residence. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented. The vote was unanimous with one absence. Interim Chairman DaMario asked if the petitioners were present at the meeting, they were not, the case is continued. The case will be heard at the April 9th, 2025 Appearance Commission meeting. 2025-007A – 5701 Oakton Street (Non-Residential) Applicant & Owner: Niles Township High School District 219 Request: New building and addition Discussion & Interested Parties Staff comments were read into the record. The petitioner described the proposal to the Commission. She described the location of the three-story addition and the new two-story building. 625733 Interim Chair DaMario asked the petitioner if anything will be done to the existing elevations of the Niles West High School building. The petitioner confirmed that nothing will be done to the existing elevation, other than the single-story portion that will be removed and replaced by the three-story addition. Interim Chair DaMario asked the petitioner to briefly talk about the materials being shown as part of the proposal. The petitioner explained that the red banding along the top of the three-story addition is a modular brick material, or glazed brick, and the beige colors will also be modular brick that will match the existing Niles West High School building. The petitioner also explained that additional details like the windows being used and the columns on the proposal will use materials that are intended to closely match the existing building. Commissioner Maschek mentioned that he is interested in viewing a landscape plan. He mentioned that the renderings do not show any landscaping in the space between the proposed addition and the existing Niles Central High School. The petitioner explains that a landscape plan was submitted to the Plan Commission and Village Board, and there is some proposed landscaping surrounding the proposed addition. The petitioner mentioned that parking lot landscaping will mostly remain the same with the effort of to maintain lines of sight for safety and security. The petitioner then proceeded to explain the proposal for the new Niles Central High School two-story building and all of its amenities. The petitioner also explained that the materials used on the Niles Central High School building have more of a purple tone to reflect the school’s logo and branding. Interim Chairman DaMario asked the petitioner to describe the Niles Central High School program and how it differs from the Niles West High School programing. The petitioner explained that Niles Central is a program that District 219 runs for all students in the district to provide specialized therapeutic services for students. The Niles Central High School building will also offer various career and vocational learning labs that will be open to other students in the district as well. Commissioner Maschek asked about the mosaic present on the Niles Central building elevations and if it has already been approved. The petitioner clarified that it has not been approved by the district yet, but the intent of the mosaic was to create an opportunity for students of Niles Central to create artwork that would add to the character of the building. The petitioner continued to show the proposed illuminated signage for the proposed additions and the directional way-finding signage as part of the request, the commission had no comments. 625733 Commissioner Maschek commented that the proposal looks great, but reminded the Commission that they also review landscaping and mentioned that there isn’t a solid landscape plan that is shown. He mentioned he would like to see more trees near the Niles West addition, specifically between the addition and the existing building to enliven the space. The Commissioners were all in agreement that the proposal looks great. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented with the condition to provide additional landscaping in the courtyard between the original Niles West High School building and the proposed addition. The vote was unanimous with one absence. Motion: Joe Maschek Second: Jay Pathak Ayes: 6 Nays: 0 Absent: 1 4) Old Business 2025-004A – 9648 Kedvale Avenue (Residential) Applicant & Owner: Mohammed Adil Request: Convert carport to attached garage Discussion & Interested Parties Staff comments were read into the record. Interim Chairman DaMario commented that the proposal looks a lot better, and asked if the “header” and the posts were existing from the previous carport, or if the petitioner intends to wrap with bent metal. The petitioner mentioned that it is the existing condition from original carport, which is white, but intends to wrap with a brown color. Commissioner Naumiak asked if the petitioner will be replacing the driveway. The petitioner confirms that they will be repaving. Commissioner Maschek commented that this proposal looks significantly improved from the previous submittal and the brown vertical siding is more effective than finding a brick that would match the materials used on the home. Interim Chairman DaMario asked if the foundation posts outlined in the attached garage floor plans are existing. Presiding officer Brian Augustine explained that the posts 625733 Chairman DaMario is referencing are the existing posts from the previous carport. Mr. Augustine also clarified that this proposal will be reviewed during permitting process. Commissioner Maschek commented that he is pleased with the proposal and really appreciates the wooden garbage corral the petitioner installed. Recommendation & Voting A motion was made to grant a Certificate of Appropriateness as presented subject to zoning review. The vote was unanimous with one absence. Motion: Julie Naumiak Second: Jay Pathak Ayes:6 Nays:0 Absent: 1 5) Communication from Staff Presiding Officer, Brian Augustine, explained that the next meeting will be in two weeks to follow the regular cycle of the second Wednesday of the month. 6) Public Comment Amy Rubenstein, a neighbor of the 5232 Greenwood Street property, asked the commissioners why she was not notified about the hearing. Interim Chairman Thomas DaMario explained that only the two abutting properties are notified about the public hearing, since Ms. Rubenstein’s residence is not directly abutting the 5232 Greenwood residence, she was not notified. Ms. Rubenstein had no additional comments regarding the 5232 Greenwood Street proposal. Commissioner Maschek commented that it is a nice front elevation and mentioned that he is glad to see masonry added on the front elevation rather than vinyl siding. Chairman Lynk asked the petitioners if they are aware of the required variations as part of this project, the petitioners confirmed that they understand. Commissioner Maschek commented that he understands staff comments regarding the symmetry of the windows, but outlines that the existing windows don’t line up anyway. Commissioner Maschek mentioned that he likes the way the petitioner approached the design of the exterior elevations by adding vertical siding and the change in color. Commissioner DaMario asked staff to clarify the location of the vertical siding, which was noted to be placed at the corners of the front façade, directly adjacent to the windows. Chairman Lynk asked the petitioners what the purpose of adding vertical siding was, they explained to add contrast to the front façade and add additional architectural features. Commissioner Maschek commented that the vertical elements in the front façade tie together well. The petitioner explained that he and a friend converted an existing carport into an attached garage by adding plywood and vinyl siding. He mentioned that he did not realize he was required to attain a building permit for this project. Chairman Lynk explained to the petitioner that the Commission cannot design the attached garage for them, but what the petitioner presented to the Commission is not representative of what would be allowed by the Village Standards and by the Appearance Commission. Mr. Lynk mentioned that there needs to be a better design that either matches existing brick or creates an aesthetically pleasing contrast of materials, but that current conditions as the petitioner built, is not acceptable to the Commission. Commissioner Maschek explained that they cannot design the proposal for the petitioner but he suggested using the existing vertical siding on the front façade and try to incorporate that into the design of the proposed attached garage. Presiding officer, Brian Augustine, explained that there is enough masonry on the existing elevations for the petitioner to meet the required 51% masonry requirement if they were to leave the attached garage as is or if they were to use any other material other than masonry. Commissioner Maschek suggested that the petitioner mimic the trim around the windows of the house on the garage. Chairman Lynk summarized that the Commission would like to see vertical brown siding that matches existing materials on the house within the front and rear elevations of the attached garage where garage doors are present. Recommendation & Voting No vote – case was continued to March 26, 2025 625048 DRAFT – NOT APPROVED 5) Communication from Staff Presiding Officer, Brian Augustine, explained that the next meeting will be on February 28, 2025. It is a special meeting for a rehearing of a previously reviewed case that is changing. Mr. Augustine shared that an agenda has not been made for this meeting and that if the petitioner cannot make the meeting, the meeting will be cancelled. Commissioner Maschek shared with the Appearance Commission that he serves on the Housing Sub-Committee and they are currently reviewing the Appearance Commission process, as to how the Commission manages new and review cases. He may have updates on that at the next meeting. 6) Public Comment There were no members of the public present to provide public comment. 7) Adjournment Meeting adjourned at 7:54 PM Respectfully Submitted Jose Acosta, Planning Coordinator 625048 MEMORANDUM Community Development Department To: Michael Lynk, Appearance Commission Chair Appearance Commission Members From: Brian J Augustine, Zoning Administrator/Permit Supervisor Jose Acosta, Planning Coordinator Date: March 26, 2025 SUBJECT: APPEARANCE COMMISSION STAFF REPORT Staff offers the following comments on the cases scheduled for the March 26, 2025, Appearance Commission meeting: NEW BUSINESS: RESIDENTIAL REQUESTS 2025-005A 5232 Greenwood St – The applicant is proposing a second-floor addition that includes three bedrooms and two bathrooms, along with the construction of a new 400 square foot garage in the rear yard. Staff has no objections to the proposed elevations and notes that the addition will not be visible from Greenwood Street. The applicant intends to use vinyl siding for the addition to match the existing materials on the home. NON-RESIDENTIAL REQUESTS 2025-006A 9323 Skokie Blvd – The applicant is proposing to install window signage that will require a sign variation. The Zoning Ordinance requires any signage that requires a variation to first receive a certificate of appropriateness from the Appearance Commission. The proposed signage exceeds the 25% maximum coverage allowed for an individual window pane as outlined in Section 82-23 of the Skokie Village Code. The proposal includes 17 fully covered individual window panes out of 43 total (excluding the entrance doors), with 12 visible from Skokie Boulevard and 5 from the business frontage within the interior of the lot. Staff does not object to the white and red signage on the business frontage (the bottom five window panes), despite it exceeding the 25% window coverage limit. However, staff objects to the proposed signage on the entrance door, specifically regarding the 100% coverage. Staff would instead approve only the lettering on the door, as shown in the existing condition on the front elevation. Staff has concerns regarding the proposed signage visible from Skokie Boulevard and objects to it. Relief from signage requirements may be granted under Section 82-9 of Doc 625348 – March 26, 2025 Appearance Staff Report 1 the Skokie Village Code in cases of specific hardship; however, staff does not believe the applicant is facing such a hardship. Therefore, staff recommends that the 25% maximum window coverage requirement be enforced for the signage proposed visible on Skokie Boulevard. 2025-007A 5701 Oakton St – The applicant is proposing the construction of a new two-story building to serve as the future location of Niles Central High School, along with a three-story addition at Niles West High School. Niles Central High School is proposed to be a two-story structure located at the southeast corner of the lot, near Gross Point Road. The building will accommodate an alternative education use, with exterior elevations indicating a height of 32 feet. The Niles West High School addition is proposed for the northeast corner of the campus and will be a three-story expansion housing the school's administrative offices. The proposed height reaches 42 feet to the top of the parapet. This project received approval from the Plan Commission at its March 6, 2025, meeting and requires review by the Appearance Commission before proceeding to the Village Board. As part of the Plan Commission approval, the applicant was granted relief to install directional signs within a residential zoning district, as well as relief for directional signage exceeding 4 square feet and a maximum dimension greater than 38 inches in one direction. Additionally, relief was granted from interior parking lot landscaping requirements and continuous curbing along the street frontage on Gross Point Road to accommodate screening modifications. OLD BUSINESS: RESIDENTIAL REQUESTS 2025-004A 9648 Kedvale Ave – This case was previously reviewed by the Appearance Commission at the last meeting. The applicant began converting a carport into an attached garage without obtaining the necessary permit. As part of the permit application process, the applicant is required to seek approval from the Appearance Commission. The applicant has addressed the Commission’s previous comments by incorporating vertical brown siding on the front and rear elevations of the attached garage, aligning with the existing materials on the house where the garage doors are located. Staff supports the proposed revisions and finds that the updated design represents a significant improvement over the initial submittal. Staff would like to emphasize that any building code-related matters will be addressed during the permit review process.
