MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, April 22, 2013
Presentation of Colors by Skokie Fire and Police Departments Honor Guard.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Trustee Perille, Roberts, Sutker, Bromberg, Shah,
Gray-Keeler and Mayor Van Dusen.

for her many years of dedicated service that has helped to make Skokie a wonderful community in
which to live, work and raise a family and a community in which its residents take great pride.
Trustee Shah presented Marlene with her name plate.
Trustee Sutker presented Marlene with a framed newspaper article from the Skokie Review.
B. Presentation to Trustee Donald P. Perille
Trustee Gray-Keeler read a Proclamation expressing gratitude and appreciation to Donald Perille for
his countless contributions to the community and for his hand in making the Village of Skokie one
of the best communities in the United States of America.

the well being of our community; and
WHEREAS, every day Skokie volunteers connect with our most vulnerable
residents empowering and changing lives; and
WHEREAS, these volunteers contribute to the vitality of Skokie; and
WHEREAS, during this week all over the nation, volunteers are being
recognized for their commitment to service; and
WHEREAS, experience teaches us that government by itself cannot solve all
of our social problems; and
WHEREAS, Skokie’s volunteer force is a great treasure; and

WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of
Agriculture that a special day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with the
planting of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the
world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind
and water, cut heating and cooling costs, moderate the temperature, clean the air,
produce oxygen and provide habitat for wildlife; and
WHEREAS, trees are a renewable resource, giving us paper, wood for our
homes, fuel for our fires and countless other wood products; and
WHEREAS, trees in our Village increase property values, enhance the
economic vitality of business areas and beautify our community; and
WHEREAS, trees, wherever they are planted, are a source of joy and
spiritual renewal; and
WHEREAS, the Village of Skokie has been recognized as a Tree City USA
by the National Arbor Day Foundation and desires to continue its tree-planting
ways.
NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of
Skokie, do hereby proclaim April 26, 2013, as
"ARBOR DAY"
in the Village of Skokie, and I urge all citizens to support efforts to protect our
trees and woodlands and to support our Village's urban forestry program; and
FURTHER, I urge all citizens to plant trees to gladden the hearts and
promote the well-being of present and future generations.

WHEREAS, lung cancer is the leading cause of cancer death in both men and
women claiming approximately 160,000 lives each year, including 6,500 in Illinois; and
WHEREAS, lung cancer is a devastating disease that can afflict anyone, regardless
of smoking history, gender or ethnicity; and
WHEREAS, lung cancer has only a 16% five-year survival rate and funding for lung
cancer research lags far behind that of other less fatal diseases; and
WHEREAS, Breathe Deep North Shore is a 5K fun run, 1-mile walk and balloon
launch to unite the north shore community to raise awareness and crucial funds for lung
cancer research; and
WHEREAS, the LUNGevity Foundation, the nation’s largest lung cancer-focused
nonprofit organization, has a mission to have a meaningful impact on improving lung cancer
survival rates, ensure a higher quality of life for lung cancer patients, and provide a
community for those impacted by lung cancer, and
WHEREAS, Breathe Deep North Shore will honor the memories of LUNGevity
founders, Melissa Zagon and Gayle Levy, as well as Elyse Bernstein Keefe and others in the
community who lost their lives to lung cancer. This event will also pay tribute to Jill Feldman
and others who are courageously fighting lung cancer.
NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of
Skokie, do hereby proclaim April 28, 2013, as
“BREATHE DEEP NORTH SHORE DAY”
in the Village of Skokie, and do hereby urge our citizens to recognize and participate in the
Breathe Deep North Shore Day, by making lung cancer a public health priority, by supporting
advocacy work on behalf of lung cancer patients and all those at risk for the disease, and to
offer support for all those in our community devastated by lung cancer.

men and women in the Armed Forces, and;
WHEREAS, the Silver Star Families of America was formed to make sure we
remember the blood sacrifice of our wounded and ill, by designing and manufacturing
a Silver Star Banner and Flag, and;
WHEREAS, to date, The Silver Star Families of America has freely given
thousands of Silver Star Banners to the wounded and their families; and
WHEREAS, the members of The Silver Star Families of America have
worked tirelessly to provide the wounded of this Village and Country with Silver Star
Banners, Flags and care packages, and;
WHEREAS, The Silver Star Families of America’s sole mission is that every
time someone sees a Silver Star Banner in a window, or a Silver Star Flag flying, that
people remember the sacrifice for this Village, State and Nation; and
WHEREAS, the people and Mayor of the Village of Skokie, wish that the
sacrifice of so many in our Armed Forces never be forgotten.

WHEREAS, Osteoporosis is a debilitating bone-thinning disease in which the
skeleton becomes so fragile that the slightest movement can cause a bone fracture.
Osteoporosis affects 28 million Americans, 80 percent of whom are women. It takes a
terrible human toll of death, pain, impaired mobility, and disruption of daily activities and
costs our country nearly $14 billion every year. Its victims lose their independence, and
their families share in the heartache; and
WHEREAS, Osteoporosis stands as a foremost problem in women's health
issues. The disease is more prevalent among women, and has risk factors and
interventions which are different for women. Because of generally lower income and lack
of health care reimbursement for necessary testing, women encounter significant barriers
to early diagnosis. And because women have a longer life expectancy, the likelihood of
developing fractures associated with Osteoporosis is greatly increased; and
WHEREAS, one out of every two women and one out of every eight men over the
age of 50 will suffer an osteoporosis-related fracture; and
WHEREAS, building peak bone mass during childhood and young adulthood is
critical to reducing the chance of developing Osteoporosis later in life and a healthy
lifestyle, including a balanced diet rich in calcium and vitamin D, weight bearing exercises,
a healthy lifestyle with no smoking and limited alcohol intake, and medication when
appropriate can help prevent osteoporosis; and
WHEREAS, methods do exist to detect the disease before fractures occur and
people will take preventive action to reduce their risk of Osteoporosis if they are informed;
and
WHEREAS, the American public is called upon to observe National Osteoporosis
Prevention Month, May 2012, with appropriate programs and activities.
NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of
Skokie, do hereby proclaim the month of May 2013, as
"OSTEOPOROSIS MONTH"
and urge all civic, scientific, medical, educational, voluntary, governmental, and health care
organizations and professionals to recognize the importance of osteoporosis prevention
with education and information programs and activities for the citizens of the Village of
Skokie.

WHEREAS, Marlene Williams has been a resident of Skokie for more than 40 years;
WHEREAS, Marlene has dedicated her life to the betterment of the community in which she
has lived and raised her children; and
WHEREAS, Marlene was appointed to the Beautification Commission in 1969, and also
served on the Environmental Commission and Zoning Board of Appeals; and
WHEREAS, Marlene was elected Village Clerk in 1981; and
WHEREAS, Marlene received numerous honors, including Woman of the Year by Lerner
Newspapers in 1978, Clerk of the Year in 1996 by the Municipal Clerks of Illinois, and was recognized
by the Village of Skokie with a proclamation declaring November 5, 1996 as “MARLENE WILLIAMS
DAY” in the Village; and
WHEREAS, Marlene serves as the Municipal Clerks of Illinois Membership Chairman and,
by gubernatorial appointment, served as Chairman of the Municipal Clerks of Illinois Institute
Training Committee; and
WHEREAS, Marlene received the Quill Award from the International Institute of Municipal
Clerks in 1998, honoring her as member of the year; and
WHEREAS, Marlene is past President of the Municipal Clerks of North and Northwest Cook
County; and
WHEREAS, Marlene is a past PTA president in School District 73.5, past president and
current board member of the Skokie Valley Kiwanis Club, member of the North Shore University
HealthSystem Women’s Board, charter member of the Athenian Leadership Society and a ten-plus
gallon blood donor; and
WHEREAS, Marlene has worked tirelessly in her years as Skokie Village Clerk, to the
betterment of both the Village of Skokie and to the municipal clerk’s profession; and
WHEREAS, Marlene is retiring from her position as Village Clerk, and her presence at
Village Board meetings and at Village Hall will be missed; and
NOW, THEREFORE, I GEORGE VAN DUSEN, Mayor of the Village of Skokie,
proclaim that on behalf of the residents and businesses of the Village of Skokie, gratitude and
appreciation are expressed to MARLENE WILLIAMS for her many years of dedicated service that

WHEREAS, Donald Perille has been a resident of Skokie since 1959; and
WHEREAS, Don has dedicated his life to the betterment of the community in which he and
his late wife Toni lived and raised their six children; and
WHEREAS, Don earned a Bachelor of Science degree in Marketing at the University of
Illinois, Champaign, worked in private sector management for many years and before retirement, was
Director of Purchasing for the Circuit Court of Cook County; and
WHEREAS, Don was appointed to the Village’s Plan Commission in 1961, serving as the
Commission’s Chairman for 25 years, and he also served on the Village’s Human Relations
Commission, serving as Commission Chairman; and
WHEREAS, Don was elected to the Village Board in 1989, and served as the Village Board’s
liaison to the Fine Arts, Human Relations and Plan Commissions and also served on the Mayor’s Task
Force on Housing, the Central Business District Task Force and the Skokie Committee on Downtown
Development. Don also served on the Board, Executive Committee and several other standing
committees of the North Shore University HealthSystem; and
WHEREAS, Don is active in the Skokie Chamber of Commerce, and avidly supports arts in
the community by patronizing the North Shore Center for the Performing Arts in Skokie, Gorilla
Tango/Skokie Theatre and other community theatre performances; and
WHEREAS, Don belongs to St. Peter’s Catholic Church, serving on numerous committees,
including the Long Range Planning Committee, and on the St. Peter Elementary School Board for 14
years. He also coached boys little league for 12 years and girls softball for six years in the
community; and
WHEREAS, the residents and businesses of the Village of Skokie have benefited greatly from
the countless hours Don has given to the community through his numerous activities and
involvements; and
WHEREAS, Don is retiring from his position as Trustee, and his presence and insight will be
missed at Village Board meetings.
NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of Skokie,
proclaim that on behalf of the residents and businesses of the Village of Skokie, that our gratitude and
appreciation are expressed to Donald Perille for his countless contributions to the community and for

1 WHEREAS, there was held in the Village of Skokie, Cook County, Illinois, on the 9 th day of
2 April, 2013, a consolidated election for the purpose of electing: (i) a Village Mayor, Village Clerk and
3 six Village Trustees for the Village of Skokie, each for a term of four years; and (ii) two Skokie Public
4 Library Trustees, each for a term of six years;

6 WHEREAS, said election was held in accordance with the laws and statutes of the State of
7 Illinois and the rules of the Cook County Clerk, and the documentation of said election, including
8 certificates of results and computerized ballot tabulations, were returned to the Cook County Clerk in
9 the manner provided by law, and there being no challenge to the reported tabulation, and the Cook
10 County Clerk publishing the tabulations, and in anticipation of the certification of the results;
