MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, May 20, 2013
Pledge of Allegiance led by Village Clerk Pramod Shah.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg,
Klein, Gray-Keeler and Mayor Van Dusen.
Motion to approve the Consent Agenda with the exception of Item #C

Presentation of LibraryAware Community Award to the Skokie Public Library
Skokie Public Library (SPL) and its community are the second-place LibraryAware
Award winners and will receive $7,500. Director Carolyn Anthony thanked the Library
Journal and stated that it is an honor and privilege to represent the Community. The
Library Award was presented to the Village of Skokie and will be placed at the Village
Hall.

Director of Engineering, Fred Schattner and Community Development Director Peyer answered
questions from the Board.
Motion to concur with staff’s recommendation and request Board approval for a contract
addition with the projected consultant for additional design work for the Multi-Use Path Project
from Oakton Street to south Village limit. The modification to the original engineering
consultant contract is valued at $24,461.69, for a total revised contract in the amount of
$145,988.68.

Senior Civil Engineer Erik Cook and Director of Public Works Max Slankard answered
questions from the Board.
Katie Gudgel, 5155 Brown, Skokie inquired if residents have the opportunity to view the street
rating layer on the GIS Map Office.

Katie Gudgel, 5155 Brown spoke about snow plowing on the bicycle paths.
Habib Abbasi, 8139 Kilbourn commented on the Election, spoke about his recycling bin and
wast concerned about work being done on fire hydrants in his neighborhood.
Deputy Chief Michael Pechter gave an update on the shooting that occurred on Friday May 17th
on the 4800 block of Golf Rd

WHEREAS, owning your home is the American Dream. There is a special power in
a neighborhood where most families own their own homes; and
WHEREAS, a new homeowner receives a key that does more than unlock a door: it
represents a place where children can grow, learn, and feel safe. It is an opportunity to save
money and build equity for the future; and a sense of stability and belonging to the
community; and
WHEREAS, thanks to the prosperity this nation has enjoyed over the past decade,
more Americans are homeowners today than at any other time in our history. The Mayor of
the Village of Skokie and the Board of Trustees are committed to helping more citizens –
especially those who have been unable to afford a home, know the joy, the financial security,
and the sense of community that comes with owning their own homes; and
WHEREAS, The U.S. Department of Housing and Urban Development is providing
families with the tools and information they can use to overcome the barriers that deny
homeownership to far too many Americans. The department is working in partnership with
state and local governments, community groups, and the private sector, to make the most
effective use of federal funds. Through a combination of housing counseling, down payment
assistance and tax incentives, we have helped more Americans than ever to buy homes.
NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of
Skokie, do hereby proclaim the month of June 2013 as
“NATIONAL HOMEOWNERSHIP MONTH”
and that homeownership is good for the homebuyer, the Village of Skokie and our country. It
is the American Dream and we have rededicated ourselves to that dream and to every
American who seeks to achieve it.

WHEREAS, during these extraordinary times, America looks forward to
new challenges and opportunities with a reinvigorated sense of unity and
common purpose; and
WHEREAS, we are a diverse people because of our race, gender, religion,
culture, and family background; and
WHEREAS, our diversity creates an opportunity for us to examine and
appreciate the similarities and differences of those around us; and
WHEREAS, as parents, citizens, and community leaders, we must teach
our children to appreciate diversity in the human population and must take the
initiative to banish those actions that encourage hate, such as name-calling,
stereotyping, and bullying, and/or discrimination against those of a different race,
religion, age, ethnicity, sexual persuasion, or nationality.
NOW, THEREFORE, I, GEORGE VAN DUSEN, Mayor of the Village of
Skokie, do hereby proclaim the month of June 2013 as
“UNITY APPRECIATION MONTH”
in the Village of Skokie and encourage all citizens to celebrate our diverse
heritage and culture and continue efforts to create a world that is more just and
peaceful, and to create togetherness in our society out of mutual respect for one
another.

LibraryAware Community Award 2013 Finalists
Skokie Public Library, IL
Skokie Public Library (SPL) and its community are the second-place LibraryAware Award
winners and will receive $7,500. Among Skokie’s notable efforts to reach out to the community:
some 28 members of its full-time public services staff spend six percent of their time going to
community meetings and events, attending board meetings, and serving on community boards
and advisory committees to learn about local needs. Two of SPL’s staff served on the Advisory
Committee that helped the village’s Health Department develop a five-year Health Plan; one
serves on the village’s Family Commission; and another on the Telecommunications and
Technology Commission. “Their integration into the fabric of the local government is especially
noteworthy,” says Ron Carlee, COO of the International City/County Management Association
and one of the LibraryAware Award judges.
SPL serves a population of 65,066, with a per capita budget of $163, or about $10.5 million in
total. The library circulates more than two million titles per year and sees over 800,000 physical
visits, plus about 1.2 million virtual ones (not counting the traffic to SkokieNet, the library’s
community website).
