12855 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, November 3, 2014 Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Sutker Seconded: Trustee Ulrich Ayes: Roberts Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, October 20, 2014. Omnibus vote. * Approve Voucher List #12-FY15 of November 3, 2014. Omnibus vote. Proclamations and Resolutions. A. Proclamations: Sex Trafficking Awareness Days – October 16-November 23, 2014 – Mayor read and presented the Proclamation to urge all citizens to join in efforts to combat all forms of modern-day slavery and commend its observance to all citizens. A representative from the National Council of Jewish Women, Chicago North Shore Section (NCJW CNS) accepted the Proclamation and thanked the Mayor & Board. Rotary Club of Skokie Valley Day – November 16 – Mayor read and presented the Proclamation honoring the “Rotary Club of Skokie Valley 75th Anniversary”. Mayor Van Dusen welcomed the past members and Presidents that were present. Recognition, Awards and Honorary Presentations. A. Recognition: Skokie Fine Arts Commission’s Recognition of the 2014 Skokie Through the Lens Community Photo Exhibit Participants Chairman Andrea Siegel recognized the photographers for their achievement. The photo exhibit will be on display at the Village Hall November 3-14th , North Shore Center for the Performing Arts in Skokie November 17-28th and Weber Leisure Center December 1-12th. * Appointments, Reappointments and Resignations. A. Reappointments: Board of Police Pension: Nick Greifer (Term Ends 11/01/16) Telecommunications Advisory Commission: Frances Roehm (Term Ends 07/01/16) Public Safety Commission: David Freireich (Term Ends 03/01/15) Human Relations Commission: Jeffrey Butler (Term Ends 04/01/16) Board of Health: Lesley Luka and Dr. Stanton Polin (Terms End 05/01/15) Omnibus vote. Report of the Village Manager. A. 2014 General Obligation Note. The FY2015 budget includes construction of an addition to the Village Hall which will be funded through bank financing. First Bank and Trust offered the most favorable rate. The annual debt service for this loan will be $224,461.24 payable from the general revenues of the Village. Cook County Hazard Mitigation Plan (HMP) with Village of Skokie Annex. Motion to concur with Staff’s recommendation and request Mayor & Board approval of a Resolution to approve Volume 1 and the Village of Skokie Annex of Volume 2 of the Cook County Hazard Mitigation Plan (HMP) Fire Chief Czerwinski answered questions from the Board. Moved: Trustee Klein Seconded: Trustee Gray-Keeler Ayes: Roberts Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None MOTION CARRIED Report of the Corporation Counsel. CONSENT: FIRST READIING *A. Ordinance 14-11-Z-4101 Motion to adopt an ordinance amending the Zoning Map with regard to the western portion of the property located at 8540-8560 Niles Center Road, Skokie, Illinois, from an M2 Light Industry district to a R4 Multifamily Housing district (2014-19P). This item is on the consent agenda for second reading and adoption. Omnibus vote. Plan Commission. Chairman Paul Luke presented the Plan Commission Cases. A. Plan Commission Case 2014-21P – Special Use Permit: 3941 Oakton Street (Assyrian National Council) Motion to concur with the Plan Commission that the petitioner’s request for a special use permit for a civic, social and fraternal organization at 3941 Oakton Street in a B2 Commercial district be approved subject to all conditions. Sam Shapira, from the Assyrian National Council answered questions from the Board. Moved: Trustee Gray-Keeler Seconded: Trustee Sutker Ayes: Roberts Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None MOTION CARRIED B. Plan Commission Case 2014-22P – Alley Vacations bounded by Suffield Court, Lavergne Avenue, Enfield Avenue, and ComEd Property Motion to concur with the Plan Commission that the petitioner’s request to vacate the western north-south alley in the 8900 block between Lavergne Avenue and ComEd property as well as the north half of the north-south alley in the 8830 block between Lavergne Avenue and ComEd property in an R4 Multifamily Housing district be approved subject to all conditions.
