12889 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, March 16, 2015 Pledge of Allegiance led by Village Clerk Pramod Shah. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Klein, Gray- Keeler and Mayor Van Dusen. Trustee Bromberg was not present. Motion to approve the Consent Agenda. Absent: Bromberg MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, March 2, 2015. Omnibus vote. * Approve Voucher List #21-FY15 of March 16, 2015. Omnibus vote. Proclamations and Resolutions. A. Resolution15-3-R-1287 A Resolution Urging the Governor and General Assembly to Protect Full Funding of Local Government Distributive Fund Revenues. Trustees Klein, Roberts and Sutker spoke on the Resolution and urged Skokie residents to issue a letter to the Governor conveying the sentiments of the Resolution. Resolution 15-3-R-1288 Motion to approve the Resolution approving an intergovernmental agreement with the Village of Lincolnwood and the City of Chicago for Phase III construction for the carpenter Road/Pratt Avenue intersection improvement project. Fire Station 16 Roof Rehabilitation – DCG Roofing, Des Plaines, Illinois - $132,700. Motion to award a contract to DCG Roofing, Des Plaines, Illinois in the amount of $132,700 for Fire Station 16 Roof Rehabilitation. Omnibus vote. * D. Proprietary Purchase of Fire Safety Gear – Air One Equipment, Inc., South Elgin, Illinois – $35,850. Motion to award a contract to Air One Equipment, Inc., South Elgin, Illinois for $35,850 for proprietary purchase of Fire Safety Gear. Omnibus vote. Report of the Corporation Counsel. CONSENT: * A. Ordinance 15-3-C-4125 Motion to adopt an ordinance amending Chapter 98 of the Skokie Village Code pertaining to the Municipal Utility Taxes. Ordinance 15-3-Z-4126 Motion to adopt an ordinance approving a modification to Village Ordinance Number 89-6-Z- 2042 granting site plan approval for the Village Crossing Shopping Center at 5555 Touhy Avenue, Skokie, Illinois, in a B4 Regional Shopping district, by granting relief from Chapter 82, Section 82-28(c)(4) of the Skokie Village Code (87-31P). This item is on the agenda for first reading and will be on the April 6, 2015 agenda for second reading and adoption. Plan Commission Community Development Director Peyer presented the Plan Commission Cases. A. Plan Commission Case 2014-37P – Subdivision: 3536 Touhy Avenue Motion to concur with the Plan Commission that the petitioner’s request to subdivide Lot 5 of the Touhy Marketplace Subdivision into 2 lots in a B2 Commercial zoning district subject to all conditions. A Just Tires would be located on Lot 1 and a Jollibee limited- service restaurant with drive-through and outdoor dining will be located on Lot 2. Absent: Bromberg MOTION CARRIED Steven Elrod, attorney from Holland and Knight answered questions from the Board. A representative from Jollibee Restaurant gave background information. Citizen Comments. Robert Katzman, 4906 Oakton, spoke about how he admires the intent of Skokie and making this Village more commercially attractive.
