MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday, January 4, 2016
Pledge of Allegiance led by Cub Scout Pack #85 from Middleton School.

recommendation to remove condition 1 allowing one row of carts on the north and east
side of the building subject to all conditions.

Motion to concur with the Plan Commission for an amendment to an existing special use permit
to modify the location for seasonal outdoor sales of garden and plant materials in front of the
store in a B2 Commercial zoning district subject to all conditions.

2016-17 Community Development Block Grant Public Hearing #2.
Trustee Sutker read a prepared statement:
“I am a Licensed Clinical Social Worker employed by a social service agency that is an
applicant for a CDBG grant. I do not believe this creates a conflict, however, I believe it is
important to avoid the appearance of partiality. Therefore, I will recuse myself from
participating in the discussions relating to the applications and from voting on the grants.
My recusal from participating in the discussion should not be construed as indifference to
the valuable services that the applicants provide to people in need. I commend and admire
all of the agencies for their efforts.”
Planner/CDBG Administrator Carrie Haberstich presented Public Hearing #2
The Village's entitlement grant for FY17 is not known yet. At this time, we are estimating
$450,000 in entitlement funds based on expectations that CDBG funding will be decreased. In
addition to the new entitlement, we will reprogram approximately $35,000 in previously
unallocated funds, and $10,315 in program income received to-date during the current program
year, while accommodating a small reserve of unobligated funds that could be used for
emergency expenses, resulting in an estimated FY17 budget of $495,315. Proposals from both
Village staff and outside agencies total $675,091, so reductions will be necessary. The
program’s 20% cap for administrative funding is applied against the new entitlement only, while
the 15% cap for public service funding (non-capital/non-construction expenditures) is applied
against the new entitlement plus the program income from the current program year.

Staff recommendations will be presented at the final hearing on Monday February 1st. The
Board will determine at that time the funding award for each project or activity.

coordinate all planning activities relative to the Village’s community development efforts. (Activity
subject to 20% administrative cap.)
Housing
VOS - Home The Property Standards Division is seeking funding to continue the Village's program of repairing 75,111 70,000
Improvement single-family homes. This program began in 1983. The request includes adjusting the program
Program parameters to enable low-income households to be eligible to receive grants up to $12,000 to pay
for building materials or contractors’ services, and moderate-income households to be able to
receive loans up to $12,000 from local banks with the entire interest charges being subsidized
through the program.
Housing The Housing Opportunity Development Corporation (HODC) is seeking funding to repair a private 0 20,000
Opportunity sidewalk to improve safety and direct drainage away from the building, sealing the basement
Development walls to stop water seepage and prevent mold, installing insulation and replacing windows to

Access to Care The Access to Care Program, sponsored by the Suburban Primary Health Care Council, is 0 6,000
seeking funding to provide primary medical services to low-income Skokie residents. The
program serves low-income, suburban Cook County residents who are uninsured but not eligible
for Medicare or Medicaid.
PEER Services PEER Services is seeking funding to offset the costs associated with employing a half-time 6,120 12,000
substance abuse outreach counselor to provide outreach, assessment, and treatment services to
Skokie teens, families, and single adults who are experiencing problems related to substance
abuse.
Children's The Children's Advocacy Center is seeking funding to support child victims of abuse, and their 2,550 3,000
Advocacy Center non-offending family members, through expert child interviews, medical evaluations, and crisis
intervention services during the investigation of the alleged abuse.
The Harbour The Harbour, Inc. is seeking funding to serve the needs of homeless youth (including locked-out, 5,100 8,720
runaway, or abandoned) ages 12-21 in the north and northwest Chicago suburbs.

service to over 200 low/moderate-income frail elderly residents and almost 500 frail elderly who
receive home delivered meals from the kitchen at the Lieberman Center for Health and
Rehabilitation at 9700 Gross Point Road.
Turning Point Turning Point is seeking funding to replace three rooftop HVAC units serving the Turning Point 9,500 29,174

Search Search is seeking funding to construct a handicapped ramp and deck and ramp for a group home 15,000 13,500

Ted Varga, 9845 Keystone, spoke about a problem with an alley vacation by his house.
Mayor Van Dusen will see what can be done to help with his problem.
Elliott Fineman, CEO of National Gun Victims Action Council and member of People for
a Safer Society , Laura Williams, 8135 Lockwood, Nick Hankes, 7518 Kolmar and
Denyse Stoneback President for People for a Safer Society all spoke about the proposed
gun shop in Niles.

Closed Session
A Closed Session was held in the main floor conference room at 9:55 p.m. Those present were
Mayor Van Dusen, Clerk Shah, Trustees Roberts, Sutker, Ulrich, Bromberg, Klein and Gray-
Keeler. Also present were Manager Lockerby, Assistant Manager Wicha, Corporation Counsel
Lorge and Economic Coordinator Thompson and Community Development Director Peyer. The
meeting adjourned at 10:55 p.m.
