13039 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday, November 21, 2016 Pledge of Allegiance led by Village Clerk Pramod Shah. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Plan Commission Case 2016-28P was taken off the agenda. It will be on the December 5th Agenda. Moved: Trustee Seconded: Trustee Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, November 7, 2016. Omnibus vote. * Approve Voucher List #13-FY17 of November 21, 2016. Omnibus vote. * Appointments, Reappointments and Resignations. A. Appointment Telecommunications Advisory Commission: Sam Corcione as Vice-Chair Omnibus vote. Report of the Village Manager. *A.Purchase of Health Department Vehicle – Currie Motors, Frankfort, Illinois - $22,277. Motion to award a contract to Currie Motors, Frankfort, Illinois in the amount of $22,277.00 for purchase of Health Department Vehicle. Omnibus vote. *B. Replacement Fire Hydrants and Accessories – Mid-America Water, Inc., Aurora, Illinois – $112,410.50 and Ziebell Water Service Products – Elk Grove Village, Illinois - $6,300 and Ziebell Water Service Products – Elk Grove Village, Illinois - $13,750. Motion to award a contract to Mid-America Water Inc., Aurora, Illinois in the amount of $112,410.50, Ziebell Water Service products-Elk Grove Village, IL in the amount of $6,300 and Ziebell Water Service Products-Elk Grove Village, IL in the amount of $13,750. Ordinance 16-11-Z-4255 Motion to adopt an ordinance amending the Zoning Map with regard to the property located at 9363 Terminal Avenue, Skokie, Illinois, from an R2 Single-Family district to an M2 Light Industry district (2016-18P). Ordinance 16-11-Z-4256 Motion to adopt an ordinance amending the Zoning Map with regard to the property located at 5215 Golf Road, Skokie, Illinois from a B2 Commercial district to an M2 Light Industry district (2016-19P). Ordinance 16-11-Z-4257 Motion to adopt an ordinance vacating a portion of Laramie Avenue, Skokie, Illinois in an M2 Light Industry district (2016-20P). Ordinance 16-11-Z-4258 Motion to adopt an ordinance approving a plat of subdivision for 5100 and 5190 Church Street, Skokie, Illinois, with a dedication of a portion of Terminal Avenue in an M2 Light Industry district (2016-21P). This item is on the consent agenda for second reading and adoption. Omnibus vote. *E. Ordinance 16-11-Z-4259 Motion to adopt an ordinance granting site plan approval for the construction and establishment of a four-lot planned development at 5100 and 5190 Church Street, Skokie, Illinois, in an M2 Light Industry district and relief from Chapter 118, Section 118-57(e)(2), of the Skokie Village Code (2016-22P). This item is on the consent agenda for second reading and adoption. Omnibus vote. FIRST READING: F. Motion to approve the request of the Corporation Counsel for an executive session in accordance with paragraph 2(c)(5) of the Illinois Open Meetings Act pertaining to the review and discussion of real estate acquisition. Plan Commission Case 2015-50P – Zoning Chapter Amendment: Storefront Windows and Entry Doors Motion to grant approval to amend Sections 118-144 and 118-184 of the Skokie Village Code regarding storefront windows and entry doors. Section 118-184 condition #(c)(6)e. will further be amended to allow the temporary use of shades, blinds or curtains for bright sunlight during daylight hours. Community Director Peyer answered questions from the Board. Plan Commission Case 2016-27P – Zoning Chapter Amendment: Antennas Motion to concur with Staff’s recommendation to amend the Zoning Chapter and create a new Chapter 103 Small Cell Antennas, Moved: Trustee Roberts Seconded: Trustee Bromberg Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED B. Plan Commission Case 2016-28P – Zoning Chapter Amendment: Shopping Carts in Corrals in Parking Lots This item was taken off the Agenda. 13041 Meeting of the Mayor and Board of Trustees Monday November 21, 2016 Page Three Citizen Comments. None Mayor Van Dusen announced that on November 23rd , there will be an Interfaith Service at Temple Beth Israel, 3601 Dempster, Skokie, IL.
