MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Tuesday, January 3, 2017
Pledge of Allegiance led by Village Clerk Pramod Shah.
The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Gray-Keeler
and Mayor Van Dusen. Trustee Klein was not present.

Motion to adopt an ordinance approving a plat of dedication for property located adjacent to the
westernmost portions of 3755 Chase Avenue, 7227 Hamlin Avenue and 3750 Touhy Avenue,
Skokie, Illinois, in an M3 Industry district, to be utilized as the eastern portion of Hamlin

Motion to adopt an ordinance granting a special use permit to establish and operate an

2017-18 Community Development Block Grant Public Hearing #2.
A. FY18 Public Hearing: Proposal Presentations
Planner/CDBG Administrator Carrie Haberstich presented Public Hearing #2
Carrie thanked Tom Thompson for all the years that he worked on the Community Development
Block Grant programs.
Trustee Sutker read a prepared statement:
“I am a Licensed Clinical Social Worker employed by a social service agency that is an applicant
for a CDBG grant. I do not believe this creates a conflict, however, I believe it is important to
avoid the appearance of partiality. Therefore, I will recuse myself from participating in the
discussion relating to the applications and from voting on the grants. My recusal from
participating in the discussion should not be construed as indifference to the valuable services
that the applicants provide to people in need. I respect and admire all of the agencies for their
efforts.”
Trustee Roberts also recused himself from participation in the discussions due to his appointment
on the Board of one of the agencies that is also a CDBG applicant.

The Village's entitlement grant for FY18 is not known yet. At this time, we are estimating
$500,000 in entitlement funds based on expectations that CDBG funding will decrease slightly
from this year’s entitlement amount. In addition to the new entitlement, we hope to reprogram
approximately $36,268(and could reprogram $50,000) in previously unallocated funds, and
$2,378 in program income received to-date during the current program year, while
accommodating a reserve of unobligated funds that could be used for emergency expenses,
resulting in an estimated FY18 budget of $538,646. Proposals from both Village staff and
outside agencies total $609,190, so reductions will be necessary. The program’s 20% cap for
administrative funding is applied against the new entitlement only, while the 15% cap for public
service funding (non-capital/non-construction expenditures) is applied against the new
entitlement plus the program income from the current program year.

VOS - Program The Economic Development Division is seeking funding to administer 99,000 80,000

activities relative to the Village’s community development efforts.

VOS - Planning The Economic Development Division is seeking funding to participate 0 20,000
in the preparation of an assessment of fair housing, to be submitted to
HUD prior to the submittal of the next 5-year Consolidated Plan and no
later than August 6, 2019.
Housing
VOS - Home The Property Standards Division is seeking funding to continue the 70,000 45,000
Improvement Village's program of repairing single-family homes. This program
Program began in 1983. The request will enable low-income households (less
than 50% of area median family income) to be eligible to receive
grants up to $12,000 to pay for building materials or contractors'
services, and moderate-income households (50-80% of median family
income) to be able to receive loans up to $12,000 from local banks
with the entire interest charges being subsidized through the program.
Infrastructure
VOS - Street and The Engineering Division is seeking funding to resurface Lee, 192,500 230,000
Alley Resurfacing Greenleaf, and Crain Streets, all between Niles Center Road and
Skokie Boulevard, and all in an eligible low/moderate-income multi-
family residential area defined as Census Tract 8073, Block Group #1
(8073-1).
VOS - Sidewalk The Engineering Division is seeking funding to provide grants to 3,000 3,000
Replacement homeowners meeting low/moderate income eligibility who are required
Program to participate in the Village’s mandatory 50/50 sidewalk replacement
program.
Public Services
VOS - Social Worker The Human Services Division is seeking funding to offset 60% of the 30,250 43,523
costs for a Village Social Worker position.
Metropolitan Family Metropolitan Family Services (MFS) is seeking funding to cover a 6,000 6,000
Services portion of the salaries of MFS' counselor and supervisor who provide
general counseling services, including grief, trauma, family/couple
and/or parent/child relationships, child and adolescent school
performance and behavior problems, work performance, substance
abuse, individual and family development, and family violence.
JCFS Jewish Child and Family Services (JCFS) is seeking funding to provide 4,000 10,000
financial stability services and coordinated case management for
Skokie residents.

Open Communities Open Communities is seeking funding to provide landlord/tenant 0 10,000
liaison services to Skokie residents, including advocacy and education,
and be an organizing resource.
Maine-Niles M-NASR is seeking funding to provide financial aid to enable 0 3,500
Association of extremely low- to low-income children and adult Skokie residents with
Special Recreation disabilities the opportunity to participate in therapeutic recreational
(MNASR) activities and providing their caregivers much needed respite.
Suburban Primary The Suburban Primary Health Care Council is seeking funding to 0 6,000
Health Care Council provide primary medical services to low-income Skokie residents via
(Access to Care) its Access to Care program. The program serves low-income,
suburban Cook County residents who are uninsured but not eligible for
programs such as Medicaid.
Asian Human Asian Human Services is seeking funding to subsidize the salaries of 0 15,000
Services dental assistants to provide dental services to low-income Skokie
residents.
PEER Services PEER Services is seeking funding to offset the costs associated with 7,500 12,000
employing a half-time counselor to provide outreach, assessment, and
treatment services to Skokie teens, families, and single adults who are
experiencing problems related to substance abuse.
Children's Advocacy The Children's Advocacy Center is seeking funding to support child 3,000 4,000
Center victims of abuse, and their non-offending family members, through
expert child interviews, medical evaluations, and crisis intervention
services during the investigation of the alleged abuse.
The Harbour The Harbour, Inc. is seeking funding to serve the needs of homeless 6,000 10,878
youth (including locked-out, runaway, or abandoned) ages 12-24 in the
north and northwest Chicago suburbs.
North Shore Senior The NSSC is seeking funding to offset the staffing costs associated 10,000 10,000
Center (NSSC) with providing long-term case management and counseling services to
low-income, older adult residents of Skokie.
Youth and Youth and Opportunity United (YOU) is seeking funding to offset the 7,500 15,000
Opportunity United staffing costs for a youth development specialist for after school and
(YOU) summer learning programs at Edison Elementary, Lincoln Junior High,
and Old Orchard Junior High Schools.
Public Facilities
Turning Point Turning Point is seeking funding to replace two rooftop HVAC units 12,000 19,552
serving the Turning Point building at 8324 Skokie Boulevard.
SHORE SHORE is seeking funding to replace HVAC equipment at its Lois 0 40,800
Lloyd/Administration Center at 8350 Laramie Avenue, serving the
organization's home of its adult services program and administrative
offices.
Children's Advocacy The CAC’s headquarters in Hoffman Estates is in need of renovations 0 0
Center (CAC) to better serve its clients who are sexually and severely physically
abused children. HUD has determined that Skokie may not participate
In this effort, as no Skokie residents receive services at this location.
CAC has withdrawn this application.
Search Search is seeking funding to replace deteriorating, older windows at a 10,000 15,000
group home for women with disabilities.
Orchard Village Orchard Village is seeking funding to replace the deteriorating roof and 15,000 9,937
older windows at a group home for men with disabilities.

B. FY17 CDBG Action Plan: Substantial Amendment
On March 7, 2016, the Village Board of Trustees approved the annual Community
Development Block Grant (CDBG) Action Plan for May 1, 2016, through April 30, 2017.
One of the budgeted items was to provide $25,000 to CJE SeniorLife to repair and/or
replace its waste pipe lines at the Lieberman Center for Health and Rehabilitation. The
substantial amendment request will retain the original $25,000 budget amount; however, a
change of the scope of work is being requested to add these funds to the kitchen floor
epoxy coating project once the pipe repairs/replacement project is complete.
Motion to approve the Substantial Amendment to the FY2017 Action Plan for the CJE
SeniorLife-Lieberman Center.

viaduct and traffic by the intersection of Skokie Boulevard and Lincoln.
