MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Tuesday January 22, 2019
Pledge of Allegiance led by Village Clerk Pramod Shah.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-
Keeler and Mayor Van Dusen.

A. FY20 Public Hearing: Proposal Presentations
Trustee Sutker read a prepared statement:
“I am a Licensed Clinical Social Worker employed by a social service agency that is an
applicant for a CDBG grant. I do not believe this creates a conflict. However, I believe it
is important to avoid the appearance of partiality. Therefore, I will recuse myself from
participating in the discussions relating to the applications and from voting on the grants.
My recusal from participating in the discussion should not be construed as indifference to
the valuable services that the applicants provide to people in need I respect and admire all
of the agencies for their fine work and I thank them”
Trustee Roberts also recused himself from participation because he is on the Board of one
of the applicants for a CDBG grant.
The Village's entitlement grant for FY20 is not yet known. At this time, we are estimating
$550,000 in entitlement funds based on expectations that CDBG funding will be less than the
current year’s entitlement amount. In addition to the new entitlement, we plan to reprogram
roughly $100,000 in previously unallocated funds and $0 in program income from the current
program year, while accommodating a reserve of unobligated funds that could be used for
emergency expenses, resulting in an estimated FY20 budget of $650,000. Proposals from both
Village staff and outside agencies total $982,848, so reductions will be necessary. The
program’s 20% cap for administrative funding is applied against the new entitlement only, while
the 15% cap for public service funding (non-capital/non-construction expenditures) is applied
against the new entitlement plus any program income from the current program year.
Staff recommendations will be presented at the next public hearing on Monday, February 4th.
The Board will determine at that time the proposed funding award for each project or activity.

VOS - Program The Department of Community Development is seeking funding to administer the 80,000 98,000
Administration Village’s CDBG Program, implement and monitor all projects, submit all required
documentation to HUD, and coordinate all planning activities relative to the
Village’s community development efforts. (Activity subject to 20% administrative
cap.)
VOS - Planning Funding will be used to participate in the preparation of the Assessment of Fair 20,000 12,000
Housing (AFH), to be submitted to HUD prior to the submittal of the next 5-year
Consolidated Plan. The Village will participate in a regional AFH. (Activity subject
to 20% administrative cap.)
Housing
VOS - Home The Property Standards Division is seeking funding to continue the Village's 45,000 50,000
Improvement program of repairing single-family homes. This program began in 1983. The
Program request will enable low-income households eligible to receive grants up to $12,000
to pay for building materials or contractors' services.

VOS - Affordable The Manager's Office and Department of Community Development are seeking 0 150,000
Housing Initiative funding to further affordable housing in Skokie. The expectation is that these funds
will be used as seed money to facilitate the creation of housing units that are
affordable low/moderate-income households. Disbursement activities may include,
but not be limited to, property acquisition.

Infrastructure
VOS - Street and The Engineering Division is seeking funding to resurface Davis Street (between 175,000 214,825
Alley Resurfacing Gross Point and Skokie Boulevard) in Census Tract 8070, Block Group #1 (8070-
1); Carol Street (between the Dempster-Skokie CTA park and ride and Skokie
Boulevard) in Census Tract 8073, Block Group #1 (8073-1); and the south 1/2 of
Madison Street (between Skokie Boulevard and Kenton Avenue) in Census Tract
8074, Block Group #3 (8074-3), all eligible low/moderate-income multi-family
residential areas.
VOS - Sidewalk The Engineering Division is seeking funding to provide grants to homeowners 3,000 3,000
Replacement meeting low/moderate-income eligibility who are required to participate in the
Program Village’s mandatory 50/50 sidewalk replacement program. Low/moderate-income
property owners are able to apply for CDBG funds to cover their 50% share The
focus area will be Church Street to the north, Dempster Street to the south, and the
east/west Village limits. Households in other areas of Skokie may participate upon
request.
Public Services
VOS - Social The Human Services Division is seeking funding to offset 60% of the costs for a 41,943 47,500
Worker Village Social Worker position. The Social Worker works with low/moderate-
income residents who need various types of case management, financial
assistance, counseling, and referrals
JCFS Jewish Child and Family Services (JCFS) is seeking funding to provide financial 4,000 10,000
stability services and coordinated case management for Skokie residents. The
overall goal of the program is to empower low-income individuals to create more
stable environments for themselves and their families.
Center for The Center for Enriched Living (CEL) is seeking funding to enable low-income 0 2,000
Enriched Living Skokie residents with developmental disabilities to enroll in programs that mitigate
social isolation and loneliness, assist with post-school transitions, and address the
85% unemployment rate for individuals with disabilities.
Asian Human Asian Human Services is seeking funding to subsidize the salaries of dental 6,000 15,000
Services assistants to provide dental services to low-income Skokie residents.
Meals at Home Meals at Home is seeking funding to offset staffing costs related to providing the 3,000 7,500
elderly, persons with mental illness, individuals with disabilities, and those with
temporary illnesses with functional independence
Metropolitan Metropolitan Family Services (MFS) is seeking funding to cover a portion of the 7,000 10,000
Family Services salary of MFS' counselor who provides general counseling services, including grief,
trauma, family/couple and/or parent/child relationships, child and adolescent
school performance and behavior problems, work performance, substance abuse,
individual and family development, and family violence.
PEER Services PEER Services is seeking funding to offset the costs associated with employing an 6,000 12,000
adult and adolescent program coordinator to provide outreach, assessment, and
treatment services to Skokie teens, families, and single adults who are
experiencing problems related to substance abuse.
Children's The Children's Advocacy Center is seeking funding to support child victims of 3,000 4,000
Advocacy Center abuse, and their non-offending parents and family members.
The Harbour The Harbour, Inc. is seeking funding to serve the needs of homeless youth 5,000 9,522
(including locked-out, runaway, or abandoned) ages 12-23 in the north and
northwest Chicago suburbs
North Shore The NSSC is seeking funding to offset the staffing costs associated with providing 8,000 10,000

Representatives from each organization spoke and gave brief overviews of their funding
requests.
Mayor Van Dusen thanked all of the agencies for the valuable services that they provide.
B. FY19 PUBLIC HEARING: CDBG Action Plan – Substantial Amendment
On March 5, 2018, the Village Board of Trustees approved the annual Community Development
Block Grant (CDBG) Action Plan for May 1, 2018, through April 30, 2019. One of the budgeted
items was to provide $12,525 to the Zacharias Sexual Abuse Center (Zacharias Center) to
replace its parking lot at 4232 Dempster Street.
This substantial amendment request is to increase the total CDBG share to 75%, or $31,500, to
ensure federal prevailing wages are paid to the construction workers and meet the Davis-Bacon
requirements of the CDBG program. Zacharias Center’s match will be 25%, or $10,500. The
total estimated project cost is $42,000.
