MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday March 18, 2019
Pledge of Allegiance led by Cub Scout Pack #968 from Skokie School District 68.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Roberts, Sutker, Bromberg, Klein, Gray-Keeler
and Mayor Van Dusen. Trustee Ulrich was not present.

Motion to adopt an ordinance granting a special use permit to allow religious assembly at
3451 Church Street, Skokie, Illinois, in a B1 Service Commercial district and relief from
Chapter 118, Section 118-218(4), of the Skokie Village Code (2018-50P). This item is on
the consent agenda for second reading and adoption.

A. Modified Review Case 2019-01M – A request by North Aurora Ice Cream, LLC
for the Oberweis Dairy and That Burger Joint at 4811 Dempster Street for an Amendment
to the Special Use Permit Approval Ordinance 12-3-Z-3888 through the Modified Review
procedure to modify the Site Plan.
Motion to concur with the recommendation of the Plan Commission for an Amendment to
the Special Use Permit Approval Ordinance 12-3-Z-3888 through the Modified Review
procedure to modify the Site Plan subject to all conditions.

A. Plan Commission Case 2018-46P – Zoning Chapter Amendment: Parking
for Religious Assembly
Motion to concur with the recommendation of the Plan Commission that all religious
assembly uses should be examined by the Plan Commission and a parking determination
be made on a case-by-case basis following a parking study that analyzes the real parking
demand for each use, similar to many other uses listed in the Zoning Chapter.
