13280 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday June 3, 2019 Pledge of Allegiance led by Village Clerk Pramod Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Klein Seconded: Trustee Gray-Keeler Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, May 20, 2019. Omnibus vote. * Approve Voucher List #2-FY20 of June 3, 2019. Proclamations The Charcoal Oven - 70th Anniversary Mayor Van Dusen read a Proclamation congratulating Charcoal Oven for their commitment to their business and to our community. Thomas E. O’Brien Day – June 3, 2019 Mayor Van Dusen congratulated Thomas E. O’Brien for his inspiration, drive and determination of sustaining 60 years of educating the youth of this great village. National Gun Violence Awareness Day – June 7, 2019 Mayor Van Dusen spoke about wearing orange and commemorating National Gun Violence Awareness Day on June 7th and raise awareness about gun violence and honor the lives and lost human and lost human potential of Americans stolen by gun violence. A. Crawford Avenue (Oakton Street to Golf Road) Phase I Engineering – Intergovernmental Agreement with County of Cook. Resolution 6-R-1429 Motion to approve a Resolution authorizing an intergovernmental agreement with the County of Cook for improvements on Crawford Avenue between Oakton Street and Golf Road. David Lawlor and Annelene Pinkston 9439 Crawford spoke about safety and parking issues with the proposed improvements on Crawford Avenue. Dempster Street and Oakton Street CTA Stations Bicycle/Pedestrian Improvements – Design Engineering Services. Motion to award a contract to Design Engineering Services for Dempster Street and Oakton Street CTA Stations Bicycle/Pedestrian improvements. Resolution 6-R-1430 Motion to approve a Resolution authorizing a Local Agency agreement for Phase II Design Engineering services with Christopher B. Burke engineering for bicycle and pedestrian improvements at the Oakton and Dempster CTA stations. Omnibus vote. Resolution 6-R-1431 Motion to approve a Resolution authorizing a Local Agency Agreement for Federal participation with the State of Illinois regarding bicycle and pedestrian improvements at the Oakton and Dempster CTA stations. Omnibus vote. *C . 2019 Thermoplastic Pavement Marking Maintenance Contract – Superior Road Striping, Melrose Park, Illinois - $100,000. Motion to award a contract to Superior Road Striping, Melrose Park, Illinois in the amount of $100,000 for 2019 Thermoplastic pavement marking maintenance contract. Omnibus vote. *D. 2019 Crack Sealing Services – Patriot Pavement Maintenance, Des Plaines, Illinois – $40,000. Motion to award a contract to Patriot Pavement Maintenance, Des Plaines, IL in the amount of $40,000 for 2019 Crack Sealing Services. Omnibus vote. Report of the Corporation Counsel. CONSENT *A. Ordinance 19-6-C-4463 Motion to adopt an ordinance amending Chapter 118, Article XI, Section 118-218, of the Skokie Village Code pertaining to parking determinations (2019-08P). This item is on the consent agenda for second reading and adoption. Omnibus vote. FIRST READING B. An ordinance authorizing the establishment of Tax Increment Financing Act Interested Parties Registries and adopting registration rules for such registries. A. Plan Commission Case 2019-13P – Special Use Permit: 4049 Main Street Motion to concur with the Plan Commission to approve the petitioner’s request for a special trade contractor’s office at 4049 Main Street subject to all conditions. Margaret and Brian Clarke, 7907 Tripp, Gayle Schechter 9033 Keating thanked the Board for not passing the “Resolution Establishing the State of Illinois Sole Authority on employee Welfare and Rights.”. She presented a petition from Change.org Linda Simons, 3321 Capitol spoke about parking on her street. John Barkhou, 8635 Leclaire spoke about the rise in cost of the Village Sticker. Ken Mantel, 57 Williamsburg spoke about Vocational Training. Adjournment.
