MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday June 17, 2019
Pledge of Allegiance led by Village Clerk Pramod Shah.
The Mayor called the meeting to order.
The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-
Keeler and Mayor Van Dusen.

proposed Oakton Street/Niles Avenue TIF.

6 WHEREAS, the Village of Skokie (hereinafter “Village”), is a Home Rule Municipality
7 as described in the Constitution of the State of Illinois and as such, may exercise any power
8 and function as provided for in the Constitution pertaining to its government and affairs; and
9
10 WHEREAS, pursuant to Section 11-74.4-4.2 of the Tax Increment Allocation
11 Redevelopment Act, 65 ILCS 5/11-74.1 et seq. (hereinafter the “Act”), the Village is required
12 to establish certain Interested Parties Registries and adopt Registration Rules for such
13 Registries; and
14
15 WHEREAS, in order to encourage and facilitate economic development, the Village
16 is desirous of creating and adopting tax increment financing; and
17
18 WHEREAS, pursuant to Section 11-74.4-4.2 of the Tax Increment Allocation
19 Redevelopment Act, 65 ILCS 5/74.4-4.1 et seq. (hereinafter “TIF Act”), the Village is
20 required to create an Interested Parties Registry for activities related to the future or
21 proposed Redevelopment Project Area, to adopt reasonable registration rules and to
22 proscribe the requisite forms for residents and organizations within the Village that seek to
23 be placed on said interested parties registry; and
24
25 WHEREAS, in accordance with the TIF Act, attached hereto are copies of Interested
26 Parties Registry Rules, marked as Exhibit “A”, and of a Notice of Availability of Interested
27 Parties Registry, marked as Exhibit “B”; and
28 WHEREAS, the Village Manager and the Economic Development Manager
29 recommended to the Mayor and Board of Trustees: i) the creation of an Interested Parties
30 Registry, ii) the adoption of the aforementioned Registry Rules, attached hereto as Exhibit

Interested Parties Registration Rules
A. Definitions: The following words and terms as used in these Registration Rules
shall have the following meanings:
“Act” means the Tax Increment Allocation Redevelopment Act, as amended
(65 ILCS § 5/11-74.4-1 et seq.)
“Interested Party(s)” means (a) any organization(s) active within the
Municipality, (b) any resident(s) of the Municipality, and (c) any other entity or person
otherwise entitled under the Act to register in a specific Registry who has registered
in such Registry and whose registration has not been terminated in accordance with
these Registration Rules.
“Municipality” means the Village of Skokie, Cook County, Illinois.
“Redevelopment Project Area” means a redevelopment project area that
(a) is intended to qualify (or has subsequently qualified) as a “redevelopment project
area” under the Act and (ii) is subject to the “interested parties” registry requirements
of the Act.
“Registration Form” means the form appended to these Registration Rules or
such revised form as may be approved by the Municipality consistent with the
requirements of the Act.
“Registry” or “Registries” means each interested parties registry established
by the Municipality pursuant to Section § 11-74.4-4.2 of the Act for a Redevelopment
Project Area.
B. Establishment of Registry: The Municipality shall establish a separate Registry
for each Redevelopment Project Area within the Municipality, whether existing as of the
date of the adoption of these Rules or hereafter designated. The Municipality shall
establish a new Registry whenever it has identified an area for study and possible
designation as a Redevelopment Project Area. In any event the process of establishing
each new Registry must be completed prior to the deadline for sending any of the notices
required by Section (J) of these rules or any other notices required by the Act with respect
to a proposed Redevelopment Project Area.
C. Maintenance of Registry: The Registries shall be maintained by the Village
Clerk (the "Designated Officer"), or his or her designee. In the event the Municipality
determines that a designee other than the Designated Officer should maintain the

Registries, the Designated Officer may transfer the responsibility for maintaining the
Registries to such other designee provided that the Municipality (i) gives prior written notice
by first class mail to all Interested Parties not less than thirty (30) days prior to such transfer
and (ii) publishes notice of such transfer in a newspaper of general circulation within the
taxing districts affected by the respective Redevelopment Project Area.
D. Registration by Residents: An individual seeking to register as an Interested
Person with respect to a Redevelopment Project Area must complete and submit a
Registration Form to the Designated Officer. Such individual must also submit a copy of a
current driver’s license, lease, utility bill, voter’s registration card, financial statement or such
other evidence as may be acceptable to the Designated Officer to establish the individual’s
current permanent residency.
E. Registration by Organizations: An organization seeking to register as an
Interested Person with respect to a Redevelopment Project Area must complete and submit
a Registration Form to the Designated Officer. Such organization must also submit a copy
of a one-page statement describing the organization’s current operations in the Municipality.
F. Determination of Eligibility: All individuals and organizations whose
Registration Form and supporting documentation complies with these Registration Rules
shall be registered in the applicable Registry within ten (10) business days of the
Designated Officer’s receipt of all such documents. The Designated Officer shall provide
written notice by first class mail to the registrant confirming such registration. Upon
registration Interested Parties shall be entitled to receive all notices and documents required
to be delivered under these Rules or as otherwise required under the Act with respect to the
applicable Redevelopment Project Area. If the Designated Officer determines that a
registrant’s Registration Form and/or supporting documentation is incomplete or does not
comply with these Registration Rules, the Designated Officer shall give written notice by
first class mail to the registrant specifying the defect(s). The registrant shall be entitled to
correct any defects and resubmit a new Registration Form and supporting documentation.
G. Renewal and Termination: An Interested Person’s registration shall remain
effective for a period of three years. At any time after such three year period the
Designated Officer may provide written notice by first class mail to the Interested Person
stating that such registration shall terminate unless the Interested Person renews such
registration within thirty (30) days of the Designated Officer’s mailing of written notice. To
renew such registration, the Interested Person shall, within such thirty (30) day period,
complete and submit the same Registration Form and supporting documentation then
required of initial registrants in order to permit the Designated Officer to confirm such
person’s residency or such organization’s operations in the Municipality. The registration of
all individuals and organizations whose Registration Form and supporting documentation is
submitted in a timely manner and complies with these Regulation Rules shall be renewed
for an additional, consecutive three year period. If the Designated Officer determines that a
registrant’s renewal Registration Form and/or supporting documentation is incomplete or
does not comply with these Registration Rules, the Designated Officer shall give written
notice by first class mail to the registrant at the address specified in the renewal
Registration Form submitted by such registrant specifying the defect(s). The registrant shall
be entitled to correct any defects and resubmit a new Registration Form and supporting

documentation within thirty (30) days of receipt of the Designated Officer’s notice. If all
defects are not corrected within thirty (30) days of the Interested Person’s receipt of the
Designated Officer’s notice, the Interested Person’s registration shall be terminated. Any
Interested Person whose registration is terminated shall be entitled to register again as if a
first-time registrant.
H. Amendment to Registration: An Interested Party may amend its registration by
giving written notice to the Designated Officer by certified mail of any of the following: (i) a
change in address for notice purposes; (ii) in the case of organizations, a change in the
name of the contact person; and (iii) a termination of registration. Upon receipt of such
notice, the Designated Officer shall revise the applicable Registry accordingly.
I. Registries Available for Public Inspection: Each Registry shall be available
for public inspection during normal Municipal business hours. The Registry shall include the
name, address and telephone number of each Interested Person and for organizations, the
name and phone number of a designated contact person.
J. Notices to be Sent to Interested Parties: Interested Parties shall be sent the
following notices and any other notices required under the Act with respect to the applicable
Redevelopment Project Area:
(i) pursuant to section §74-4-5(a) of the Act, notice of the availability of a
proposed redevelopment plan and any related eligibility report, including how to
obtain such proposed redevelopment plan and any related eligibility report, shall be
sent by first class mail within a reasonable period of time after the adoption of a
resolution fixing the public hearing for a proposed redevelopment plan;
(ii) pursuant to section § 74-4.5(a) of the Act, notice of changes to proposed
redevelopment plans that do not (1) add additional parcels of property to a proposed
Redevelopment Project Area, (2) substantially affect the general land uses proposed
in the redevelopment plan, (3) substantially change the nature of or extend the life of
the redevelopment project, or (4) increase the number of low or very low income
households to be displaced from a Redevelopment Project Area, provided that
measured from the time of creation of the Redevelopment Project Area the total
displacement of households will exceed 10, shall be sent by first class mail not later
than ten (10) days following the Municipality’s adoption by ordinance of any such
changes.
(iii) pursuant to section § 74-4-5 (c) of the Act, notice of amendments to
previously approved redevelopment plans that do not: (1) add additional parcels of
property to a Redevelopment Project Area, (2) substantially affect the general land
uses in the redevelopment plan, (3) substantially change the nature of the
redevelopment project, (4) increase the total estimated redevelopment project costs
set out in the redevelopment plan by more than 5% after adjustment for inflation from
the date the plan was adopted, (5) add additional redevelopment project costs to the
itemized list of redevelopment project costs set out in the redevelopment plan or (6)
increase the number of low or very low income households to be displaced from a
Redevelopment Project Area, provided that measured from the time of creation of a

Redevelopment Project Area the total displacement of households will exceed 10,
shall be sent by first class mail not later than 10 days following the Municipality’s
adoption by ordinance of any such amendment.
(iv) pursuant to section § 74.4-5(d) (9) of the Act for redevelopment plans or
projects that would result in the displacement of residents from 10 or more inhabited
residential units or that contain 75 or more inhabited residential units, notice of the
availability of the annual report described by sub-section § 74.4-5(d), including how
to obtain such annual report, shall be sent by first class mail within a reasonable
period of time after completion of the certified audit report.
(v) pursuant to section § 74.4-6(e) of the Act, notice of any preliminary
public meeting required under the Act for a proposed Redevelopment Project Area
that will result in the displacement of 10 or more inhabited residential units or which
will contain 75 or more inhabited residential units shall be sent by certified mail not
less than 15 days before the date of such preliminary public meeting.
K. Non Interference: These Registration Rules shall not be used to prohibit or
otherwise interfere with the ability of eligible organizations and individuals to register for
receipt of information to which they are entitled under the Act.
L. Amendment of Registration Rules: These Registration Rules may be amended
by the Municipality subject to and consistent with the requirements of the Act.

EXPANSION OF A CEMETERY ON A ONE ACRE OR GREATER SITE
LOCATED AT 9900 GROSS POINT ROAD, SKOKIE, ILLINOIS,
IN AN R1 SINGLE-FAMILY DISTRICT
1 WHEREAS, the owner of the following described real property:
2 LOT 1 IN MEMORIAL PARK ADDITION, BEING A RESUBDIVISION IN THE SOUTHWEST
3 QUARTER AND THE SOUTHEAST QUARTER OF SECTION 10, TOWNSHIP 41 NORTH,
4 RANGE 13, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN COOK COUNTY, ILLINOIS.
5 PINS: 10-10-301-016-0000, 10-10-411-002-0000
6 more commonly described as 9900 Gross Point Road, Skokie, Illinois (hereinafter “Subject
7 Property”), petitioned the Village of Skokie for site plan approval to expand a cemetery on a site
8 that is 1 acre or greater, in an R1 Single-Family district; and
9 WHEREAS, the instant case is a companion case to Plan Commission Cases 2019-09P,
10 2019-10P and 2019-12P; and
11 WHEREAS, SCI Illinois Services, LLC is the owner and operator of Memorial Park
12 Cemetery at 9900 Gross Point Road and the adjacent parcel of land at located at 9726 Gross
13 Point Road. The later was previously the site of the cemetery caretaker’s residence which was
14 demolished in 2013 and has been vacant since that time; and
15 WHEREAS, SCI desires to expand the cemetery by using the vacant parcel for burial
16 sites and site plan approval is necessary as the combined site is greater than one (1) acre in
17 size; and
18 WHEREAS, the Skokie Plan Commission, at a public hearing duly held on April 18,
19 2019: (i) determined that proper legal notice had been achieved, (ii) made the appropriate
20 findings of fact in the affirmative, as required under Section 118-6(g) of the Skokie Village Code,
21 and (iii) voted to recommend to the Mayor and Board of Trustees that the requested site plan
22 approval be granted subject to the conditions contained in the Plan Commission Report, dated
23 May 20, 2019; and
24 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on May 20,
25 2019, voted to concur in the aforesaid recommendations and findings of fact of the Skokie Plan
26 Commission;
27 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
28 Village of Skokie, Cook County, Illinois:

1 Section 1: That the site plan approval requested by the petitioner to expand the
2 cemetery at the property legally described above and commonly known as 9900 Gross Point
3 Road, Skokie, Illinois, in an R1 Single-Family district is hereby granted and approved subject to
4 each of the conditions set forth below:
5 1. The petitioner shall develop the Subject Property in substantial conformance with the
6 2019-11P – Site Plan Approval: 9726 and 9900 Gross Point Rd (aerial photo) dated April
7 18, 2019;
8 2. A full 132.494-acre site plan shall be comprised of a cemetery grave plot map with
9 building footprints and pavement edges and shall be provided prior to any full or modified
10 review of a future site plan approval or special use permit application;
11 3. The petitioner shall test the well water and septic system on an annual basis, and they
12 shall be maintained in a good state of repair. These facilities shall be properly abandoned
13 once connections are made to Village water and sewer systems;
14 4. All future tree removals for new construction will require Tree Removal Permits. A Site
15 Tree Reimbursement Form may be submitted to the Village Forester after the
16 replacement trees have been planted;
17 5. No objects are allowed within a 10' sight distance triangle, between 30" and 84" in height
18 from grade except traffic control devices listed in the Manual on Uniform Traffic Control
19 Devices;
20 6. All fencing, walls, sidewalks, driveways, curbs, wheel stops, parking areas, signage,
21 landscaping, structures, and any other facilities or infrastructure on the Subject Property
22 shall be maintained in a good state of repair, and when needed, be repaired or replaced in
23 a timely manner;
24 7. All private and public sidewalks shall be maintained free of snow, ice, sleet, or other
25 objects that may impede travel;
26 8. Any plan to modify parking lot striping must be approved by the Director of Engineering;
27 9. The handicapped parking spaces shall be installed and maintained in compliance with
28 State of Illinois Accessibility Standards and the Skokie Village Code, including required
29 signage;
30 10. All new construction, alterations, and remodeling shall meet current International Building
31 and NFPA Life Safety Codes as amended;
32 11. The petitioner shall obtain all required permits and approvals for improvements to County,
33 State, or Federal rights-of-way from the governing jurisdiction;
34 12. All new signage shall conform to the Skokie Village Code. Any sign on the Subject
35 Property that is in violation of that Code must be removed or modified to conform with the
36 Village Code prior to the issuance of an occupancy permit;
37 13. All modifications to building elevations, signage, and landscaping shall be subject to the
38 review and approval of the Skokie Appearance Commission;
39 14. If future changes occur, the petitioner shall submit to the Planning Division electronic files
40 of the site plan and landscape plan in their approved and finalized form;
41 15. Prior to the issuance of building permits, the petitioner shall submit to the Planning

1 Division of the Community Development Department the name, property address, email
2 address, and telephone number of the company and contact person responsible for site
3 maintenance in compliance with this site plan approval;
4 16. If work is to be performed on public property or if public property is utilized or impacted
5 during construction and/or development, the owner shall provide, or shall cause the
6 developer and/or contractor to provide, the Village of Skokie with a certificate of insurance
7 naming the Village of Skokie as additionally insured for any and all claims related to any
8 and all work. The owner shall hold and shall cause the developer and/or contractor to
9 hold, the Village of Skokie harmless and indemnify the Village for any and all claims for
10 property damage or personal injury related to work on or use of public property;
11 17. The petitioner shall comply with all Federal and State statutes, laws, rules and regulations
12 and all Village codes, ordinances, rules, and regulations; and
13 18. Failure to abide by any and all terms of this Ordinance shall be cause for the Village to
14 initiate hearings to determine whether the subject Ordinance, as well as any applicable
15 business licenses, should be revised or revoked. The petitioner shall pay all costs related
16 to any hearings conducted as a result of non-compliance with any of the provisions of the
17 enabling ordinance. The costs shall include but not be limited to court reporter fees,
18 attorney fees, and staff time required researching and conducting said hearing.
19 Section 2: That a notice of the approval of this Ordinance incorporating the
20 conditions contained herein shall be executed by the owner of the property in writing and duly
21 recorded with the Cook County Recorder of Deeds Office at the owner’s expense.
22 Section 3: That this Ordinance shall be in full force and effect from and after its
23 passage, approval, and recordation as provided by law.

10 WHEREAS, this case is a companion to Plan Commission cases 2019-09P, 2019-10P
11 and 2019-11P; and
12 WHEREAS, the Skokie Plan Commission is supportive of the existing cemetery to
13 remain, with a minor expansion of burial sites into an area of 0.162 acres at the southeast
14 corner of the property, and implementing the future plans for Skokie, including a full-width,
15 multi-use path along Old Orchard Road; and
16 WHEREAS, the Skokie Plan Commission, at a public hearing duly held on April 18,
17 2019, for which proper legal notice had been achieved and no interested parties appeared, (a)
18 made the appropriate findings of fact as required under Section 118-6(f) of the Skokie Village
19 Code and (b) voted to recommend to the Mayor and Board of Trustees that the requested
20 special use permit be granted subject to the conditions contained in the Plan Commission
21 Report dated May 20, 2019; and
22 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on May
23 20, 2019, concurred in the aforesaid recommendations and findings of fact of the Skokie Plan
24 Commission;
25 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
26 Village of Skokie, Cook County, Illinois:
27 Section 1: That the special use permit requested by the petitioner to continue to

4 Society of North America (IES) standards, be full cut-off design, and be
5 directed away from adjacent properties, subject to the approval of the
6 Engineering Division;
7 2. Any outdoor sound systems shall at all times maintain audio levels that are
8 compliant with the Skokie Village Code;
9 3. If work is to be performed on public property or if public property is utilized or
10 impacted during construction and/or development, the owner shall provide, or
11 shall cause the developer and/or contractor to provide, the Village of Skokie
12 with a certificate of insurance naming the Village of Skokie as additionally
