MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday July 1, 2019
Pledge of Allegiance led by the Village Board.
The Mayor called the meeting to order.
The Deputy Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein,
Gray-Keeler and Mayor Van Dusen.
Motion to approve the Consent Agenda.

A. Recognition
Recognition of Clean Green Skokie! participants presented by Marketing &
Communications Director Ann Tennes
A total of 24 groups, families and individuals participated in the 2019 Clean, Green Skokie litter
cleanup initiative in April and May.
These are a few examples of this year’s participants.
Alili Family south side of Old Orchard Road, Turning Point volunteers Skokie Boulevard
between Oakton to Carol, Benitez Family north of Oakton Park, District 69 Positive Action
Committee- Lorel Park, Central United Methodist Church Green Team Knox from Oakton to

Mayor Van Dusen congratulated Pam Garbarini as Chair of the Fine Arts Commission and

Motion to concur with staff’s recommendation and request Mayor and Board to approve the
water rate Ordinance for FY2020.

B. Amendment to Chapter 95 – Right of Way Vacations.
Motion to concur with staff’s recommendation and request Mayor and Board to authorize
Corporation Counsel to draft the necessary code amendments to Chapter 95-Right of Way
Vacations.
Economic Development Director Peyer answered questions from the Board.

Motion to award a contract to Superion, Lake Mary, Florida in the amount of $131,080.27 for the
Superion Public Safety software maintenance contract.

CONSENT
*A. Ordinance 19-7-Z-4469
Motion to adopt an ordinance granting a special use permit to establish and operate a special
trade contractor’s office at 4049 Main Street, Skokie, Illinois in a B1 Service Commercial district
(2019-13P). This item is on the consent agenda for second reading and adoption.

Citizen Comments.
Peggy Tolleson, 5000 Oakton spoke about concerns with the Proposed Hotel on Oakton.
Mickey Gordon , 8843 Kenneth Terrace spoke about construction on her street
concerning her driveway.
Mayor Van Dusen mentioned that the Skokie Library honored Diana Hunter for her 50
years on the Library Board of Trustees. The Village of Skokie also salutes Diana Hunter
for her years of service.
Mayor George Van Dusen provided an update on the amicus brief that the Village of Skokie
signed on to in April of this year. Mayor Van Dusen noted that on June 27, 2019, the United
States Supreme Court blocked the Trump administration’s plan to add a citizenship question to
the 2020 census for the time being. Mayor Van Dusen said that he was proud of the Village of
Skokie’s active role in the arguments filed with the court and the ultimate legal outcome.
