13298 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday August 19, 2019 Pledge of Allegiance led by the Village Clerk Pramod C. Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Klein, Gray-Keeler and Mayor Van Dusen. Trustee Bromberg was not present. Mayor Van Dusen introduced Melinda Lopin-Niles West Grad and Layla Marhoum-guest from Morocco. Motion to approve the Consent Agenda. Moved: Trustee Klein Seconded: Trustee Ulrich Ayes: Roberts, Sutker, Ulrich, Klein, Gray-Keeler and Mayor Van Dusen Nays: None. Absent: Bromberg. Omnibus vote. *Proclamations and Resolutions. A. National Payroll Week – September 1-7, 2019 Omnibus vote. Report of the Village Manager. A. Public Hearing For Oakton Street/Niles Avenue TIF District. Leslie Murphy, Economic Development Specialist and Len Becker, Economic Development Manager conducted the Public Hearing and answered questions. They gave a Power Point Introduction, RPA legal description, RPA goals and objectives, Evidence of the lack of development and growth, fiscal impact on taxing districts, TIF qualification factors present in the RPA, Redevelopment Project, Description and scheduling of the project and Provisions for amending the TIF plan and project. Mayor Van Dusen introduced Joanne Marsden, VP of Skokie School District 69 who read a letter regarding the TIF. He also introduced Margaret Clauson, Superintendent of School District 69. These residents spoke on the proposed Oakton Street/Niles Avenue TIF District: Katherine Miskell, 4537 Cleveland, Kenneth Park, 9050 Ewing, Jan Pels, 8335 Kenneth, Pearl Young, Knox & Davis, Ken Marley, 4651 Elm Terrace, Seetha Kandik, 8636 Monticello. Gayle Schechter, 9033 Keating, spoke about affordable housing. Miles Glasgow, 4535 Concord Lane, spoke about a neighbor at 8200 Kenton with a sewer problem. B. Underground Utilities Placement on Floral Avenue – Sonoma Underground Services, Inc. – $68,775. Motion to award a contract to Sonoma Underground Services, Inc. in the amount of $68,775 for underground utilities placement on Floral Avenue funded through Downtown TIF.
