13326 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday December 2, 2019 Pledge of Allegiance led by Village Clerk Pramod Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Roberts, Sutker, Ulrich, Bromberg, Klein, Gray- Keeler and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Roberts Seconded: Trustee Ulrich Ayes: Roberts, Sutker, Ulrich, Bromberg, Klein, Gray-Keeler, and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday November 18, 2019 Omnibus vote. * Approve Voucher List #14-FY20 of December 2, 2019. Omnibus vote. Proclamations and Resolutions. A. Proclamations Habeeb Quadri Day – December 2, 2019 Mayor Van Dusen read a Proclamation commending and congratulating Skokie Principal Habeeb Quadri for his inspiration, drive and determination for educating the youth of this great Village. Niles Township Food Pantry Awareness Month – December 2019 Mayor Van Dusen read a Proclamation urging all residents to support the efforts of the Niles Township Food Pantry by donating whenever possible non-perishable food items or by volunteering time at the pantry. He spoke about the Pack The Bus toy drive on Saturday December 7 at the Target in Niles from 11-4 p.m. Supervisor Marilyn Glazer thanked the Village and Board for support for the Niles Township Food pantry. * Appointments, Reappointments and Resignations. A. Reappointments Appearance Commission: Michael Lynk as Chair Board of Fire & Police Commission: Beryl Rabinowitz as Vice Chair and Will Evans as Chair Omnibus vote. Report of the Village Manager. A. 2019 Tax Levy Ordinance. Village of Skokie Finance Director Julian Prendi made a Power Point presentation regarding the proposed 2019 Tax Levy.. This is a first reading and will be on the agenda December 16, 2019 for second reading and adoption. Attorney David Dorner for the Self Storage Facility in Skokie spoke about the tax on renting and Leasing on Self Storage. Also Mike Zurek from Oakton Partner LLC 3500 Oakton also spoke about the Tax. *B. Proprietary Purchase of Auto Pulse Compression Devices – Zoll Medical Corporation – $61,335. Motion to award a contract to Zoll Medical Corporation in the amount of $61,335 for proprietary purchase of auto pulse compression devices. Motion to approve the request of the Village Manager for an Executive Session pursuant to Section 2, Paragraph C.11 of the State of Illinois Open Meetings Act at the end of the regular Board Meeting and to adjourn therefrom. Ordinance 19-12-F-4499 An ordinance establishing the compensation of the Village Manager, Deputy Village Clerk, Corporation Counsel and Assistant Corporation Counsels of the Village of Skokie. This item is on the consent agenda for second reading and adoption. Omnibus vote. Citizen Comments. Joseph Doherty form the VA Self Storage Association also spoke about the tax on Self Storage units and the hardship that it has on many residents. Seth Smith,VP from Public Storage, 8050 McCormick also agreed and withdrawing the Self Storage Tax. Adjournment. Executive Session. 551680v1 A MML/JP: 12/2/19 Manager’s Report *12/16/19 THIS ORDINANCE MAY BE CITED AS VILLAGE ORDINANCE NUMBER 19-12-F- AN ORDINANCE PROVIDING FOR THE LEVYING AND ASSESSMENT OF TAXES FOR THE FISCAL YEAR BEGINNING MAY 1, 2019 AND ENDING APRIL 30, 2020 IN THE VILLAGE OF SKOKIE, COOK COUNTY, ILLINOIS 1 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the 2 Village of Skokie, Cook County, Illinois: 3 4 Section 1: That for the fiscal year beginning May 1, 2019 and ending April 30, 2020, 5 the sum of $11,266,575 is hereby levied upon all property within said Village of Skokie subject 6 to taxation for General Corporate purposes, and the sum of $12,201,936 is hereby levied 7 upon all property within the said Village of Skokie subject to taxation for the Skokie Public 8 Library, and the sum of $2,357,103 is hereby levied upon all property within the said Village of 9 Skokie subject to taxation for the Firefighters’ Pension Fund, and the sum of $949,794 is 10 hereby levied upon all property within said Village of Skokie subject to taxation for the Police 11 Pension Fund, and the sum of $3,262 is hereby levied upon all property within Special Service 12 Area (SSA) Number 10 of said Village of Skokie, subject to taxation for improvements within 13 the SSA, as hereinafter set forth. 14 15 The total sum to be levied, namely $26,778,670 shall, when received, be used for the 16 purpose of paying the items hereafter set forth, for each of which an appropriation has been 17 heretofore legally made and which is to be collected from the tax levy of the current fiscal year 18 of said Village of Skokie for General Corporate purposes, and for the Skokie Public Library, 19 and for the Firefighters’ Pension Fund, and for the Police Fund, and for Secial Service Area 20 Number 10. 21 22 That the excess of the amount appropriated for any item over the amount levied for 23 any item, or where no levy is made for any item shall be derived from sales taxes, license 24 fees, permit fees, and other revenues to be collected and received by the Village from sources 25 other than from this tax levy.
