MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Tuesday September 8, 2020
Until further notice, meetings of the Skokie Village Board will be held
electronically, with a majority of Village officials participating via remote access
in order to comply with the State of Illinois Gubernatorial Disaster Proclamation.
Members of the public who wish to comment as to an item on the published agenda or to
comment during public comments must submit their statement or question in writing to
the Village Manager’s Office and all properly submitted statements or questions will be
presented and read during the relevant portion of the meeting. Written comments may be
submitted by email to citizencomments@skokie.org by mail to Village of Skokie, Village
Manager's Office, 5127 Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box
located by the public entry to Village Hall.

commented on the continued support and leadership of the staff.

A. Board of Fire and Police Commission: Police Officer Lateral Entry
Appointments – Amendment to its Rules and Regulations.
Will Evans, Chair of the Board of Fire and Police Commissioners presented the New
Business.
Motion to concur with the Board of Fire & Police Commissioners requests approval of
Police Lateral Entry Appointments which includes eligibility requirements and
examination and selections process which if meant to streamline the process by
considering a candidate’s law enforcement history and experience.

Motion to concur with the Plan Commission that the Petitioner’s request be approved to amend
site plan approval ordinance 07-6-Z-3509 through the modified review procedure subject to all
conditions.

Citizen Comments.
London Summerville sent an email from a group of Lorel Park neighbors meeting regularly in an
effort to combat racism in our community. They commented-on Barack Obama’s Mayors’ Pledge
and that the Public Safety Commission will take on administering the 4 steps of the pledge. They
urged the Commission to try to diversify its membership, engage the community, and that the
members of the commission should represent the wide range of experiences in Skokie, and to
encourage the Commission to lay out a blueprint including a timeline.

Suzanne Strassberger, Joannie McKinney, Katie McKinney, Beth Demes, Amy and
Yochai Eisenberg,Alice Pappas, Jamie Sanden ,Megan Douglas, Randy Payne, Lisa
Litberg, Carrie Ost, Carol and Nathan Coleman and Fernanda Perez.
Manager Lockerby gave an overview of the Public Safety Commission which included a wide
range of community voices, members of color, different backgrounds and numerous community
groups. The Commission will plan out the time line on September 16. The Commission will
work for 7-8 months until late Spring. The Mayor stated the Trustees Sutker and Ulrich are
liaisons to the Commission.

A RESOLUTION APPROVING AND AUTHORIZING THE
LEASE AGREEMENT WITH MUSIC THEATER WORKS FOR SPACE
IN THE NORTH SHORE CENTER FOR THE PERFORMING ARTS
1 WHEREAS, the Village of Skokie (hereinafter “Skokie”) owns and operates the North
2 Shore Center for the Performing Arts (hereinafter “Center”) and Professional Facilities
3 Management (hereinafter “PFM”) manages the operations of the Center on behalf of and as
4 the agent of the Village; and
5 WHEREAS, Music Theater Works (hereinafter “MTW”) is a not-for-profit corporation
6 with forty (40) years of experience in producing musical theatrical shows including more than
7 150 productions and intimate presentations; and
8 WHEREAS, MTW has entered into a lease with Skokie and PFM for 56 months
9 beginning June 1, 2021 through January 31, 2026 to include three large-scale musicals in the
10 Center Theater in August, October and December 2021. The shows will include Mamma Mia
11 in August, Ragtime in October and Billy Elliott in December. In 2022, MTW will expand its use
12 of the North Theater with current plans to include three productions in that space and two in
13 the Center Theater; and
14 WHEREAS, this lease is very positive news for the Center, particularly to expand the
15 dynamic economic engine of the Skokie owned North Shore Center for the Performing Arts
16 and the cultural vitality of Skokie. In combination with regular series programming by PFM,
17 their presence will make for very robust offerings for all demographics; and
18 WHEREAS, the Village Manager recommended to the Mayor and Board of Trustees
19 that the lease with Music Theater Works for space at North Shore Center for the Performing
20 Arts be approved substantially in the form attached hereto and marked as Exhibit “1”, subject to
21 changes approved by the Village Manager or designee and the Corporation Counsel of the
22 Village of Skokie;
23 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
24 Village of Skokie, Cook County, Illinois that the lease with Music Theater Works for space at
25 North Shore Center for the Performing Arts, a copy of which is attached hereto and marked
26 Exhibit “1”, or subject to changes approved by the Corporation Counsel and Village Manager or
27 designee, be and the same is hereby approved.
28 BE IT FURTHER RESOLVED by the Mayor and Board of Trustees of the Village of
29 Skokie, Cook County, Illinois that the Village Manager is hereby authorized to execute the lease
30 with Music Theater Works for space at North Shore Center for the Performing Arts, a copy of
31 which is attached hereto and marked Exhibit “1”, subject to changes approved by the
32 Corporation Counsel and Village Manager or designee.

A RESOLUTION AUTHORIZING THE VILLAGE OF SKOKIE
TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH
COOK COUNTY FOR THE RECEIPT OF CARES ACT FUNDS
1 WHEREAS, 2020 has seen the United States deal with the devastation brought by the
2 Coronavirus (hereinafter “COVID-19”) Global pandemic. The federal, state and local
3 governments are facing not only a health crisis but a financial one as well; and
4 WHEREAS, on March 27, 2020, President Trump signed into law the Coronavirus Aid,
5 Relief, and Economic Security Act (hereinafter “CARES Act”) which allocates some financial
6 relief to both individuals and state and local governments. Cook County (hereinafter “County”)
7 has received approximately $429 million from the U.S. Treasury, authorized from the CARES
8 Act; and
9 WHEREAS, under the CARES Act, the County may distribute a portion of these funds
10 to municipalities within its boundaries, with a population of less than 500,000, to be utilized for
11 reimbursement of direct expenses related to COVID-19 incurred between March and
12 December 2020; and
13 WHEREAS, through an equitable formula, the County has allocated $533,358.12 in
14 CARES Act funding to the Village of Skokie (hereinafter “Skokie”); and
15 WHEREAS, Skokie has already incurred considerable expenses as the result of
16 responding to, preventing and mitigating the spread of COVID-19, which were not budgeted for
17 due to the unanticipated nature of the COVID-19 crisis; and
18 WHEREAS, the County has requested that an Intergovernmental and Subrecipient
19 Agreement For Coronavirus Relief Funds be entered into between Skokie and the County, in
20 order to make said funding available;
21 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
22 Village of Skokie, Cook County, Illinois that the Village of Skokie is hereby authorized to enter
23 into the Intergovernmental and Subrecipient Agreement For Coronavirus Relief Funds with
24 Cook County, attached hereto as Exhibit “1”.
25 BE IT FURTHER RESOLVED by the Mayor and Board of Trustees of the Village of
26 Skokie, Cook County, Illinois, that the Village Manager is hereby authorized to execute the
27 Intergovernmental and Subrecipient Agreement For Coronavirus Relief Funds with Cook

1 WHEREAS, the Village of Skokie is an Illinois Municipal Retirement Fund

3 Compiled Statutes, the Village of Skokie (hereinafter “Skokie”) must maintain an Authorized
4 Agent for IMRF; and
5 WHEREAS, Skokie’s Authorized Agent of record is Ms. Christa Ballowe who is no
6 longer employed by Skokie. Ms. Ballowe recently retired as the Personnel Director with
7 over 20 years of service to Skokie; and
8 WHEREAS, it is necessary that another Authorized Agent on behalf of Skokie be
9 appointed by the Mayor and Board of Trustees; and
10 WHEREAS, Skokie has begun the process of searching for a new Personnel
11 Director. Due to Skokie’s diligence in its process, it will take some time before a successful
12 candidate has been found. Although a part-time interim Personnel Director has been hired,

14 appointed the position of Authorized Agent for IMRF on behalf of Skokie; and

16 as Authorized Agent for IMRF on behalf of Skokie and that Mr. Julian Prendi be appointed

28 WHEREAS, pursuant to the Development Agreement, as revised, Developer intends
29 to construct a twelve (12) story mixed-use commercial and residential building and garage
30 building with 153 units consisting of 1, 2 and 3 bedroom apartments, and approximately
31 15,000 square feet of ground floor commercial space and, in addition, indoor vehicle parking
32 to include 192 private parking spaces and 73 public parking spaces as previously presented
33 to this Board; and
34 WHEREAS, pursuant to the aforementioned Development Agreement, the Mayor and
35 Board of Trustees of the Village of Skokie establishes the sale of the Subject Property in the
36 amount of $1,500,000 to Developer; and
37 WHEREAS, the Corporation Counsel and Village Manager recommended the
38 following to the Mayor and Board of Trustees:
39 (i) That Skokie be authorized to transfer title to the Subject Property commonly
40 known as 8013 Floral Avenue and 8000 Lincoln Avenue, Skokie, Illinois, to be
41 utilized for redevelopment;

1 (ii) That the disposition of property set forth in the Development Agreement, as
2 amended and attached hereto as Exhibit “1”, be approved for the sale of 8013
3 Floral Avenue and 8000 Lincoln Avenue, Skokie, Illinois, in substantially the
4 form attached, subject to changes approved by the Village Manager, or
5 designee, and the Corporation Counsel of the Village of Skokie;
6 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the
7 Village of Skokie, Cook County, Illinois:
8 Section 1: That the above stated recitals to this Ordinance are hereby incorporated
9 in this Section 1 as if fully set forth herein.
10 Section 2: That the Subject Property, legally described above, with the common
11 address of 8013 Floral Avenue and 8000 Lincoln Avenue, Skokie, Illinois, is located within the
12 Village of Skokie and within the Downtown Science & Technology Tax Increment Financing
13 District, of the Village of Skokie.
14 Section 3: That the sale of the fee simple title to the Subject Property is necessary
15 to serve the goals, public purposes and objectives of the Downtown Science & Technology
16 Tax Increment Financing District.
17 Section 4: That the Mayor and Board of Trustees of the Village of Skokie, Cook
18 County, Illinois hereby authorize the Village of Skokie to sell and transfer the Subject Property
19 to be utilized for redevelopment.
20 Section 5: That the Mayor and Board of Trustees of the Village of Skokie, Cook
21 County, Illinois hereby authorize the Village of Skokie to the sale and transfer of title to the
22 Subject Property pursuant to the Development Agreement, as revised, a copy of which is
23 attached hereto as Exhibit “1”, and hereby made a part of this Ordinance, substantially in the
24 form attached, or as changed with the approval of the Village Manager, or designee, and the
25 Corporation Counsel of the Village of Skokie.
26 Section 6: That the Mayor and Board of Trustees of the Village of Skokie, Cook
27 County, Illinois hereby authorize the Village Manager to execute any and all documents
28 necessary to the sale and transfer of title to the Subject Property pursuant to the
29 Development Agreement, as revised, a copy of which is attached hereto as Exhibit “1”, and
30 hereby made a part of this Ordinance, substantially in the form attached, or as changed with
31 the approval of the Village Manager, or designee, and the Corporation Counsel of the Village
32 of Skokie.
33 Section 7: That this Ordinance shall be in full force and effect from and after its
34 passage, approval and publication in pamphlet form and in the Skokie Review on
35 September_, 2020, and September_ , 2020, as provided by law.

AN ORDINANCE AMENDING THE RULES AND REGULATIONS OF
THE BOARD OF FIRE AND POLICE COMMISSIONERS
1 WHEREAS, the Village of Skokie (the “Skokie”) is a municipality exercising home rule
2 authority pursuant to Article VII, Section 6, of the Constitution of the State of Illinois and has
3 the authority to adopt ordinances and regulations relating to its government and affairs; and
4 WHEREAS, Chapter 2, Article VII, Division 2 of the Skokie Village Code establishes
5 the Board of Fire and Police Commissioners (hereinafter “BFPC”) comprised of Skokie
6 residents; and
7 WHEREAS, the purpose of the BFPC is the selection and appointment of all sworn
8 personnel of the Fire Department and Police Department, except the Fire Chief and the Chief
9 of Police, Deputy Chiefs, Fire Captains and Police Commanders, each of whom shall be
10 appointed by the Village Manager. The BFPC also conducts and holds entrance and
11 promotion examinations for both the Police Department and Fire Department in accordance
12 with applicable Illinois statutes and collective bargaining agreements; and
13 WHEREAS, on August 17, 2020, at a regular meeting of the BFPC, the BFPC
14 approved the changes to the process of Skokie Police lateral transfer hires and recommended
15 the appropriate changes be made to the “Skokie Board of Fire and Police Commissioners
16 Rules and Regulations”; and
17 WHEREAS, the BFPC Chairman Will Evans recommended to the Mayor and Board of
18 Trustees that the Rules and Regulations for the BFPC be amended regarding changes to the
19 police lateral transfer process, as outlined in Exhibit “1”, a copy of which is attached hereto;
20 and
21 WHEREAS, the Mayor and Board of Trustees at a public meeting duly held on
22 September 8, 2020 concurred in the aforesaid recommendations; and
23 NOW, THEREFORE, BE IT ORDAINED, by the Mayor and Board of Trustees of the
24 Village of Skokie, Cook County, Illinois;
25 Section 1: That the Rules and Regulations of the Board of Fire and Police
26 Commissioners, a copy of which is attached hereto as Exhibit “1”, are hereby amended in the
27 manner indicated in Exhibit “1” attached hereto. The new material is highlighted in yellow.
28 Section 2: That this Ordinance shall be in full force and effect from and after its

GOLF ROAD FOR AN AMENDMENT TO SITE PLAN APPROVAL ORDINANCE 07‐6‐Z‐3509
THROUGH THE MODIFIED REVIEW PROCEDURE TO MODIFY THE SITE PLAN
The Community Development Department received a request from Golf Medical to amend site plan
ordinance 07‐6‐Z‐3509 through the modified review procedure. The site plan for a 7,150 square foot
medical building was approved in 2007. The owner is requesting approval for a 1,922 square foot addition
to the building.
The petitioners have submitted a revised site plan and architectural elevations. The addition will result in
the loss of 9 parking spaces, but the site will remain fully compliant with parking requirements. The total
number of spaces required with the addition is 28 spaces while the total provided on the site is 61. The
Appearance Commission reviewed the architectural elevations and approved a Certificate of
Appropriateness at their July 8, 2020 meeting.
The Corporation Counsel, Plan Commission Chairman, and Community Development Director reviewed the
request. It was their opinion that the requested site modifications are in substantial compliance with the
intent of the original site plan approval ordinance.
It is respectfully recommended that the Petitioner’s request be approved to amend site plan approval
ordinance 07‐6‐Z‐3509 as follows with all new language in bold print and all language to be deleted struck
through:
1. The petitioner shall develop the portion of Subject Property referenced as Lot 2 in substantial
conformance with the final Village approved Proposed Elevation, dated February 26, 2007 June 30,
2020, and attached hereto as Exhibit “B”, and the Site Plan, dated May 29, 2020, attached hereto as
Exhibit “A” and Landscape Plan, attached hereto as Exhibit “1” of Exhibit “C”, both of which were last
revised April 11, 2007. The portion of the Subject Property, referenced as Lot 1 subsequent to the
subdivision, as developed, and shall remain in substantial compliance with Floor Plans and Elevations,
dated June 20, 1997, the Site Plan, dated June 29, 1998, and the Revised Landscape Plan, dated October
17, 2000.

27 modified to reflect the request and all other conditions of that Ordinance remaining in full force
28 and effect; and
