MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8
p.m. on Monday October 5, 2020
Until further notice, meetings of the Skokie Village Board will be held
electronically, with a majority of Village officials participating via remote access
in order to comply with the State of Illinois Gubernatorial Disaster Proclamation.
Members of the public who wish to comment as to an item on the published agenda or to
comment during public comments must submit their statement or question in writing to

Domestic Violence Awareness Month – October 2020
Mayor Van Dusen read a Proclamation proclaiming the month of October 2020 as
Domestic Violence Awareness Month and call upon the people of Skokie to raise
awareness about the societal problem of domestic violence throughout community and its
devastating effects on families and communities. Michelle Knipmeyer, social worker from
the North Suburban Legal Aid Clinic in Highland Park commented on the Proclamation.

A. TIF Grant Reimbursement for 8017-8025 Skokie Boulevard – Northfield Group, Ltd.
Motion to request Mayor and Board to approve a one-time TIF grant within the Downtown
Science & Technology TIF District grant in an amount not to exceed $55,000 to support the
mixed-use residential and commercial project at 8017-8025 Skokie Boulevard.

Community Development Block Grant Hearing.
A. Substantial Amendments for PY20-24 (or PY15-19) Consolidated Plan and
PY20 (or PY19) Action Plan.
Carrie Haberstich, Planner/CDBG Administrator presented the Community Development Block
Grant Hearing.
Overview
On September 11, 2020, the U.S. Department of Housing and Urban Development (HUD)
announced Tranche 3 Coronavirus Aid, Relief, and Economic Security (CARES) Act funding
allocations for Community Development Block Grant (CDBG) entitlement communities. The
Village of Skokie will receive $443,475 in CDBG-CV3 funds to further support its COVID-19
response. The substantial amendment process will enable the Village to support additional
small businesses in time to prepare for winter operations, support additional households with
housing payments to keep them in their homes, and support other public services to mitigate the
impacts of COVID-19.
Background
The substantial amendments will facilitate the distribution of CDBG-CV3 funding.
Next Steps
Motion to approve the substantial amendments for the PY20-24 (or PY15-19)
Consolidated Plan and PY20 (or PY19) Action Plan so they can be submitted to HUD for
review and approval.

ES-05 Executive Summary - 24 CFR 91.200(c), 91.220(b)
1. Introduction
CDBG-CV3: On September 11, 2020, the U.S. Department of Housing and Urban Development (HUD)
announced additional CARES Act Tranche 3 funding distributions to Community Development Block Grant
(CDBG) entitlement communities to continue their responses to the COVID-19 pandemic. This
Consolidated Plan specifically discusses Skokie’s planned response to COVID-19, including adding CDBG-
CV3 activities to the PY20-24 Consolidated Plan that commenced on May 1, 2020. [Note: This amendment
may impact the PY15-19 Consolidated Plan that commenced on May 1, 2015, as HUD has not yet finalized
guidance on the Tranche 3 funding.] This October 2020 substantial amendment is intended to be additive to
the existing plan approved by HUD.
2. Summarize the objectives and outcomes identified in the Plan
CDBG-CV3: Due to the uncertainty of COVID-19, this substantial amendment will focus on supporting
Skokie’s low/moderate-income residents through September 30, 2022, or as allowed per HUD as the
COVID-19 response progresses. The primary focus of these funds will be to support Skokie residents’
housing costs, small business working capital, and other public services. All CDBG-CV3 funding may be
allocated to support public services activities, as the 15% cap has been waived. All funds must be allocated
to support COVID-19-related activities. Great care must be taken by staff and community members to avoid
a duplication of benefits (generally defined as using funding from different programs to pay for the same
service, activity, or project).
3. Evaluation of past performance
CDBG-CV3: Skokie and its service providers have been tracking COVID-19 expenses, as costs can be
reimbursed after they have been incurred, another unique feature of the CDBG-CV3 funds.
4. Summary of citizen participation process and consultation process
CDBG-CV3: The Village conducts an extensive consultation process in preparation for its 5-year
Consolidated and 1-year Action Plans; therefore, a majority of the consultation process was completed prior
to this substantial amendment. Additional consultation for the CDBG-CV planning process included
communicating with current CDBG grantees, potential new grantees with CDBG experience, community
members, and Village staff.
Public comments were requested at the October 5, 2020, Village Board of Trustees meeting, and the Village
Board of Trustees approved the substantial amendment.

The Consolidated Plan substantial amendment public hearing notice was published in the Skokie Review on
September 24, 2020.
A draft substantial amendment was made available for public review and comment from September 25,
2020, to October 5, 2020, at https://www.skokie.org/1037/CDBG-CV, exceeding the minimum 5-day period
allowed by HUD for CDBG-CV3 funds.
5. Summary of public comments
CDBG-CV3: No public comments were received during the official draft Consolidated and Action Plans
substantial amendment comment period.
6. Summary of comments or views not accepted and the reasons for not accepting them
CDBG-CV3: In light of the urgent need for a response to COVID-19, a portion of Skokie’s CDBG-CV3 funds
may be used to support economic development activities such as small business assistance, as long as
there is no duplication of benefits.
7. Summary
CDBG-CV3: The $443,475 in CDBG-CV3 funds were based on a formula basis to entitlement communities
such as the Village of Skokie to support a COVID-19 response to principally benefit low/moderate-income
persons and address an urgent need.

“bricks and mortar” projects and service activities. Skokie’s CDBG-CV3 program will support a COVID-
19 pandemic response with a focus on supporting low/moderate-income residents and businesses

1. Introduction
CDBG-CV3: On September 11, 2020, the U.S. Department of Housing and Urban Development (HUD)
announced additional CARES Act Tranche 3 funding distributions to Community Development Block Grant
(CDBG) entitlement communities to continue their responses to the COVID-19 pandemic. This
Consolidated Plan specifically discusses Skokie’s planned response to COVID-19, including adding CDBG-
CV3 activities to the PY20-24 Consolidated Plan that commenced on May 1, 2020. [Note: This amendment
may impact the PY15-19 Consolidated Plan that commenced on May 1, 2015, as HUD has not yet finalized
guidance on the Tranche 3 funding.] This October 2020 substantial amendment is intended to be additive to
the existing plan approved by HUD.
2. Summarize the objectives and outcomes identified in the Plan
CDBG-CV3: Due to the uncertainty of COVID-19, this substantial amendment will focus on supporting
Skokie’s low/moderate-income residents through September 30, 2022, or as allowed per HUD as the
COVID-19 response progresses. The primary focus of these funds will be to support Skokie residents’
housing costs, small business working capital, and other public services. All CDBG-CV3 funding may be
allocated to support public services activities, as the 15% cap has been waived. All funds must be allocated
to support COVID-19-related activities. Great care must be taken by staff and community members to avoid
a duplication of benefits (generally defined as using funding from different programs to pay for the same
service, activity, or project).
3. Evaluation of past performance
CDBG-CV3: Skokie and its service providers have been tracking COVID-19 expenses, as costs can be
reimbursed after they have been incurred, another unique feature of the CDBG-CV3 funds.
4. Summary of citizen participation process and consultation process
CDBG-CV3: The Village conducts an extensive consultation process in preparation for its 5-year
Consolidated and 1-year Action Plans; therefore, a majority of the consultation process was completed prior
to this substantial amendment. Additional consultation for the CDBG-CV planning process included
communicating with current CDBG grantees, potential new grantees with CDBG experience, community
members, and Village staff.
Public comments were requested at the October 5, 2020, Village Board of Trustees meeting, and the Village
Board of Trustees approved the substantial amendment.

The Consolidated Plan substantial amendment public hearing notice was published in the Skokie Review on
September 24, 2020.
A draft substantial amendment was made available for public review and comment from September 25,
2020, to October 5, 2020, at https://www.skokie.org/1037/CDBG-CV, exceeding the minimum 5-day period
allowed by HUD for CDBG-CV3 funds.
5. Summary of public comments
CDBG-CV3: No public comments were received during the official draft Consolidated and Action Plans
substantial amendment comment period.
6. Summary of comments or views not accepted and the reasons for not accepting them
CDBG-CV3: In light of the urgent need for a response to COVID-19, a portion of Skokie’s CDBG-CV3 funds
may be used to support economic development activities such as small business assistance, as long as
there is no duplication of benefits.
7. Summary
CDBG-CV3: The $443,475 in CDBG-CV3 funds were based on a formula basis to entitlement communities
such as the Village of Skokie to support a COVID-19 response to principally benefit low/moderate-income
persons and address an urgent need.
Note: The initial funding distribution amounts are noted below. As Skokie’s COVID-19 response is implemented,
flexibility regarding activity priorities may be necessary and change (+/- 100%) without the need for a substantial
amendment, including funding public facilities and program administration activities associated with the following
public service and economic development activities:
Public Services. Support individuals, households, and organizations with needs related to COVID-19.
$120,000 shelter (rent, mortgage, and/or utilities for 3 months)
$120,000 small business support
$190,000 other public services (mental health, abuse services, etc.)
Public Facilities. Support facility improvements and operational costs to mitigate the spread of COVID-19.
Program Administration. Support increased costs associated with CDBG-CV program administration.

Skokie’s CDBG program will provide a better quality of life for low/moderate-income residents through
“bricks and mortar” projects and service activities. Skokie’s CDBG-CV3 program will support a COVID-
19 pandemic response with a focus on supporting low/moderate-income residents and businesses

CDBG-CV3: The Village has identified the following activities to be implemented as part of Skokie’s COVID-19
response to achieve the goals of the Consolidated Plan. Please note that the CDBG-CV3 funds may include a
carryover of funds into Program Years 2021 and 2022.

Describe the reasons for allocation priorities and any obstacles to addressing underserved needs
CDBG-CV3: All CDBG-CV3-funded activities will support Skokie’s COVID-19 response. Funds will primarily benefit
low/moderate income individuals, households, businesses, and organizations with housing, economic development,
and other public services-related needs. Up to 30% of the CDBG-CV3 funds may support economic development
urgent need activities, including supporting local businesses with their respective COVID-19-related needs.
Anticipated priorities include:
Rent, Mortgage, and/or Utility Assistance: $120,000. Support housing costs for residents impacted by
job and/or income loss due to COVID-19. Pay rent, mortgage, and/or utility costs for up to three months, or
per alternate HUD guidance, for eligible Skokie households. Including: 24 CFR § 570.207(b)(4)
Small Business Assistance: $120,000. Prioritize small businesses that did not receive assistance from
other COVID-19 funding sources. Avoid job loss caused by business closures related to social distancing
by providing short-term working capital assistance to small businesses to address urgent needs and support
the retention and/or creation of jobs held by low- and moderate-income persons. Including: 24 CFR §
570.203(b) and 24 CFR 570.483(d)
Other Public Services: $190,000. Support public services needs as they arise due to COVID-19, which
could include additional rent, mortgage, and/or utility assistance, depending on need. Including: 24 CFR §
570.201(e)
Program Administration: $13,475. Support program administration costs that may include the purchase of
software licensing to support digital program processes.
