+ 13419 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday January 4, 2021 Until further notice, meetings of the Skokie Village Board will be held electronically, with a majority of Village officials participating via remote access in order to comply with the State of Illinois Gubernatorial Disaster Proclamation. Members of the public who wish to comment as to an item on the published agenda or to comment during public comments must submit their statement or question in writing to the Village Manager’s Office and all properly submitted statements or questions will be presented and read during the relevant portion of the meeting. Written comments may be submitted by email to citizencomments@skokie.org by mail to Village of Skokie, Village Manager's Office, 5127 Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box located by the public entry to Village Hall. Pledge of Allegiance led by Village Clerk Pramod C. Shah. The Mayor called the meeting to order. The Clerk called the Roll. Those present were Trustees Roberts, Sutker, Ulrich, Bromberg. Klein, Gray-Keeler and Mayor Van Dusen. The Trustees were joining by remote electronic access. Motion to approve the Consent Agenda. MOTION CARRIED * Approve, as submitted, minutes of regular meeting held Monday, December 21, 2020. Omnibus vote. * Approve Voucher List #16-FY21 of January 4, 2021. Omnibus vote. Report of the Village Manager. A. COVID-19 Update. Mike Charley, Director of Health and Human Services gave a Covid update. To date there are 4,483 Cases, 97 deaths, 7 day average, 24 case/day, unofficial 7 day moving average Positivity rate 6.2% as of 12/30/20. Contact tracing is going on 7 days a week. The 1st shipment on December 17th and the 2nd shipment on December 22 went to North Shore University Health system. Skokie received 500 doses of Moderna vaccine on December 28 and 800 doses January 4th. The vaccines will take place in many months. Pfizer vaccine-21 days apart, Moderna vaccine-28 days apart. The vaccine supply is limited and will increase in the coming months. The vaccine will be given in Phases and by late March the rest of the population will get vaccinated. There will be information on the Village of Skokie website and the NewSkokie that comes to the houses. Report of the Corporation Counsel. A. Request for an executive session in accordance with paragraph 2(c)(11) of the Illinois Open Meetings Act pertaining to the new review and discussion of pending litigation. Motion to approve the request for an Executive Session in accordance with paragraph 2(c)(11) of the Illinois Open Meetings Act pertaining to the review and discussion of pending litigation at the end of the regular meeting and to adjourn therefrom. MOTION CARRIED 1 13420 Meeting of the Mayor and Board of Trustees Monday January 4, 2021 Page Two 2021-2022 Community Development Block Grant Public Hearing #2. (A) FY22 Public Hearing Presentations Carrie J. Haberstich, Planner/CDBG Administrator presented the Public Hearing #2 The Village's entitlement grant for FY22 is not yet known. At this time, we are estimating $600,000 in entitlement funds. In addition to the new entitlement, we plan to reprogram previously unallocated funds and program income (if available) from the current program year, while accommodating a reserve of unobligated funds that could be used for emergency expenses, resulting in an estimated FY22 budget of $650,000. Proposals from both Village staff and outside agencies total $832,520, so reductions will be necessary. The program’s 20% cap for administrative funding is applied against the new entitlement only, while the 15% cap for public service funding (non-capital/non-construction expenditures) is applied against the new entitlement plus any program income from the current program year. Budget recommendations by staff will be presented at the next public hearing on Monday, February 1. The Board will determine at that time the proposed funding award for each project or activity. Trustee Sutker recused herself from participating in the discussion and voting on the grant as she is a Licensed Social Worker employed by s social service agency that is an applicant for a CDBG grant. She acknowledged the death of a member of the commission on family services, and a friend, Angelo Militello. He was a valued member of the commission, a member of the Local area network and Niles Township Youth Coalition. He worked for 10 years at JCFS advocating for teens in the alternate suspension program. He will be missed. Overview of CDBG Proposals for PY21/FY22 Village of Skokie Community Development Block Grant (CDBG) Program January 4, 2021 FY21 FY22 Allocation Request ($) ($) Administration 99,977 115,000 VOS - he Community Development Department is seeking funding to administer the Village’s CDBG Program, Program implement and monitor all projects, submit all required documentation to HUD, utilize software to more Administration efficiently and effectively administer the CDBG programming, and coordinate all planning activities relative to the Village’s community development efforts. (20% administration cap) VOS - The Community Development Department is seeking funding to continue to participate in the preparation of a 10,000 5,000 Planning regional Assessment of Fair Housing (AFH), to be completed in 2021. Although a portion of the budgeted funds allocated for FY20 and FY21 have been spent, administration funds may only be used during the specified program year; therefore, this line item is a placeholder to ensure the final payment for the AFH can be funded with CDBG administration funds. (20% administration cap) Housing VOS - Home The Building, Zoning & Property Standards Division is seeking funding to continue the Village's program of 70,000 90,000 Improvement repairing single-family homes, which began in 1983. The request will enable low/moderate-income households Program (less than 80% of area median family income) to be eligible to receive grants up to $12,000 to pay for building materials or contractors' services. A grant (in lieu of an interest payment) for the moderate-income households (50-80% of median family income) will continue its trial period. HODC - The HODC is seeking funding to make improvements to 4 Skokie properties: 8519 Niles Center Road, 7850 16,800 45,000 Housing Niles Avenue, 8256 Keating Avenue, and 8218 Kilpatrick Avenue. Projects include system repairs, security Opportunity access improvements, and equipment installation. The goal is to improve the safety and security of all tenants Development living in each building. HODC to provide an estimated $15,000 in matching funds from other sources, and/or a Corporation reduction in the work scope. VOS - The Manager's Office and Community Development Department are seeking funding to further affordable 75,648 100,000 Affordable housing in Skokie. The expectation is that these funds will be used to facilitate improving existing housing Housing units that are affordable low/moderate-income households. Activities may include exterior improvements for a Initiative/ group of homes on a common block or in the same neighborhood. Neighborhood Enhancement Program Infrastructure VOS - Street The Engineering Division is seeking funding to resurface Lamon Avenue (between Greenwood and Gross 220,000 220,000 and Alley Point), and LaCrosse Avenue (between Greenwood and Church). Both street segments are located in Census Resurfacing Tract 8070, Block Group #1 (8070-1), which is an eligible low/moderate-income residential area. According to 2011-2015 American Community Survey (ACS) data, 55.85% of the population in 8070-1 is comprised of low/moderate-income residents. Street and alley resurfacing is a high priority of the Village’s Capital Improvement Program (CIP) budget. 2 Meeting of the Mayor and Board of Trustees Monday January 4, 2021 Page Three 13421 VOS - The Engineering Division is seeking funding to provide grants to homeowners meeting low/moderate-income 2,926 3,000 Sidewalk eligibility who are required to participate in the Village’s 50/50 sidewalk replacement program. Low/moderate- Replacement income property owners are able to apply, on an individual basis, for CDBG funds to cover their 50% share. A Program simple application form is used and proof of income status is based on our Home Improvement Program guidelines (i.e. most recent federal tax return or proof of current earnings and signed affidavit). The focus area will be Howard Street to the north, and the south/east/west Village limits. Households in other areas of Skokie may participate upon request. Public Services VOS - Social The Human Services Division is seeking funding to offset 60% of the costs for a Village Social Worker position. 40,555 53,800 Worker The Social Worker works with low/moderate-income residents who need various types of case management, financial assistance, counseling, and referrals. Residents seeking financial aid are required to prove their income status prior to receiving any assistance from Human Services. JCFS JCFS is seeking funding to provide financial stability services and coordinated case management for Skokie 4,000 6,000 residents. The overall goal of the program is to empower low-income individuals to create more stable environments for themselves and their families. Center for The Center for Enriched Living (CEL) is seeking funding to support an employment specialist to assist low- 0 5,000 Enriched income Skokie residents with developmental disabilities with employment opportunities to address the 85% Living unemployment rate for individuals with disabilities. (20% administration cap) VOS - Planning The Community Development Department is seeking funding to continue to participate in the preparation of a 10,000 5,000 regional Assessment of Fair Housing (AFH), to be completed in 2021. Although a portion of the budgeted funds allocated for FY20 and FY21 have been spent, administration funds may only be used during the specified program year; therefore, this line item is a placeholder to ensure the final payment for the AFH can be funded with CDBG administration funds. (20% administration cap) Housing VOS - Home The Building, Zoning & Property Standards Division is seeking funding to continue the Village's program of 70,000 90,000 Improvement Program repairing single-family homes, which began in 1983. The request will enable low/moderate-income households (less than 80% of area median family income) to be eligible to receive grants up to $12,000 to pay for building materials or contractors' services. A grant (in lieu of an interest payment) for the moderate-income households (50-80% of median family income) will continue its trial period. In addition, if a home owner received CDBG funding in the past, fulfilled its contractual obligations with the Village, and has remained in the home for an additional 15 years, he/she could be eligible for additional funding as long as the household remains income-eligible. HODC - Housing The HODC is seeking funding to make improvements to 4 Skokie properties: 8519 Niles Center Road, 7850 16,800 45,000 Opportunity Niles Avenue, 8256 Keating Avenue, and 8218 Kilpatrick Avenue. Projects include system repairs, security Development access improvements, and equipment installation. The expectation is that these funds will be used to facilitate improving existing housing Neighborhood units that are affordable low/moderate-income households. Activities may include exterior improvements for a Enhancement group of homes on a common block or in the same neighborhood. Program Infrastructure VOS - Street and The Engineering Division is seeking funding to resurface Lamon Avenue (between Greenwood and Gross 220,000 220,000 Alley Resurfacing Point), and LaCrosse Avenue (between Greenwood and Church). Both street segments are located in Census Tract 8070, Block Group #1 (8070-1), which is an eligible low/moderate-income residential area. According to 2011-2015 American Community Survey (ACS) data, 55.85% of the population in 8070-1 is comprised of low/moderate-income residents. Street and alley resurfacing is a high priority of the Village’s Capital Improvement Program (CIP) budget. VOS - Sidewalk The Engineering Division is seeking funding to provide grants to homeowners meeting low/moderate-income 2,926 3,000 Replacement eligibility who are required to participate in the Village’s 50/50 sidewalk replacement program. Low/moderate- Program income property owners are able to apply, on an individual basis, for CDBG funds to cover their 50% share. A simple application form is used and proof of income status is based on our Home Improvement Program guidelines (i.e. most recent federal tax return or proof of current earnings and signed affidavit). The focus area will be Howard Street to the north, and the south/east/west Village limits. Households in other areas of Skokie may participate upon request. The activity is designed to solely benefit low/moderate-income clientele. (15% public service cap) JCFS JCFS is seeking funding to provide financial stability services and coordinated case management for Skokie 4,000 6,000 residents. The overall goal of the program is to empower low-income individuals to create more stable environments for themselves and their families. A financial assistance case manager helps families in financial crisis. Specially-trained workers, armed with clinical skills and relationships with local community resource providers, are able to effectively and efficiently assist clients in accessing resources they need to regain and maintain financial stability. (15% public service cap) Center for Enriched The Center for Enriched Living (CEL) is seeking funding to support an employment specialist to assist low- 0 5,000 Living income Skokie residents with developmental disabilities with employment opportunities to address the 85% unemployment rate for individuals with disabilities. (15% public service cap) Asian Human Asian Human Services is seeking funding to subsidize the salaries of dental assistants to provide dental 7,000 15,000 Services - dental services to low-income Skokie residents. The dental assistants are vital to the success of the dental clinic, services being responsible for patient triage, education, seating, medical histories, and radiographs in addition to chair- side assisting and sterilization duties, improving patient flow and maximizing chair time with the patient. Services are available from pediatric through geriatric populations. Dental clinic treatments include education, preventive care, restorative work, and some rehabilitative services to replace missing dentition. The 0 9,000 Health Partners specialist part of Impact's Employment Services Program which assists adults living with mental illness in seeking, acquiring, and maintaining competitive employment in their communities. The evidence-based Individual Placement and Support (IPS) model, developed by Dartmouth College, is used, integrating employment services with mental health services providers. (15% public service cap) Children's Advocacy Children's Advocacy Center is seeking funding to offset the staffing costs of supporting child victims of abuse, 3,000 5,000 Center and their non-offending parents and family members, through a Child and Family Advocate position. The advocate supports the Coordination, Advocacy, and Sensitive Interviewing (CASI), and the Family Support Services (FSS) programs. The Code of Federal Regulations (CFR) accounts for this difficulty in 24 CFR 570.208 (a)(1)(ii) allowing area-wide benefits to low/moderate-income persons. Under this rule, the activity must occur in the highest quartile of Skokie Census Block Groups by concentration of low/moderate-income persons. The areas are shaded and identified in the Low/Moderate-Income Eligible Areas Map provided in section SP-10 Geographic Priorities. The street resurfacing project for Program Year 2020 is illustrated in the Low-Income Area Infrastructure Project Map on the following page. Under this program, a deteriorating Niles Avenue and a deteriorating Hull Street (with Road Biotics ratings of 3.00-4.99 out of 5.00, where 0.00 is best and 5.00 is worst), will be resurfaced in U.S. Census Block Group 8077-1 (a 67.72% low/moderate-income neighborhood). As of April 1, 2019, Skokie is no longer an “exception community”1, as Skokie’s top quartile of Census Block Groups exceeds the minimum threshold of 51% to fund public infrastructure improvement projects. In addition to the low/mod-income eligibility ranking, these streets support Skokie’s Complete Streets policy by providing improved street conditions on official Skokie bike routes. This travel option provides opportunities for access to employment and daily necessities. Additionally, the Limited Clientele Projects Map on the page that follows the infrastructure map, identifies the general locations of public facility improvements that will benefit a limited clientele.
