13439 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Monday March 15, 2021 Until further notice, meetings of the Skokie Village Board will be held electronically, with a majority of Village officials participating via remote access in order to comply with the State of Illinois Gubernatorial Disaster Proclamation. Members of the public who wish to comment as to an item on the published agenda or to comment during public comments must submit their statement or question in writing to the Village Manager’s Office and all properly submitted statements or questions will be presented and read during the relevant portion of the meeting. Written comments may be submitted by email to citizencomments@skokie.org before or during the meetings; by mail to Village of Skokie, Village Manager's Office, 5127 Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box located by the public entry to Village Hall. Resignation Commission on Family Services: Caroline Benjamin Omnibus vote. Report of the Village Manager. A. COVID-19 Update. Mike Charley, Director of Health and Human Services gave a COVID update. There have been 5,584 cases, 113 deaths, 7 day moving average-10/day. Skokie’s positivity rate- 2.72%, Cook County 3.4%. He spoke about the CDC Interim Public Health Guidance- recommendations for fully vaccinated people. Vaccine updates on Skokie’s website-Skokie.org, SkokieNews, COVID hotline, and email. Clinic update-the clinic is running well. Vaccinating 200/hour and 1,050 in 5 hours. Volunteer Recruitment-looking for licensed medical professionals. *B. Emergency Snow Expenditures – Joel Kennedy Construction - $41,771. Motion to award a contract to Joel Kennedy Construction in the amount of $41,771 for emergency snow expenditures. Omnibus vote. C. FY2021 Purchase of (2) Water Meter Division Hybrid Vehicles – Currie Motors Inc., Frankfort, IL – $53,890. Motion to award a contract to Currie Motors Inc., Frankfort, IL in the amount of $53,890 for FY2021 purchase of 2 water meter division hybrid vehicles. Manager Lockerby read a letter from Citizen GoGreen Skokie. They expressed support of a plan on 2 topics-Greenhouse Gas Inventory, and Renewed Sustainability Plan. Manager Lockerby and Public Works Director Slankard answered questions from the Board. The new child 13 care establishment, Little Muslims Childcare, intends to operate every day, 6:00 am to 6:00 14 pm, for up to 15 children. There will be a maximum of three (3) employees at any given time, 15 with food to be catered into the facility; and 16 WHEREAS, while no substantial renovations are planned, some replacement of the fire 17 protections systems are needed. The playground at Seneca Park, adjacent to the south, will 18 be utilized as needed; and 19 WHEREAS, the Skokie Plan Commission, at a public hearing duly held on January 21, 20 2021, for which proper legal notice had been achieved and no interested parties appeared, (a) 21 made the appropriate findings of fact as required under Section 118-6(f) of the Skokie Village 22 Code and (b) voted to recommend to the Mayor and Board of Trustees that the requested 23 special use permit be granted subject to the conditions contained in the Plan Commission 24 Report dated February 16, 2021; and 25 WHEREAS, the Mayor and Board of Trustees, at a public meeting duly held on 26 February 16, 2021, concurred in the aforesaid recommendations and findings of fact of the 27 Skokie Plan Commission; 28 NOW, THEREFORE, BE IT ORDAINED by the Mayor and Board of Trustees of the 29 Village of Skokie, Cook County, Illinois: Page 1 of 3 VOSDOCS-#585363-v1-Ordinance__2020-18P__Special_Use_Permit__Child_Day_Care_Not_in_a_Residence__4035_Dempster 1 Section 1: That the special use permit requested by the petitioner to establish and 2 operate a child day care not in a residence at the Subject Property, described above and 3 commonly known as 4035 Dempster Street, Skokie, Illinois, in a B2 Commercial district, be 4 and the same is hereby granted and approved subject to each of the conditions set forth 5 below: 6 1. The petitioner must operate and maintain the proposed use in substantial 7 conformance with the final Village approved Site Plan received December 7, 8 2020 and Floor Plan received December 7, 2020; 9 2. Prior to occupancy the petitioner must provide a signed agreement to use 10 Skokie Park District’s Seneca Park. A use agreement must remain in effect 11 during the duration of this ordinance; 12 3. All children must be dropped off and picked up by an adult, and vehicles used 13 must be parked on-site; 14 4. Children shall not be allowed to leave the day care without adult supervision; 15 5. Employees must park in parking lot and not in the adjacent residential 16 neighborhood; 17 6. All fencing, walls, sidewalks, driveways, curbs, wheel stops, parking areas, 18 signage, landscaping, structures, and any other facilities or infrastructure on 19 the Subject Property must be maintained in a good state of repair, and when 20 needed, be repaired or replaced in a timely manner; 21 7. All off-street parking spaces must be legibly striped and maintained; 22 8. All modifications to building elevations, signage, and landscaping shall be 23 subject to the review and approval of the Skokie Appearance Commission; 24 9. All signage must conform to the Skokie Village Code. Any sign on the Subject 25 Property that is in violation of that Code must be removed or modified to 26 conform with the Village Code prior to the issuance of an occupancy permit; 27 10. Vehicles must always be parked between, and not overlap, the striped lines of 28 designated parking spaces and must not block driveways, sidewalks, aisles, or 29 other points of access; 30 11. All private and public sidewalks must be maintained free of snow, ice, sleet, or 31 other objects that may impede travel; 32 12. Prior to the issuance of building permits, the petitioners must submit to the 33 Planning Division of the Community Development Department the name, 34 address, and telephone number of the company and contact person 35 responsible for site maintenance in compliance with the special use permit; 36 13. If work is to be performed on public property or if public property is utilized or 37 impacted during construction and/or development, the owner shall provide, or 38 shall cause the developer and/or contractor to provide, the Village of Skokie 39 with a certificate of insurance naming the Village of Skokie as additionally 40 insured for any and all claims related to any and all work. The petitioners shall comply with all Federal and State statutes, laws, rules 2 and regulations and all Village codes, ordinances, rules, and regulations; 3 15. Failure to abide by any and all terms of this Ordinance shall be cause for the 4 Village to initiate hearings to determine whether the subject Ordinance, as well 5 as any applicable business licenses, should be revised or revoked; and 6 16.
