13455 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 8 p.m. on Tuesday May 18, 2021 Until further notice, meetings of the Skokie Village Board will be held electronically, with a majority of Village officials participating via remote access in order to comply with the State of Illinois Gubernatorial Disaster Proclamation. Members of the public who wish to comment as to an item on the published agenda or to comment during public comments must submit their statement or question in writing to the Village Manager’s Office and all properly submitted statements or questions will be presented and read during the relevant portion of the meeting. Written comments may be submitted by email to publiccomments@skokie.org before or during the meetings; by mail to Village of Skokie, Village Manager's Office, 5127 Oakton Street, Skokie, Illinois, 60077; or via the Village’s drop box located by the public entry to Village Hall. Pledge of Allegiance led by Village Clerk Pramod C. Shah. The Mayor called the meeting to order. Mayor Van Dusen stated that starting June 7, 2021, the Mayor and Board of Trustees meeting will be in person. The Clerk called the Roll. Those present were Trustees Sutker, Robinson, Khoeun, Johnson, Pure Slovin, Klein Mayor Van Dusen. The Trustees were joining by remote electronic access. Proclamations Honoring Alan and Lillian Gerstner Mayor Van Dusen read a Proclamation honoring Lillian Polus Gerstner and Alan Gerstner for their years of service to the residents and businesses of Skokie, the Jewish community and all those who seek a better society through community engagement. Alan and Lillian Gerstner thanked the community for the honor to serve. *National Safe Boating Week – May 22-28, 2021 Omnibus vote. *Appointments, Reappointments and Resignations. A. Replacement of Water & Sewer Service Pipes – NPL Construction, Chicago, Illinois - $158,000. Motion to award a contract to NPL Construction, Chicago, Illinois in the amount of $158,000 for replacement of water and sewer service pipes. Omnibus vote. C. Request for Executive Session. Motion to approve the request of the Manager for an Executive Session pursuant to Section 2, Paragraph C.5 and C.6 of the State of Illinois Open Meetings act at the end of the regular meeting and to adjourn therefrom. If there is an item on the Consent Agenda which you wish to address, please inform the Mayor at that time you wish to remove it from the Consent Agenda. 588064v1 A MML: 5/18/21 Manager’s Report THIS RESOLUTION MAY BE CITED AS VILLAGE RESOLUTION NUMBER 21-5-R- RESOLUTION SUPPORTING THE RESTORATION OF LOCAL GOVERNMENT DISTRIBUTIVE FUND REVENUE 1 WHEREAS, the Village of Skokie, as with municipalities across the State of Illinois, 2 provides essential services to its residents daily that include: community health services, 3 mental health and human services, first responder emergency services, infrastructure such 4 as roads, public safety support, transportation and storm/wastewater infrastructure and 5 others that impact life in the Village of Skokie (hereinafter “Skokie”); and 6 WHEREAS, to aid in funding these municipal services, the State of Illinois, when it 7 adopted a state income tax in 1969, committed to share a percentage of the collected 8 income tax with the municipalities through the Local Government Distributive Fund 9 (hereinafter “LGDF”) on a per capita basis; and 10 WHEREAS, until recently, the State of Illinois has honored the long-standing 11 agreement and provided consistent financial support to the municipalities for local services 12 through the LGDF and this investment in local community services has been a backbone of 13 funding these critical services upon which municipalities rely; and 14 WHEREAS, in unilateral actions by the State of Illinois beginning in 2011, LGDF 15 funding has been significantly reduced by the standard 10% of per capita State income tax 16 collections to now 6.06%; and 17 WHEREAS, Skokie depends on LGDF revenue, which at the current reduced rate 18 accounts for 11% of its operating budget, to lessen the burden on taxpayers and reduce the 19 reliance on property taxes; and 20 WHEREAS, Governor JB Pritzker has proposed that the Fiscal Year 2022 State 21 budget include an additional 10% reduction in the amount of LGDF revenue distributed to 22 local governments, slashing this critical source of community funding; and 23 WHEREAS, this aggressive revenue reduction has been proposed at a time when 24 municipalities are straining to support community needs and services under the stress of 25 COVID-19 emergency responses and in effect, constitute a taking of the Federal relief funds 26 soon to be provided to local governments; and 27 WHEREAS, in addition to LGDF cuts over the years, the State has also reduced 28 municipalities’ share of the personal property replacement tax and increased sales tax 29 collection fees, while cities and villages have had to fund skyrocketing pension costs 30 established by the State legislature without any State funding to support them; and Page 1 of 2 VOSDOCS-#588353-v1, Resolution Supporting Restoration of LGDF Revenue 1 WHEREAS, unfortunately those municipalities with fewer revenue sources, such as 2 retail businesses with higher equalized assessed values on property, may be forced to 3 explore increasing property taxes or cutting services amid further LDGF reductions. 4 NOW, THEREFORE BE IT RESOLVED, that the Village of Skokie urges the 5 General Assembly and the Governor to restore LGDF payments to the promised 10% rate 6 so municipalities across Illinois may provide basic levels of service and lessen the reliance 7 on property taxes.
