13708 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 7:30 p.m. on Monday, December 4, 2023 Pledge of Allegiance led by Village Clerk Pramod Shah. Mayor Van Dusen called the meeting to order. The Clerk call the Roll. Those present were Trustees Sutker, Robinson, Khoeun, Johnson, Pure Slovin, Klein and Mayor Van Dusen. Motion to approve the Consent Agenda. Moved: Trustee Pure Slovin Seconded: Trustee Johnson Ayes: Sutker, Robinson, Khoeun, Johnson, Pure Slovin, Klein and Mayor Van Dusen Nays: None. Absent: None. Mayor Van Dusen stated that on Friday, December 1st, he received an opinion letter from the IL Attorney General of a binding determination stating that closed session minutes must be approved in open session during public meetings. He will review this and it will be on the Agenda next Board Meeting. Report of the Village Manager. A. Paid Leave for All Employees Working for the Village of Skokie. Motion to concur with staff’s recommendation to exclude the Village of Skokie as an employer from coverage under the Paid Leave for All Workers Act. Debra Stinson, Human Resources Director answered questions from the Board and residents on how this will impact the Village. Hilary Hunter had questions about this recommendation. Matt Jarvis questioned about a possibility of a “sunset clause”. MOTION CARRIED New Business. Trustee Johnson spoke about the AG letter regarding Closed Session minutes on the agenda December 18th’. He also spoke about unnecessary Primary Elections, possibility of a referendum on the ballot with Ranked Choice Voting. Plan Commission. A. Plan Commission Case 2023-29P – Site Plan Approval: 9230 Lotus Avenue – Orchard Village. Motion to concur with the Plan Commission that the petitioner’s request for a parking determination be 6 on-site parking spaces and the request for a site plan approval to establish a 6-bedroom Congregate Living Facility at 9230 Lotus Avenue be approved subject to all conditions. Moved: Trustee Johnson Seconded: Trustee Pure Slovin 616108 13710 Meeting of the Mayor and Board of Trustees Monday, December 4, 2023 Page Three Dean Rauchwerger from Lotus Avenue spoke about the quiet neighborhood, rules and regulations, locations about group homes. Steven Pauley spoke about potential issues with parking with the bus service. Shelli Patt, Lauren Grodnicki, Steven Anderson, Gail Schechter, Carrie Bradean all spoke in support Orchard Village, Group homes. Residents spoke about “families- blending in”, no problems with residents, good neighbors, location, they have transportation and the Fair Housing Act- housing for disabled people. Ayes: Sutker, Robinson, Khoeun, Johnson, Pure Slovin, Klein and Mayor Van Dusen Nays: None. Absent: None. MOTION CARRIED Public Comments Matt Jarvis-congratulated Board on the Electoral Reform. Jan Beladi- concerns about affordable housing, hopefully taking up in the near future. Lauren Grodnicki-problems with dog poo, Public health hazard, A Solution-enforcement with a 2,500 machine which could use DNA samples to find out which dog should pay a penalty. Emi Yamauchi- the Inclusionary Ordinance-when it will be brought back up. Also any updates on Homewood Suite. Carrie Bradean-Skokie Alliance for Electoral Reform thanked the Village for the official passage of the Ordinance for Electoral Reform. She thanked the volunteers for their time, energy, talents, and material resources. She also thanked the many voters and the implementation team. Trustee Johnson asked what will be on the Agenda Dec. 18th concerning the AG binding determination. Mayor replied that the item will be on the Agenda. He made a motion that the Village Board fully comply with the Attorney General’s December 1st binding determination and include the June 5, 2023 closed session minutes on the Consent Agenda. Linda Berendsen-disagree with the Village Manager to approve an Ordinance regarding the Paid leave for all employees working for the Village of Skokie. Jerome Brozek-Legal Clarification from the Legal Department on legal fees on various topics. Lisa Silverman- James Johnson for Skokie Village Clerk vacancy. Noelle Sullivan -thanked Village Clerk Shah for his service. Also ask the Trustees to appoint James Johnson to the position of interim Clerk. Annie Warshaw Support for James Johnson and Naema Abraham for nomination to the Village Clerk role. Jennifer O’Neil-Support for James Johnson for Village Clerk. Maureen Thomas-Murphy-Carvana Tower in Skokie. Carvana is not building in Skokie. Emi Yamauchi- November 20th Board Meeting-double standards for Public Meetings Code of Conduct. The Trustees had questions regarding Inclusionary housing, affordable housing, income amounts, needs of Skokie residents, renters-affordable housing, need for more affordable housing, ordinance not addressing housing concerns, reevaluate, and the sunset clause. Trustee Johnson made a motion to eliminate the required units in non-TIF projects of 1 50 to 7% and only keep the original 10%. SheIU Patt,-Skokie neighbors for housing justice-concems with reduction on number of required affordable units, high level of affordability which excludes many low-income Skokie residents and essential workers, paying a fee-in-Iiey. Revisit this issue at a later date. Sid Stein-Skokie has highest level of affordable housmg-20%. No need to increase or propose mandate. A resident commented on waiting for the economy to stabilize. Many other various residents spoke-some in favor and some against. Matt Jams-lnclusionary ordinance not doing enough to stabilize Skokie housmg Jason Armani-against the proposed ordinance, timing is not right. Skokie has 19.9% affordable housing compared to other communities. Matt Jarvis spoke about of the drive throughs and emissions. A resident spoke about the ethics complaint of Trustee Johnson, legal representation and the Village right to defend. Vicky Wolfmger spoke about Sanctions, and support for Muslims and Palestinians. Emi Yamauchi spoke about legal costs, Trustee Johnson s accusations. Itonka Ulrich questioned the Ethics Commission Chair. Robert Kiein spoke about the affordable housing. Lauren Grodnicki spoke of the plastic ban, gas powered blowers, lawn sprinkler hours and composting. A resident questioned on when the Drive-through Ordinance will come back. Jerry Brozek agree with Mayor that he has a right to defend the board using Village money for legal fees, stop going after Trustee Johnson, Tmstee Jolmson stated that he is going to stay focused, doing his job and continue to advocate for a nonpartisan Legal Department that is free of political corruption. If Exhibit "1", attached hereto or permit specifies maintenance standards or procedures, such procedures are hereby adopted as part of this Agreement, and by such adoption, become enforcement conditions of this Agreement. 8. Failure to maintain the landscaping as required by this Agreement shall be a nuisance. In the event the PROPERTY OWNER fails to meet the standard of maintenance necessary to keep the landscaping in a healthy condition as required by this Agreement, the VILLAGE shall give written notice of the deficiency to the PROPERTV OWNER who shall have 20 days to make the necessary correction or replacement, or in the case weather prevents the correction or replacement to initiate the same. If such correction or replacement is not made within the aforesaid 20-day period, the VILLAGE may elect to abate the nuisance and take necessary action to assure that the landscaping is replaced and/or maintained. In the event, the VILLAGE so elects; the VILLAGE shall serve notice of its intent to enter the premises for this purpose. The VILLAGE shall either personally serve the notice upon the PROPERTV OWNER or mail a copy of it by certified mail to the PROPERTY OWNER'S last known address, or as shown on the tax rolls, at least 15 days in advance of the date when the VILLAGE or its agent intends to enter the premises. 9. For this purpose, the VILLAGE or its agent may enter upon the property and perform such work as it considers reasonably necessary and proper to restore, maintain, or replace the landscaping required by this Agreement. The VILLAGE may act either through its own employees or through an independent contractor. 10. The VILLAGE shall be entitled to reimbursement for abating the nuisance in restoring, maintaining or replacing the landscaping, provided that the VILLAGE follows the procedures set forth in this Agreement. Costs shall include but shall not be limited to actual costs incurred by the VILLAGE and administrative costs. The VILLAGE shall make demand upon the PROPERTY OWNER for payment. If the PROPERTY OWNER fails to pay the costs within 30 days of the date on which demand is made, the VILLAGE may cause a lien to be placed on the Subject Property. Lockerby, Village Manager DATE: October 27, 2023 SUBJECT: Agenda Item - November 6,2023 Referendum Implementation for Non-Partisan Elections, Staggered Terms and Hybrid Representation including Election Districts As part of the November 2022 Illinois General Election, Skokie residents approved three citizen-initiated referendums that changed Skokie Village Board elections to non-partisan, staggered terms for trustees, and established hybrid representation through the creation of four geographic districts represented by one trustee each and two at-large trustee representatives. Currently, ail Skokie trustees are elected at-large. The Village is responsible for implementation and the Mayor and Board directed the Village Manager to professionally implement the referenda. In addition, the Village's FY24 Budget included $50,000 for professional services related to the implementation. To implement these referenda, a team was formed, led by Village Manager John Lockerby and consisting of Assistant Village Manager Nicholas Wyatt, Management Analyst Alex Franz, Assistant Finance Director Michael Aleksic, Communications and Community Engagement Director Patrick Deignan and Communications Manager Meredith Gioia. The team issued a request for qualifications to obtain legal services specializing in election and districting to assist throughout the implementation process. Through this, the Village Board approved the firm Klein, Thorpe & Jenkins at its June 5, 2023 meeting. Shortly thereafter, the implementation team secured the services of election mapping expert Peter A. Creticos. Ph.D. to help draw the boundaries of the four districts. Three public meetings were held at the Skokie Public Library on August 14, September 1 1 and October 10 to educate residents on the process, solicit feedback and present the draft proposals. Outlined below is a summary of the proposed implementation of the referendums through the expertise of legal counsel, Klein, Thorpe and Jenkins and mapping expert Peter Creticos, and based on feedback received at the three public meetings, through an online survey, and via email. Non-partisan Elections As outlined in Attachment 1 , the Village of Skokie Code wi!l be amended to adopt a system of nonpartisan elections in which candidates for Village of Skokie elected office circulate and file nonpartisan nominating papers for the Consolidated Primary Election and Consolidated Genera! Election beginning with the 2025 Consolidated Election schedule, as set forth Sections 3.1-25-20 through 3.1-25-55 of the Illinois Municipal Code. 65 ILCS 5/3.1-25-20 through 65 ILCS 5/3.1-25 55. A nonpartisan election system prohibits candidates from listing any political party affiliation on their nominating papers and no political party affiliation will be listed on the ballot. They will both stand for election to full, four-year terms at the April of 2025 consolidated election as at-large candidates. • Initially, some trustees will necessarily serve a two-year term to kickstart this staggered system. • In staggering the terms, we also needed to account for the hybrid system mandated by the third referendum question where two trustees are elected at large, and four trustees are elected by district. • All Trustees, whether elected by district or at-large, will serve full four-year terms after the initial two-year terms are served. • The most comparable statutory provisions under the Illinois Municipal Code provide that in "staggering" the terms of elected trustees or aldermen in a hybrid system of representation, the trustees or aldermen elected by ward or district stand for election at the same time and that the "at-large" officials stand for election together at the other biennial election. • The Illinois Municipal Code generally provides for the staggering of terms so that half of the corporate authorities are elected at one biennial election, and the other half at the next, to the extent possible. • If "half the Village Board is to be elected every two years, and if the two at-large trustees will be elected at the same biennial election, then the at-Iarge trustees would run for election to 571038 1 Return to top of F Attachment 1 F full four-year terms with the mayor and clerk at the initial 2025 election implementing the new electoral system approved by referendum. • Correspondingly, if all Trustees will eventually serve full four-year terms, to implement a system of staggered biennial elections of "half the Board [with the at-large candidates running at the same election], the four Trustees running by district would run for two-year terms at the initial 2025 election and for four-year terms at the subsequent 2027 election. One person/ one vote 2. Compact and contiguous 3. Centerthe map on an area of shared identity 4. Follow major thoroughfares, boundaries, and other physical or jurisdictional factors 5. Communities of interest 6. Residents on opposite edges of a district should share a sense of community 7. Observe residential neighborhood contiguities where possible 8. Avoid isolating communities set apart by Edens Expressway or industrial areas. Federal and state constitutions/statutes, and court decisions enshrine principles land 2. As a result/the districts are closely equal in population with each other, and the districts are compact and contiguous. The remaining principles are consistent with best practices based on more than forty years of experience in districting and redistricting. Public services are generally distributed by quadrants that come together in the Village s center. Our approach respects this. In addition/ we adhere to major thoroughfares, boundaries/ and, where feasible, to school district boundaries, in addition, school districts served as proxies for communities of interest, unless otherwise informed by public testimony. We determined that long districts spanning the village along either an east-westaxisora north-south axis would make no sense to residents on opposite ends of such districts. We were careful to obsen/e residential contiguities. For example, we made sure to connect the neighborhood north of Memorial Park with the residential area west of Skokie Boulevard. Finally/we were careful to not isolate the southwest corner by drawing the 4th district first. We considered the merits of all public testimony. Several citizens asked that three maps be presented for consideration. We responded by presenting maps labeled as Prairie, Marsh, and Orchard. We heard testimony that the extended Devonshire Park community remain intact. District 2 accomplishes that. We responded to concerns about the boundary between Districts land 4 by proposing a split that better conforms to the principles guiding the process. Finally, we considered/ but were unable to accomplish a change that would group all multifamily housing along the border with Districts land 2 into District 1. Orchard Village proposes to convert a library space on the ground floor of the residence into an additional bedroom, bringing the total number of bedrooms to 6 in the home. Orchard Village has a Community Integrated Living Arrangement (CILA) license from the Illinois Department of Human Services, which allows them to provide residential services and programs to people with developmental disabilities. Orchard Village provides residential services where people struggling with developmental disabilities are taught how to live independently and are integrated into their communities. Staff provides support with money management, healthy meal preparation, and medical case management. CILA Group homes, services and staff are regulated by the State of Illinois General Assembly’s Administrative code under the chapter of the Department of Human Services. The regulations include maximum number of residents allowed in a group home (8), staff responsibilities and requirements, and specific rules regarding patient care. The home at 9230 Lotus Avenue will serve as a permanent residence for these 6 women in the Orchard Village system and they will have 1-2 staff members present at any time the Orchard Village residents are home. Staff transports residents to jobs, doctors’ appointments, and other extracurricular activities from 8:30am to 2:30pm Monday through Friday. Currently, there are 40 total group homes located in Skokie at 38 different addresses, with 2 congregate living facilities sharing a two-flat residential building. Since the inclusion of congregate living facilities in the village code, there have been 45 group homes of which 5 closed and were sold to be converted back into private residences. Skokie has a long history with group homes and they have shown to be well integrated within their communities. The location of the proposed congregate living facility conforms with the proximity requirement limiting congregate living facilities from being 800 feet from one another as stated in Section 118-95 f (2) of the Village code. The applicant proposes to provide on-site parking for an Orchard Village minivan to be used to transport residents who are unable to drive, and a staff vehicle, in the 2-car garage available on-site. Marlene Hodges, a representative of Orchard Village at the meeting, gave an overview of the programs Orchard Village provides and a clarification of what services will be provided at 9230 Lotus Avenue to its residents. Marlene also answered questions presented to her by the commissioners regarding total number of residents, number of staff at any given time, expected guests or additional visitors, and other clarifying questions regarding the intended use and daily functions of the site. A number of 9230 Lotus Avenue neighbors spoke in regards to their concerns that the site plan proposal would “appreciably alter the characteristics of this neighborhood”. Multiple public comments were made questioning the intended use of the site, and the proposed total number of residents that would be allowed at a time in the residence. Commissioners and staff addressed concerns regarding the proposals compliance with village code and started dialogues regarding the intentions of programs like the ones Orchard Village provides and the responsibility of the neighborhood to be accepting and involved in assisting Orchard Village residents to become more integrated within their communities. Orchard Village is reconfiguring the layout of the ground floor at 9230 Lotus Avenue to add an additional bedroom to the current 5-bedroom residence in order to accommodate the 6 Orchard Village residents at another facility. Orchard Village is requesting to use this 6-bedroom house as a group home for up to 8 unrelated adults with developmental disabilities. Per case 2023-28P, the minimum parking requirement is at least 2 on-site parking spaces for Orchard Village staff and for the Orchard Village van that will remain on-site. PETITIONER’S STATEMENT Orchard Village submitted this statement of effects for 9230 Lotus Avenue: “Orchard Village, based in Skokie, has been in the business of providing services to individuals with developmental and other disabilities for over 50 years. These services include housing and 24-hour care for individuals who are not able to live independently. Orchard Village strives to provide comfortable, safe homes and be a good neighbor in the process. For the past 3 years it has been a strategic initiative of the Orchard Village Board to improve the quality of the homes that the Agency provides. This includes private rooms for all residents and more than one space for the residents to meet with family and friends – perhaps both a family room and a living room. Also, many of the residents are aging and have physical difficulties, especially with stairs. The following is a summary of principal aspects of the proposed development: Comprehensive Plan The Comprehensive Plan identifies this area as Single Family Detached Residential. The proposed Congregate Living Facility adheres to the Comprehensive Plan. Land Use The proposed land use is a Congregate Living Facility, which is a permitted use in the R2 district; however, since the home has more than 4 bedrooms, a Site Plan Approval is required to occupy all 6 bedrooms. Zoning Requirements The existing buildings and improvements adhere to minimum R2 district requirements. Building & Site Elements The existing single-family home and detached garage will remain. There are currently two lots under different pins at this address (10-16-123-055-0000 and 10-16-123-056- 0000). The Fire Prevention Bureau is requesting that site and floor plans be resubmitted by a licensed architect prior to the issuance of any building permits and the scope of work to be defined, as the plans submitted do not show detail of any work is being completed. Fire also requests that sprinkler and fire alarm system plans be submitted and approved. There is currently a code violation regarding the drainage system at this address, in which the Building and Inspections Division issued a final code violation notice and final inspection will take place October 17, 2023. (IV) CASE DESCRIPTIONS Case 2023-28P – Parking Determination: 9230 Lotus Avenue Orchard Village, an Illinois corporation, requires a parking determination for a 6-bedroom congregate living facility. Case 2023-29P – Site Plan Approval: 9230 Lotus Avenue Orchard Village, an Illinois corporation, requests site plan approval for a 6-bedroom congregate living facility in an R2 Single-Family zoning district, and any relief that may be discovered during the review of this case. PINs: 10-22-402-009-0000 and 10-22-402-010-0000 As both cases are related, they were discussed together but voted on separately. Chairman Luke read the submitted public comments into the record. He stated that the Village of Skokie’s job is to oversee that code regulations are followed and that a home is safe. They cannot prohibit a CILA house from occupying a property if it meets requirements. # 615343 Plan Commission meeting minutes October 19, 2023 Return to top of 2023-29P Ms. Marlene Hodges has been employed by Orchard Village as their Executive Vice- President and Chief Operating Officer for twelve years. She gave a brief history of the not- for-profit business explaining that since 1972 they have been providing care and housing services to individuals with developmental disabilities who are unable to live independently on their own. In fact, their 1st clients are still housed with them after 50 years. They currently own (12) small 3-bedroom, 1½ bath homes which serves 6-8 people each with 24-hour staff. As some of the residents are getting older and cannot walk stairs anymore, the Orchard Village board would like to afford handicapped accessible homes where their aging clients can each have a bedroom with a shared bathroom. They strive to provide comfortable, safe homes and be good neighbors. The subject property was owned by a WWII disabled veteran and his son was elated to honor his father by turning the house over to Orchard Village after 70 years of being family owned. It is currently a 5-bedroom, 3-bathroom home which, after converting the library into another bedroom, will become home to 6 women who have been living together for the past 40 years. All the residents go to day programs and are supervised in the evening by caretakers. Occasionally, they do get visited by family. Commissioner Scott Berman asked questions regarding the use of a disability bus parked on site, the exterior changes needed at the property that will be used as an institutional use, and client/staff ratio. Ms. Hodges stated that they use a regular mini-van to take clients to activities and appointments. Orchard Village’s main concern is safety and keeping the interior and exterior aesthetically pleasant. At the subject site, 2 trees were removed which were examined to be unsafe and the grounds were cleaned-up and re-seeded. She also reiterated that 1 or 2 staff are always present whenever clients are at home. Mr. Jose Acosta, Planning Coordinator, requested that the reports be entered into the record as written. Since none of the residents’ drive, the Orchard Village mini-van as well as one staff vehicle are able to utilize the existing 2-car garage. There is enough room on the long driveway to contain 4 additional cars for visitors. The final determination regarding parking was decided by the Plan Commission to be 6 on-site parking spaces; needing no Village Board input. Staff is in support of the site plan approval request. The subject site occupies 2 lots with different PINs and therefore, PIN consolidation is a recommendation for approval. The Fire Department, in their written comments, stated that detailed site and floor plans need to be resubmitted showing the scope of work, with sprinkler and fire alarm systems installed before the issuance of building permits. Staff pointed out that Conditions 2 & 3 of the staff report are to be omitted as they have been taken care of since the writing of the report. Commissioner Gevaryahu questioned if a zoning change was in order. Congregate living facilities are permitted uses in the R2 Single-Family zoning district. However, site plan approval is necessary when a home has more than 4 bedrooms. The current Skokie home that the 6 women are living in will be sold as the stairs are too narrow and challenging even to the able- bodied. Chairman Luke opened the meeting for public comments and called on interested parties from the sign-up sheet. Erik Anderson, 9250 Lotus Avenue, stated that his initial concerns have been explained but was surprised that the Village of Skokie cleaned up the felled tree despite it being on private property. Commissioner Ousley answered that if the tree fell due to a storm and it impacts a public way, the Village will come out. Mr. Anderson also inquired about the side lot. Commissioner Berman stated that the applicant can reject the consolidation recommendation and sell off the buildable, vacant lot next door. Dean Rauchwerger, adjacent homeowner, spoke of the quiet, charming neighborhood that Orchard Village is trying to integrate into. Most households are 2-3 people; not 8-10. This drastic change in density will alter the characteristics of the neighborhood. He also commented on the 3-minute limitation to speak when the petitioner has no time restrictions. It sounds like this is a “rubber-stamp” project including the removal of a 100-year old tree on a week-end. Chairman Luke asked if his concern is against families with more than 2 kids. As an example, this 5-bedroom house could be a home to 2-parents with 3 kids. Commissioner Berman added that a 5-bedroom home is allowed to have as many residents as can fit. Nina Rauchwerger further remarked that neighbors are in attendance to voice their comments of objection. If they cannot stop this project, why did they bother to attend? She also asked about the relationship between the Village of Skokie and Orchard Village; 4 Village trucks cleaned up the downed tree. She also stated that the maximum number of residents is said to be 6 right now; how can they be sure more are not added in the future? Commissioner Berman answered that the house will look like the same house it is. It will not look institutionalized. The house will go through inspections from the Health Department and monitored by other governing agencies. Steven Pauley, 5440 Foster Street, mentioned the conditions of the group home at 9223 Linder (?) that has been in the neighborhood for about 10 years and asked if they were affiliated. Staff is not aware of another group home in the area as locations are not disclosed. It depends on how the Linder home is coded in our computer system. Chairman Luke stated that the Plan Commission reviews development and enforcement is handled by Building Inspection Services. Helen Sarris, 9315 Linder Avenue, referenced that Orchard Village started out with 1 house on Marmora Avenue and continued buying all the houses on the cul-de-sac and wondered if they will be buying up more properties in this neighborhood. Are there limits on space within a certain radius? In 2-3 years, can they bring in more residents? Staff answered that there is a regulation in place that an 800 ft. distance is required between congregate living facilities. The state limits up to 8 non-related residents can occupy a home if space is available. At this house, the maximum is 6 residents. Her concern is their safety if they walk or wander in the neighborhood as there will be no signage at the property. Mark Matthews, 9338 Lotus Avenue, is concerned about his children’s safety and the family’s security. Is this a home for the mentally imbalanced? Selma Zukancic, 9436 Lotus Avenue, commented that the Linder group home is located across the alley from her home and looks like an institutional property. These homes usually have limited resources with only 1 staff member to care for the residents. What about escapes? Where does one go to report problems? In her opinion, the house is good, but the location is bad. Kathy Pauley, 5440 Foster Street, asked if this was a Village of Skokie project. When the house was sold to Orchard Village to become a group home, why wasn’t a meeting set to get neighbor input? Chairman Luke answered that the Village of Skokie had no prior knowledge as this was a private sale. In conclusion, Ms. Hodges reiterated, that this home will have 6 residents with up to 2 staff members. They can legally have 8 but their intent is to have 6. The residents are not locked in; they are higher functioning and can walk around the neighborhood unaided without telling a supervisor. They will not cause any unsafe conditions. Commissioner Ousley commented that he found the discussion to be distasteful talking about people that are not able to go about their business in their own neighborhood. (IV) RECOMMENDATIONS AND VOTING Case 2023-28P: Parking Determination – 9230 Lotus Avenue The Plan Commission determined that the off-street parking requirement for the congregate living facility located at 9230 Lotus Avenue is 6 on-site parking spaces. The attached 2-car garage should accommodate the Orchard Village van as well as a staff vehicle. The long driveway can accommodate 4 additional vehicles for visitors. None of the residents’ drive. This determination is only for this group home and not transferrable.
