MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of
Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 7:30
p.m. on Monday, February 3, 2025
Pledge of Allegiance led by Village Clerk Minal Desai.
Mayor Van Dusen called the meeting to order.
Trustee Sutker, Robinson, Khoeun, Johnson, Pure Slovin, Klein and Mayor Van Dusen.
Approve Consent Agenda with the exception of 8A Plan Commission reappointments.

Jay Ryan of The Bird Machine
Music Theatre Works, Kyle Dougan, Producing Artistic Director
Each year, the Skokie Fine Arts Commission invites individual and group nominations for the
Skokie Award for Artistic Excellence, and presenting the award to one individual and one group
who have made significant contributions to the arts in Skokie, including visual, musical,
performing or literary arts. Award judging criteria include visibility in the community, scope of
artistic talents, other awards received by the artist or group and breadth of impact or number of
people reached in Skokie and the entire region.

appointment process for Commissions needs reform.

Motion to concur with staff’s recommendation to authorize Corporation Counsel to draft the
recommendation for adoption of Village Code amendments related to Building Code
improvements.

*A. Ordinance 25-2-Z-4731
Motion to adopt an ordinance granting a special use permit to establish and operate an
Automotive Repair Facility specializing in car customization at 7802 Frontage Road, Skokie,
Illinois, in an M1 Office Assembly Industry district. Item A is on the consent agenda for second
reading and adoption. The first reading was on January 6, 2025.

FIRST READING
B. An ordinance amending Chapter 10, Article I, Section 10-10, and Article II, Section 10-63
of the Skokie Village Code pertaining to alcoholic liquor at 4051 Main Street, recently acquired
by the Village for various functions and events.. Item B is on the agenda for first reading. The
second reading will be on February 18, 2025.
New Business.
Trustee Robinson commented on honoring Black History Month, celebrating the
achievements, resilience and contributions of Black American’s throughout this nation’s
history and in Skokie.
Trustee Khoeun spoke about citizen comments regarding the Village of Skokie’s
Welcoming Ordinance of 2017. Wondering about reviewing and to see if there are
potential changes to be updated.
Mayor Van Dusen summarized that our 2017 Ordinance is strong. The Village does not share
citizenship and immigration status with 3rd party vendors, does not detain anyone based
only on immigration status, and does not enforce administrative warrants issued by ICE or
other agencies.
Would the Village be informed or have access to information if one of our residents is
detained by ICE? Police would have information if a crime occurred in town and the
Police would try to help.
Trustee Johnson asked if there was a possibility to repeat or renew the Ordinance that was
passed in 2017 to reaffirm the spirit and policy of the Sanctuary Ordinance. Mayor
responded that we will look at it. Corporation Counsel stated that the possibility of
redrafting for the next meeting.
Gail Schechter-appreciate reviewing and upholding the Ordinance, reinforce support for
all groups that make up our diversity in Skokie-free of discrimination and harassment.
Ted Smukler-appreciate a lot of citizen involvement in the 2017 Ordinance.
Leena Nanda-reaffirm the Welcoming Ordinance. Possibility of Knowing Your Rights trainings.
Illinois Coalition of refuge-immigrant refugee rights.

A. Plan Commission Case 2024-37P – Street Vacation: Keeney Street.
Motion to concur with staff’s recommendation to approval the street vacation at 8101-8107
Skokie Boulevard subject to all conditions.

Motion to concur with the Plan Commission to grant the site plan approval at 8101-8107 Skokie

Lauren Grodnicki question about the number of affordable units.
Emi Yamauchi also questioned about the number of affordable units and asked if the Village gave
exceptions to this developer.
Johanna Nyden, Community Development Director stated that the Ordinance was passed after this
project was in review.

Skokie Millwork's 75 Anniversary Celebration Day-January 21,2025
Mayor Van Dusen read a Proclamation congratulating Skokie Millwork's for their
commitment to their business and to the Village ofSkokie.
Mayor Van Dusen noted that the Village ofSkokie and the Skokie Fire Department celebrated
the placement of a new fire truck into service at Fire Station #18,The Pierce Ascendant Tower
Ladder which replaces the 2001 Truck 18 aerial apparatus. Firefighter Andrew Cutting, who
died in the line of duty in 2023, was key in the refurbishment of Truck 18 and helped develop
specifications for the new Tower Ladder. Cutting's legacy was celebrated as the truck was
placed into service on Monday.

experience and what he'd bring to the Village, not base on any political affiliatiors.
Trustee Sutker acknowledged the grief and loss that occurring in the LA area due to the recent
fires. She encouraged residents to reach out to loved ones in CA and gave a suicide & crises
Hotline #988.

A. Recommendation for Adoption of Village Code Amendments Related to
Building Code Improvements.
Periodically, the staff reviews and revises Village Codes. As a result of a recent
review of the Building Codes (and amendments), staff recommends amendments
to require proof of insurance in place of bonds, allow for a Temporary Certificate of
Occupancy, change the term Certificate of Compliance to Occupancy Permit,
require new multi-family buildings to include a fireproof storage and require multi-
family dwellings with assigned parking to label parking spaces to correspond to the
associated unit. I concur with staff's recommendation. The Mayor and Board are
respectfully requested to authorize Corporation Counsel to draft the necessary
changes.
B. Ememencv Purchase of a 150kW Standby Emergency Generator - JRC
Contracting, Lak^m the Hills, Illinois - $70.531.98.
Skokie Fire Station 17's generator experienced a catastrophic engine failure,
leaving the station without backup power. The generator was a 200KW natural gas
unit in service for nearly 20 years. A new 150kW natural gas generator will be
installed, providing greater operational efficiency. Given recent upgrades to the
station, such as energy efficient lighting, a smaller more efficient generator will
meet the station's energy demand needs. As such, Village staff enacted the
Emergency Purchases Provision for the purchase of one 150kW Gilette Generator
in the amount of $70,531.98 to JRC Contracting. Pricing for the generator was
sourced through the Sourcewell National Auto Fleet Group Contract. Per Section
2-1018 of the Skokie Village Code, the Village Board is advised of this emergency
procurement.

That Chapter 22, of the Skokie Village Code be and the same is hereby amended in the manner
hereinafter indicated. The new material is highlighted in bold and the material to be deleted is
highlighted and stricken through.
Section 22-33 (14) Amendments to International Building Code, Contractor Registration.
Contractors registration fee. Contractors shall register with the Village and submit proof
of commercial general liability insurance and pay registration fees as set forth
in Section 46-134 of the Village Code. Contractors must maintain a commercial
general liability insurance policy with a minimum coverage limit of $1,000,000 per
occurrence, naming the Village of Skokie as an additional insured, and provide a
Certificate of Insurance demonstrating proof of coverage. Proof of Insurance must
be submitted when the registration is renewed and/or prior to the issuance of a
permit.
Section 46-134 Contractor's Proof of Insurance Surety Bonds and Registration.
An annual registration fee and surety bond is required for every contractor working
in the Village, for any work requiring a building permit. in the amount required in
this section, executed by a surety company authorized to transact business in the Stete-as
surety on the bond, with the applicant as principal on the bond, and the Village as oNtgee
for its benefits, and consumers dealing with the applicant, conditioned that the applicant
shall faithfully perform the duties and in all things comply with all regulations^ codes-aft4
ordinances of the Village as may bo amended from time to time portaimng to the license
or permit applied for. The aggregate liability of the surety, rogardlcGG of the number of
claims made against the bond or the number of years the bond remains in force, shall in
no event exceed the amount of the bond. The bond may be terminated at any time by-fcfee
surety upon sending notice in writing to the Village and to the principal, and, at the
expiration of 30 days from the mailing of the notice, the bond shall terminate and the
surety shall thereupon bo relieved from any liability for any acts or omisGions of the
principal subsequent to that date. By issuing such license and permit bond. tThe Village te
malting makes no representation as to the quality of the registered contractor's work.
Every contractor who is registered in the Village must submit annual proof of
commercial general liability insurance when submitting their annual registration
fee. Contractor Registration shall be valid for a term of 12 months. The general
contractor's bond shall cover the work of all sub contractors. If there is no gonoral
contractor on the permit application, each contractor performing work must pay the
registration fee and obtain a bond.

the following:

Partial approval Temporary Certificate of Occupancy In the case of a multi-unit
structure or building, or complex of buildings, a certificate of temporary compliance
occupancy may be applied for as provided above for any unit, section, floor, or building in
case of a complex of buildings, provided that all common areaways and facilities serving
the unit, section, floor or building have been completed in accordance with the permit,
plans and specifications and compliance with all codes, ordinances and rules and
regulations of the Village. Once issued, A a Temporary Certificate of Occupancy shall
be valid for 30 days, upon completion of application and payment of the fee. A
Temporary Certificate of Occupancy may be renewed monthly at the discretion of
the Village Manager or designee, until the Final Certificate of Occupancy is issued.

IBC.
Conditional approval. Temporary Certificate of Occupancy. A conditional approval of a
temporary certificate of compliance occupancy may be issued as hereinafter provided
prior to completion of exterior parking requirements, sidewalks, driveways and
landscaping, upon determination by the Village Manager or designee that seasonal
weather conditions are unfavorable for exterior construction or other non life safety
factors that prevent the completion of work in a timely manner. Conditional A
Temporary Certificate of Occupancy approval of a certificate of compliance may be
issued upon application of such. only be issued upon the Village's roccipt from the
owner or building permit holder of a cash deposit in an amount equal to 110 percent of
the exterior construction to be performed. The cost chall be determined by thc-V:fflage
Manager or dosignee. The owner or building permit holder shall submit an application,
for a ^Temporary cCertificate ofeOccupancy and agree in writing to complete the
exterior construction in accordance with the plans and specifications. Upon completion of
all exterior construction in compliance with tho building permit plans and specifications
and all codes, ordinances and rules and regulations of the Village, as specified in this
subsection, the Village Manager or dosigncc shall refund the cash deposit. Further, the
written agreement shall provide that, upon failure of the owner or building permit holder
to Gatisfactorily complete the oxtcrior improvcmcntG within the prescribed time, the cash
deposit shall be forfeited and the Village shall have the right, without further notice, to

cause the work to bo performed in accordance with procedures established for-pttbye
improvements. If the cash deposit is insufficient to cover the cost incurred by the Village
to complete the work, the owner or building permit holder shall bo responsible for the
insufficient amount If such amount is not paid, the Village shall have the right to place a
lien on the property that has benefited from the work for the insufficient amount.
Section 22-33 Amendments to the International Building Code.
(39) AM newly constructed multi-famUy buildmgs must provide a fire resistant room for
the sole purpose of the storage and charging of electric micromobility devices, but shall not
include personal medical mobility equipment. The indoor room or area must comply with
all of the following:
1. The indoor room or area shall be protected on all sides by a 3 hour fire rated wall.
2. The door to the room or area shall have a 3 hour fire rating and be self closing.
3. The indoor room or area shall be designated Label the room ^Electronic Mobility
Device Storage Room",
4. Require sprinkler system with density requirements equivalent to latest version of
NFPA 13 parkmg garage/Electric Vehicle (EV) requirements.
4. The indoor room or area shall be protected by a fire alarm system.

(10) 705.11 (D) Supply Side Source Connections Modified as follows: The connection of power
source output circuit conductors to the service conductors shall be made using listed connectors
as described in 110.14 and comply with a!t enclosure fil! requirements. No such connection is
permitted to be made in a meter socket enclosure which does not meet modern wire bending
requirements such as 'A' base enclosures or to conductors having cloth covered rubber insufation.
Any modifications to existing equipment shat! be made En accordance with the manufacturer's
instructions or the modification must be evaluated for the application and have a field label
applied. For meter socket endosures or other equipment under the exclusive control of the electric
utility, only connections approved by the electric utility shall be permitted.
Connection of power source output circuit conductors shall not be made using any product,
whether listed or approved by manufacturer or utility, wfaich would increase the hazard
present at service equipment such as metermg and meter enclosures by increasing the
exposure to physical damage, or bypassing necessary electrical maintenance or equipment
upgrades. Such judgement shall be at the sole discretion of the Village of Skokic.
Section 22-183(10) 302.3 Amendments to the International Property Maintenance Code;
sidewalks, driveways and parking lots.
Multi-family dwellings with assigned or owned parking spaces shall label each space with
the associated unit identification. The unit identification should be painted towards the
bottom of the parking stall, in letters 1 foot tail and 2-4" wide.
Section 22-511 Inspection Upon Sale
A. Revenue Transfer Stamps, as required pursuant to Chapter 98, Article HI, shall
not be issued for a Multi-Unit Building or Residential Rental Unit until an inspection
has been performed by the Property Standards Building & Inspection Services
Division of the Community Development Department, and any and all code
violations that have been identified have been corrected as verified by a subsequent
re-inspection. However, if all parties to the transfer are notified of all
outstanding violations existing at the time of transfer and the transferee has

submitted written acknowledgement of acceptance of liability thereof, on a
form provided by the Village to the Village Clerk; and
a. 110% of the cost of the required work to correct the violations is put
in escrow at the title company involved in the sale or with a financial
intuition or proof is submitted showing that a loan is in place
exclusively for such required work^ then Revenue Stamps may be
issued.
b. Escrow instruction shall authorize disbursement upon approval by the
Village, which will occur once the violations have been corrected and
inspected by the Village.
c. If a Multi-Unit Building or Residential Rental Unit which has
outstanding code violations, is intended for demolition, escrow
disbursement shall be approved by the Village once the demolition
has been completed.
C. After being notified of code violations, an Owner or transferee shall complete the
necessary repairs and notify the Building & Inspection Services Division of the
Community Development Department which shall conduct a reinspection within three
(3) business days and issue a determination.

After receiving quotes, it is recommended that the award for one (1) 150kW Gillcttc
Generator be awarded to JRC Contracting in the amount of $70,531.98
Comments:
The emergency replacement oflhe generator is necessary due to a catastrophic engine
failure^ which has left Fire Station 17 without backup power. The current generator is a
200kW natural gas unit that has been in service for nearly 20 years. As a result, the
generator's parts have become obsolete and are no longer available, making repairs
unfeasible.
To address this issue, a new 1501<W natural gas generator will be installed, which will
provide greater operational efficiency. The decision to downsize the unit from 200kW to
150kW is made possible due to recent upgrades at Fire Station 17, including the
installation of more energy-efficient lighting throughout the station. These improvements
have significantly reduced the overall energy demand, allowing for a smaller, more
sustainable, efficient generator to meet the stations needs.
The Village has dealt with JRC Contracting before and does not foresee any issues.

This ordinance will grant a special use permit to establish and operate an automotive
repair facility that specializes in car customization for the property located at 7802
Frontage Road, located in an M1 Office Assembly Industry district. Pure Fleet, LLC
will provide the service of car wrapping. This is the process of applying a vinyl covering
to the exterior of vehicles.

B. Ordinance, Code Amendment Peftaininci to_Alcoholic_Liquor
Item B is on the agenda for first reading. The second reading will be on February 18,
2025.
This ordinance will amend Chapter 10, Sections 10-1 0 and 10-63 of the Skokie Village
Code, by allowing the sale and consumption of alcohol at 4051 Main Street, recently
acquired by the Village for various functions and events. This is a site specific
exemption which will allow the sale and consumption of alcohol on Village owned
property. Any iiquor sold or served at 4051 Main Street shall be provided only within the
building interior and as part of a Village sponsored event or activity. The vendor must be
an existing Skokie Liquor Licensee, who would be required to obtain to obtain a Temporary
Liquor License for each event, pursuant to Section 10-40.
Attached is a memo regarding the proposed revision to the Village's liquor code
concerning liquor on Village owned property at 4051 Main Street.
Additionally, in response to the inquiries and requests by the Liquor Commissioner, from
existing and potential restaurants and other establishments for liquor licenses in the
Village, this ordinance will increase the number of Class E, Class M, and Class "P-
right/P" license structures.

SUBJECT: Proposed Revision to Village Liquor Code Concerning Liquor on Village
Owned Property at 4051 Main Street
Currently, Section 10-10 (a) of the Skokie Village Code (hereinafter "Code") prohibits the
consumption of alcohol on any property owned or leased by the Village. However, Section
10-10(b) of the Code also provides for the service and consumption of alcohol on Village
property when specifically approved as part of a designated Village event. This "carve out"
was designed to accommodate rare or annual events that lend themselves to such temporary
use of alcohol, such as the Backlot Bash. In addition, a recent amendment to the Village
Code accommodated the sale of liquor with controlled and limited tasting at Skokie's Farmers'
Market.
Recently, the Village purchased 4051 Main Street (hereinafter "The Storefront") and as its
use is evolving, it is anticipated that it will be an art and small-business incubator. It will host
a wide range of events, including gallery openings, pop-up restaurants, networking events
and live performances designed to attract diverse audiences from both within the local
community and beyond. By hosting a variety of events such as art exhibitions, culinary
experiences and cultural performances, it is anticipated that this space will serve as a driver
of foot traffic, supporting local businesses and enhancing the vibrancy of the area.
Many of these events would be enhanced by offering liquor through Skokie Liquor Licensees
who have businesses in the Village and have BASSET trained staff. In order to permit the
sale or use of alcohol on this Village owned property it is necessary that Section 10-10 of the
Skokie Village Code be amended to exempt 4051 Main Street from this prohibition. This
exemption will apply only to Village sponsored events held inside The Storefront.
In addition, any liquor sold or served in The Storefront must be provided by a current Skokie
Liquor Licensee. Further, the Skokie Liquor Licensee seeking to sell alcohol at The Storefront
for special events would be required to obtain a Temporary Liquor License and provide proof
of insurance listing the Village as an additional insured. As a condition of the Temporary
Liquor License, the Liquor Licensee must provide staff who are BASSET trained. Attached is
a draft amendment to Section 10-10 of the Village Code specifically for this purpose.

PLAN COMMISSION RECOMMENDATION AND ANALYSIS
At the November 21, 2024, meeting of the Plan Commission, the request from 8101
Skokie Blvd, LLC for a street vacation and site plan approval to construct 5-story mixed-
use building at 8101-8107 Skokie Boulevard in a CX Core Mixed-Use district was
recommended as APPROVED by a vote of 8 ayes and 0 nays, with 1 member absent.
The request includes the following items of relief:
• To construct the building within the required 15’ sight distance triangle (§118-
52).
• To provide a 0’ rear yard abutting an alley rather than the required 5’ minimum
(§118-184(a)).
• To provide an interior ramp grade of 16% rather than the required maximum of
10% (§118-212(b)(2)).
• To provide an 18’-wide two-way driveway rather than the required 24’-wide
minimum when 20 or more parking spaces are being served (§118-212(c)(1)
b.3.).
• To provide a 3-foot wide sidewalk alongside a building abutting an off-street
parking area rather than the required 5’ minimum (§118-212(i)(10)).
The Plan Commission concurred with staff’s recommendation to grant site plan
approval, subject to the attached conditions.
ADDITIONAL PLAN COMMISSION ANALYSIS
Commissioners asked questions regarding whether the proposal would be subject to the
recently approved affordable housing ordinance and at what rate of Area Median
Income (AMI) the provided unit of affordable housing would be. During the Plan
Commission hearing, the applicant stated on the record that one unit of affordable
housing would be provided at 100% AMI as part of this development. However, after
further discussion with staff, the petitioner has agreed to offer the project's single
affordable housing unit at 80% AMI. Additionally, Commissioners asked about the ramp
grade relief item and whether the 10% interior ramp grade is a requirement or a
recommendation. Community Development Director Johanna Nyden explained that

Engineering staff reviewed the plans and found the proposed ramp grade to be
acceptable given the context of the site. A detailed discussion of the case is provided in
the attached Staff Report and minutes.
INTERESTED PARTIES
Legal notice was properly posted, advertised, and delivered to all property owners in
the area of the subject site as prescribed by the Zoning Chapter. No interested parties
spoke in the public comment portion of the public hearing.
APPEARANCE COMMISSION
This item has been reviewed by the Appearance Commission on January 8th, 2025 and
has been awarded a Certificate of Appropriateness prior to the hearing before the Board
of Trustees.

Recommended Conditions 2024-37P: Street Vacation
Community Development Department Council Chambers, 7:30 PM, February 3, 2025
1. The property shall be vacated pursuant to the Plat of Vacation dated <date to be
determined>, and as may be further revised with the approval of the Village
Manager, or designee, and Corporation Counsel.
2. Upon the passage of the ordinance by the Board of Trustees, the Mylar of the Plat of
Vacation shall be submitted to the Village with all signatures other than Village staff
or elected officials.
3. The vacation shall be effective upon the recording of a Plat of Vacation by the
Village in the Office of the Recorder of Deeds of Cook County, Illinois.

Recommended Conditions 2024-38P: Site Plan Approval
Community Development Department Council Chambers, 7:30 PM, February 3, 2025
1. The petitioner shall develop the Subject Property in substantial conformance with
the final Village approved Site Plan, Basement Floor Plan, First Floor Plan, Second
Thru Fifth Floor Plan, Roof Deck Plan, West Building Elevation, South Building
Elevation, East Building Elevation, North Building Elevation, Landscape Plan, and
Landscape Details, dated October 17, 2024;
2. In discussion with staff following the public hearing, petitioner confirmed that they
are willing to offer the project’s one (1) affordable housing unit at 80% AMI and
they are agreeable to this condition.
3. The petitioner shall underground utilities in the alley adjacent to the subject site.
New commercial and residential structures requiring electrical service shall be
served underground in an approved manner, and shall be suitably protected against
physical damage, unless a determination is made by the Village Manager or
designee that the service cannot be provided underground.
4. The petitioner will be required to apply for Watershed Management Ordinance
(WMO) permit subject to the letter of determination from MWRD.
5. Final Fire Truck Maneuvers Diagram shall be confirmed at the time of permitting
with the Engineering Division and the Fire Department.
6. The petitioner shall submit to the Planning Division electronic files of the site,
landscape, and floor plans in their approved and finalized form.
7. The proposed development shall have a minimum of 24 off-street vehicle parking
spaces including 1 accessible parking space and a minimum of 20 bicycle parking
spaces as indicated on the site plan dated October 17, 2024.
8. A screened garbage corral with an impervious surface shall be provided to contain
all dumpsters.
9. The petitioner shall sign an "Agreement for Installation and Maintenance of
Landscaping" to assure that the Subject Property and parkway landscaping is
completed and maintained, including trimming, watering, and replacing of dead
plant materials in a timely manner in accordance with the final approved landscape
plan. A copy of said Agreement is to be made part of the Ordinance to go before
the Board of Trustees and shall be recorded at the petitioner’s expense;

1. Introduction
This report summarizes the methodologies, results, and findings of a traffic impact study
conducted by Kenig, Lindgren, O’Hara, Aboona, Inc. (KLOA, Inc.) for a proposed apartment
development to be located in Skokie, Illinois. This site, which is currently vacant, is located at
8101 Skokie Boulevard in the northeast quadrant of the intersection of Skokie Boulevard with
Keeney Street. As proposed, the site will be developed with a five-story building that will contain
20 apartment units and approximately 5,275 square feet of commercial space. Parking will be
provided via five surface parking spaces and a 20-space basement parking lot. Access to the garage
will be provided via the existing public alley.
The purpose of this study was to examine background traffic conditions, assess the impact that the
proposed development will have on traffic conditions in the area, and determine if any roadway or
access improvements are necessary to accommodate the traffic generated by the proposed
development. Figure 1 shows the location of the site in relation to the area roadway system.
Figure 2 shows an aerial view of the site. The sections of this report present the following:
• Existing roadway conditions
• A description of the proposed development
• Directional distribution of the development traffic
• Vehicle trip generation for the development
• Future traffic conditions including access to the development
• Traffic analyses for the weekday morning and evening peak hours
• Recommendations with respect to adequacy of the site access and adjacent roadway system
• Evaluation of the proposed parking supply
Traffic capacity analyses were conducted for the weekday morning and weekday evening peak hours
for the following conditions:
1. Year 2023 Existing Conditions – Analyze the capacity of the existing roadway system using
existing peak hour traffic volumes in the surrounding area.
2. Year 2029 No-Build Conditions – Analyze the capacity of the future roadway system using
the no-build traffic volumes that include the existing traffic volumes increased by an
ambient area growth factor not attributable to any particular development and the traffic
estimated to be generated by another mixed-use development to be locate at 8057 Skokie
Boulevard.
3. Year 2029 Total Projected Conditions – Analyze the capacity of the future roadway system
using the projected traffic volumes that include the existing traffic volumes, ambient traffic
growth, and the traffic estimated to be generated by the full buildout of the proposed
development.

2. Existing Conditions
Existing transportation conditions in the vicinity of the site were documented in order to obtain a
database for projecting future conditions. The following provides a description of the geographical
location of the site, physical characteristics of the area roadway system including lane usage and
traffic control devices, and existing peak hour traffic volumes.
Site Location
The site is located at 8101 Skokie Boulevard in the northeast quadrant of the intersection of Skokie
Boulevard with Keeney Street in Skokie, Illinois. The site is bounded by Skokie Boulevard to the
west, Keeny Street to the south, a public alley to the east, and a building to the north. Land uses in
the vicinity of the site are primarily residential with commercial land uses located along Skokie
Boulevard. The Oakton-Skokie Chicago Transit Authority (CTA) Yellow Line station is located
on the west side of Skokie Boulevard across the road from the subject site.
Existing Roadway System Characteristics
The characteristics of the existing roadways near the development are described below and
illustrated in Figure 3.
Skokie Boulevard (US Route 41) is a north-south, other principal arterial roadway that in the
vicinity of the site provides two travel lanes in each direction divided by a median. At its signalized
“T” intersection with Searle Parkway, Skokie Boulevard provides an exclusive left-turn lane and
two through lanes on the northbound approach and two through lanes and an exclusive right-turn
lane on the southbound approach. All the legs at this intersection provide a standard style crosswalk
and pedestrian signal. At its unsignalized “T” intersection with Keeney Street, Skokie Boulevard
provides a through lane and a shared through/right-turn lane on the northbound approach and an
exclusive left-turn lane and two through lanes on the southbound approach. Skokie Boulevard is
under the jurisdiction of the Illinois Department of Transportation (IDOT), is not classified as an
Strategic Regional Arterial (SRA), carries an annual average daily traffic (AADT) volume of
17,700 vehicles (IDOT 2021), and has a speed limit of 35 miles per hour
Keeney Street is an east-west, local roadway that provides one travel lane in each direction. At its
unsignalized “T” intersection with Skokie Boulevard, Keeney Street provides an exclusive left-
turn lane and an exclusive right-turn lane on the westbound approach that are under stop sign
control. A standard style crosswalk is provided on the east leg at this intersection. At its
unsignalized intersections with the alley and Keating Avenue, Keeney Street does not provide any
exclusive turn lanes. Keeney Street is under the jurisdiction of the Village of Skokie.

Keating Avenue is a north-south, local roadway that provides one travel lane in each direction. At
its unsignalized intersection with Keeney Street, Keating Avenue provides a shared left-
turn/through/right-turn lane that is under stop sign control on both approaches. Keating Avenue is
under the jurisdiction of the Village of Skokie.
The Public Alley extends in a north-south direction and provides garage access to the buildings
located on both sides of the alley. The alley has a 15 mile per hour speed limit.
Public Transportation
The area is served via the following public transportation:
• CTA Bus Route 54A provides weekday service from the Skokie Courthouse to Irving Park
and has several bus stops along Skokie Boulevard. A notable stop includes the Skokie
Boulevard with Keeney Street intersection, which will benefit the proposed development.
• The CTA Yellow rapid transit line extends from the Dempster-Skokie station in Skokie to
the Howard station in Chicago. Local access is provided via the Oakton-Skokie station,
which is located across Skokie Boulevard from the proposed development.
Existing Traffic Volumes
In order to determine current traffic conditions in the vicinity of the site, KLOA, Inc. conducted
peak period traffic counts utilizing Miovision Scout Collection Units on Thursday, August 17,
2023, during the weekday morning (7:00 to 9:00 A.M.) and evening (4:00 to 6:00 P.M.) peak
periods at the following intersections:
• Skokie Boulevard with Searle Parkway
• Skokie Boulevard with Keeney Street
• Keeney Street with Keating Avenue
• Keeney Street with the alley
The results of the traffic counts indicated that the weekday morning peak hour of traffic occurs
from 7:45 A.M. to 8:45 A.M. and the weekday evening peak hour of traffic occurs from 4:30 P.M.
to 5:30 P.M. Figure 4 illustrates the existing peak hour traffic volumes. Copies of the traffic count
summary sheets are included in the Appendix.
Crash Data Summary
KLOA, Inc. obtained crash data 1 for the most recent available past five years (2018 to 2022) for
the intersections of Skokie Boulevard with Searle Parkway and Keeney Street and the intersection
of Keeney Street with Keating Avenue. The crash data is summarized in Tables 1 through 3. A
review of the crash data indicated that no fatalities were reported at any of the intersections during
the review period.

3. Traffic Characteristics of the Proposed Development
In order to properly evaluate future traffic conditions in the surrounding area, it was necessary to
determine the traffic characteristics of the proposed development, including the directional
distribution and volumes of traffic that it will generate.
Proposed Site and Development Plan
As proposed, the site is to be developed with a five-story building that is to contain 20 three-
bedroom residential units and approximately 5,275 square feet of commercial space on the first
floor. Parking is to be provided via five surface parking spaces and a 20-space lower-level parking
garage. Access to the parking garage will be provided via a full-movement access drive on the
alley approximately 55 feet north of Keeney Street. Access to the proposed five surface parking
spaces will be provided off the alley.
A site plan depicting the proposed site and development plan is included in the Appendix.
Directional Distribution
The directions from which residents, patrons, and employees will approach and depart the site
were estimated based on existing travel patterns, as determined from the traffic counts. Figure 5
illustrates the directional distribution of the development-generated traffic.

Peak Hour Traffic Volumes
The number of peak hour trips estimated to be generated by the proposed development was based on
vehicle trip generation rates contained in Trip Generation Manual, 11th Edition, published by the
Institute of Transportation Engineers (ITE). The “Multifamily Housing – Mid Rise” (Land-Use Code
221) rate was utilized for the proposed residential units and the “Strip Retail” (Land-Use Code 822)
rate was utilized for the proposed commercial space. Copies of the ITE trip generation sheets are
included in the Appendix.
Due to the proximity of the site to the Oakton-Skokie CTA station and CTA bus route 54A, the
number of vehicle trips generated by the proposed development will be reduced due to the
utilization of public transportation. Based on census data for the residences within one-half mile
of the Oakton-Skokie CTA station, approximately 13 percent of residents commute to work via
public transportation, bicycle, or walk. Further, it is anticipated the number of trips generated by
the commercial space will be reduced due to pass-by trips.
However, in order to provide a conservative analysis, no reductions were applied to the trip
generation estimates. Table 4 summarizes the number of trips estimated to be generated by the
full buildout of the proposed development.

4. Projected Traffic Conditions
The total projected traffic volumes include the existing traffic volumes, increase in background
traffic due to growth, and the traffic estimated to be generated by the proposed subject
development.
Development Traffic Assignment
The estimated weekday morning and weekday evening peak hour traffic volumes that will be
generated by the proposed development were assigned to the roadway system in accordance with
the previously described directional distribution (Figure 5). Figure 6 illustrates the traffic
assignment of the new passenger vehicle trips for the development. It should be noted that in order
to present a conservative analysis, all the site traffic accessing the garage off the alley was assigned
to/from Keeney Street
Background (No-Build) Traffic Conditions
The existing traffic volumes (Figure 4) were increased by a regional growth factor to account for
the increase in existing traffic related to regional growth in the area (i.e., not attributable to any
particular planned development). Based on Annual Average Daily Traffic (AADT) projections
provided by the Chicago Metropolitan Agency for Planning (CMAP), the existing traffic volumes
are projected to increase by an annual compounded growth rate of approximately 0.88 percent. As
such, traffic volumes were increased by five percent to represent Year 2029 no-build conditions.
The background traffic also includes the traffic estimated to be generated by another mixed-use
development to be located at 8057 Skokie Boulevard. The Year 2029 no-build traffic volumes are
illustrated in Figure 7. A copy of the CMAP projections letter is included in the Appendix.
Total Projected Traffic Volumes
The development-generated traffic (Figure 6) was added to the background traffic to determine the
Year 2029 projected traffic volumes, as shown in Figure 8.

5. Traffic Analysis and Recommendations
The following provides an evaluation conducted for the weekday morning and weekday evening
peak hours. The analysis includes conducting capacity analyses to determine how well the roadway
system and access drives are projected to operate and whether any roadway improvements or
modifications are required.
Traffic Analyses
Roadway and adjacent or nearby intersection analyses were performed for the weekday morning,
weekday afternoon, and weekday evening peak hours for the existing, Year 2029 no-build, and
Year 2029 projected traffic volumes.
The traffic analyses were performed using the methodologies outlined in the Transportation
Research Board’s Highway Capacity Manual (HCM), 6th Edition and analyzed using
Synchro/SimTraffic 11 software. The analysis for the traffic-signal controlled intersection, to
determine the average overall vehicle delay and levels of service, were accomplished using actual
cycle lengths and phasings.
The analyses for the unsignalized intersections determine the average control delay to vehicles at
an intersection. Control delay is the elapsed time from a vehicle joining the queue at a stop sign
(includes the time required to decelerate to a stop) until its departure from the stop sign and
resumption of free flow speed. The methodology analyzes each intersection approach controlled
by a stop sign and considers traffic volumes on all approaches and lane characteristics.
The ability of an intersection to accommodate traffic flow is expressed in terms of level of service,
which is assigned a letter from A to F based on the average control delay experienced by vehicles
passing through the intersection. The Highway Capacity Manual definitions for levels of service
and the corresponding control delay for signalized intersections and unsignalized intersections are
included in the Appendix of this report.
Summaries of the traffic analysis results showing the level of service and overall intersection delay
(measured in seconds) for the existing, Year 2029 no-build, and Year 2029 total projected
conditions are presented in Tables 5 through 8. A discussion of each intersection follows.
Summary sheets for the capacity analyses are included in the Appendix.

Discussion and Recommendations
The following summarizes how the intersections are projected to operate and identifies any
roadway and traffic control improvements necessary to accommodate the development-generated
traffic.
Skokie Boulevard with Searle Parkway
The results of the capacity analysis indicate that overall, this intersection currently operates at
Level of Service (LOS) A during the weekday morning and weekday evening peak hours. The
eastbound movements currently operate at LOS D or E during both peak hours and the northbound
and southbound movements operate at LOS A during the peak hours. The lower level of service
for the eastbound movements is due in part to the long traffic signal cycle and the reduced green
time provided to Searle Parkway.
Under Year 2029 no-build and total projected conditions, the intersection and all its movements
are projected to continue operating at generally the same existing levels of service during the
weekday morning and weekday evening peak hours with increases in delay of less than one second.
As such, the intersection has sufficient reserve capacity to accommodate the traffic estimated to
be generated by the proposed development and no roadway improvements or traffic signal
modifications will be required.
Skokie Boulevard with Keeney Street
The results of the capacity analysis indicate that the westbound left-turn movement operates at
LOS D during the weekday morning peak hour and LOS B during the weekday evening peak hour
while the westbound right-turn movement operates at LOS B during both peak hours. Additionally,
the southbound left-turn movement operates at LOS B during the weekday morning peak hour and
LOS A during the weekday evening peak hour.
Under Year 2029 no-build conditions, the westbound left-turn movement is projected to operate
on the threshold between LOS E during the weekday morning peak hour with an increase in delay
of less than ten seconds and LOS C during the weekday evening peak hour with an increase in
delay of less than two seconds. The southbound left-turn movement is projected to continue
operating at the same existing levels of service during both peak hours with increases in delay of
less than one second.
Under Year 2029 total projected conditions, the westbound left-turn movement is projected to
continue to operate on the threshold of LOS E during the weekday morning peak hour with an
increase in delay of less than four seconds over no-build conditions and LOS C during the weekday
evening peak hour with an increase in delay of less than two seconds over no-build conditions.
The southbound left-turn movement is projected to continue operating at the same existing levels
of service during both peak hours with increases in delay of less than one second. Additionally,
the 95th percentile for the southbound left-turn is projected to be one to two vehicles during both
peak hours which can be accommodated by the existing left-turn lane. As such, this intersection
has sufficient reserve capacity to accommodate the traffic estimated to be generated by the

proposed development and no roadway improvements or traffic signal modifications will be
required.
Keeney Street with Keating Avenue
The results of the capacity analysis indicate that the northbound and southbound approaches
currently operate at LOS B or better during the weekday morning and weekday evening peak hours
while the eastbound and westbound left-turn movements operate at LOS A during both peak hours.
Under Year 2029 no-build and total projected conditions, the northbound and southbound
approaches are projected to continue operating at LOS B or better during both peak hours with
increases in delay of less than one second. The eastbound and westbound left-turn movements are
projected to continue operating at LOS A during both peak hours. As such, this intersection has
adequate reserve capacity to accommodate the traffic estimated to be generated by the proposed
development and no roadway improvements or traffic control adjustments will be required.
Keeney Street with Alley
The results of the capacity analysis indicate that the northbound and southbound approaches
currently operate at LOS A during the weekday morning and weekday evening peak hours except
for the northbound approach, which operates at LOS B during the weekday evening peak hour. In
addition, the eastbound and westbound left-turn movements operate at LOS A during both peak
hours.
Under Year 2029 no-build and total projected conditions, the northbound and southbound
approaches are projected to continue operating at the existing levels of service during both peak
hours with increases in delay of less than one second. The eastbound and westbound left-turn
movements are projected to continue operating at LOS A during both peak hours. As such, this
intersection has adequate reserve capacity to accommodate the traffic estimated to be generated
by the proposed development and no roadway improvements or traffic control adjustments will be
required.
Alley with Proposed Access Drive
The results of the capacity analysis indicate that the eastbound approach and the northbound left-
turn movement are projected to operate at LOS A during the weekday morning and weekday
evening peak hours. As such, this access drive will be adequate to accommodate the traffic
estimated to be generated by the proposed development and will ensure flexible access to the site.

Parking Evaluation
As previously indicated, the plans call for developing the site with a five-story building with 20
residential units and approximately 5,280 square feet of commercial space. Parking will be
provided via a 20-space basement parking garage and five surface parking spaces. In order to
determine if the parking supply is sufficient, the peak parking demand of the development was
estimated based on the Village of Skokie Code and parking rates published in the Institute of
Transportation Engineers’ (ITE) Parking Generation Manual, 5th Edition. The following
summarizes the estimated parking demand of the proposed development.
Parking Requirements of Proposed Development per Village Code
• Residential (20 units)
o 25 parking spaces (Residential multifamily units with three bedrooms which are
located within close proximity of rapid transit hubs are required to provide one
parking space per unit and 0.25 guest parking space per unit)
• Retail (5,275 s.f.)
o 18 parking spaces (Retail uses are required to provide one space for each 300 square
feet)
Based on the above, the proposed parking supply meets the Village of Skokie requirements for the
apartments. The parking need of the proposed retail space will be met by the available on-street
parking within the vicinity of the site.
ITE Parking Generation Manual
• Multifamily - Midrise (LUC 221; 20 Units)
o 27 parking spaces; Monday-Friday (1.31 per unit)
o 25 parking spaces; Saturday (1.22 per unit)
• Retail (LUC 820; 5,275 s.f.)
o 11 parking spaces; Monday - Thursday (1.95 per 1,000 square feet)
o 14 parking spaces; Friday (2.61 per 1,000 square feet)
o 16 parking spaces; Saturday (2.91 per 1,000 square feet)
Based on the above, the proposed parking supply generally meets the parking requirements for the
apartments. The parking demand for the proposed retail spaces is less than the Village
requirements and will be met by the available on-street parking in the vicinity of the site.

6. Conclusion
Based on existing conditions and the traffic capacity analyses for the full buildout of the
development, the findings and recommendations of this study are outlined below:
• The total volume of traffic that will be generated by the proposed development will be
reduced due to the proximity to public transportation and pass-by trips.
• The results of the capacity analyses indicated that the existing roadway system has
sufficient reserve capacity to accommodate the traffic that will be generated by the
proposed development.
• The proposed access drive will be adequate in accommodating the traffic estimated to be
generated by the proposed development and will ensure efficient and flexible access is
provided.
• The proposed parking supply of 25 spaces will be adequate in meeting the parking needs
of the proposed development.

This is in response to your letter, dated June 2, 2023, requesting whether a Metropolitan
Water Reclamation District (MWRD) Watershed Management Ordinance (WMO) permit will be
required for the subject project. As described in your letter and shown on the submitted exhibit,
the proposed project includes a new mixed-use building for retail and residential use. Per your
electronic correspondence, the area of property holdings seems to be less than 0.50 acre, and the
proposed development area is less than 0.50 acre. Sanitary sewers are proposed.
Since the proposed project includes qualified sewer construction, a WMO permit will be
required. §502 runoff and §503 volume control requirements do not apply to property holdings
less than 0.50 acre. §504 detention requirements do not apply to non-residential or multi-family
residential property holdings less than 3.0 acres. Please submit a permit application, plan set, and
applicable fees for our review and approval. Schedule K should be included with the permit
application to document whether the property holdings are less than 0.50 acre. Permit and plan
documents shall be submitted electronically via our WPASS system. The procedures for electronic
submissions, along with the WMO, Technical Guidance Manual, and permit forms can be found
at www.mwrd.org/wmo.
This permit determination is dependent on the information provided and may change if the
