13907 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 7:30 p.m. on 1 Tuesday, September 2, 2025 Pledge of Allegiance led by Village Clerk Minal Desai. Call meeting to order and roll call. The meeting was called to order by Mayor Ann Tennes. Roll call: Trustees Schechter, Kimani Levy, Robinson, Iverson, Lissa Levy and Mayor Tennes. Trustee Pure Slovin was absent. Approval of Consent Agenda. Appointments Fine Arts Commission: Lindsey Caplice, Deb Wood and Ellen Blum Barish as Chair * B. Resignation Human Relations Commission: Margaret van Steenderen Mayor Tennes acknowledged the appointments to the Fine Arts Commission: Deb Wood, Lindsay Caplice, and Ellen Blum Barish as Chair. The Mayor recognized Ellen Blum Barish who was present at the meeting and thanked her for her willingness to serve as Chair of the Fine Arts Commission. Omnibus vote. Public Comment. (3 minutes per person, maximum of 30 minutes) Earl Weiss spoke about Community Development Block Grants and some money being used for administrative costs which he seemed were heavy. He also spoke about sidewalk replacement concerns, bike lane proposals and congested traffic. Manager Lockerby said the streets mentioned were Cook County Streets. David Dalka spoke about parking issues near Jane Stenson school, opposed the bike lanes on Church Street and garbage cans not being replaced. Rami Hagari opposed to the bike lane concept and spoke about speeding on Dempster Street and the lack of police enforcement. Lauren Grodnicki spoke about carbon cycle, greenhouse gases, and the difference between "borrowed carbon" and "ancient carbon”. Matt Jarvis spoke about bike lanes and that they would encourage more cyclists. Michael Irwin opposed to the need for an additional fire ambulance and poor condition of Skokie's streets compared to neighboring communities. 628697 13908 Meeting of the Mayor and Board of Trustees Tuesday, September 2, 2025 Page Two 2 Presentations and Reports. A. Presentation Human Relations Commission Update on Human Relations Ordinance Implementation and Community Engagement Efforts by Maria E. Monastero Bueno, Human Relations Commission Chair. Maria Monastero Bueno, Chair of the Human Relations Commission, presented an update on the implementation of the Human Relations Ordinance. In response to request on July 10, 2025 from Mayor Tennes, the Village Manager, and the Board to support implementation of the ordinance, which ensures equal access to village services regardless of immigration status and clarifies that the village will not participate in immigration enforcement except when required by federal law or valid criminal warrant. Chairperson Monastero Bueno outlined several key initiatives: 1. Public education materials - developing flyers and brochures in multiple languages 2. School district partnerships - how to best support students and families 3. Strategic outreach - share materials through schools, Oakton College, daycares, youth programs, Skokie Hospital, health centers, and workplaces 4. Community programming - exploring programs to build inclusion and reduce hate and bias, such as hosting a screening of "Not in Our Town" followed by a panel discussion Trustee Robinson thanked the Commission's work and the importance of establishing where the community stands in the current climate. Trustee Schechter expressed gratitude for her role as a liaison and noted the ordinance reflects real action. Mayor Tennes praised the Commission for quickly organizing meetings after Board request and acknowledged the many community partners supporting the initiative. Trustee Iverson suggested additional outreach via mobile phones and to religious organizations, which Monastero Bueno confirmed were already part of their plans. Report of the Village Manager. A. Presentation of the New Website Design. Communications Manager Meredith Gioia presented the redesigned Village website with the Village's new logo and brand standards. Best practice recommends refreshing website design every 3-5 years, the website was last updated about 6 years ago. The redesign goals included making the site simpler to navigate, ensuring residents can find accurate and easy-to-understand information, and reflecting the village's updated branding while meeting accessibility requirements. The new design features:  An Action Center with six buttons for the most common visitor needs  A seasonal slideshow highlighting timely information  Four graphic buttons linking to answers for the most common search terms  A relocated Google Translate button for better visibility  An improved News section and public meetings/community calendar that shows the next six events rather than just the current month The new navigation menu was developed based on community focus groups. Trustees expressed enthusiasm for the redesign. Trustee Robinson inquired about subscribing to calendars and presence on social media platforms such as Instagram and TikTok. Trustee Lissa Levy complimented the clean, intuitive design. Trustee Schechter suggested adding "Skokie welcomes everyone" to the homepage and that strategic plan documents remain accessible. Trustee Kimani Levy asked about ADA compliance improvements and the mobile version of the site. The new website is scheduled to launch on September 11, 2025. B. Recommendation for Regulation for Short Term Rentals (STR). Community Development Director Johanna Nyden presented a draft ordinance for regulating short-term rentals (STRs). Currently, Skokie regulates STRs through the rental registration program with a $25 fee, treating them the same as long-term rentals. Staff estimates 15-30 STRs operate in Skokie, with about 20 registered. 628697 13909 Meeting of the Mayor and Board of Trustees Tuesday, September 2, 2025 Page Three 3 The proposed regulations would:  Define different types of STRs (owner-occupied hosted/unhosted and investor-owned)  Require minimum stays of 48 hours  Mandate information provision to guests  Establish annual inspections  Create penalties and registration revocation procedures  Limit STRs to one per block and block face Board members expressed varying opinions: Mayor Tennes strongly opposed allowing STRs in residential districts for less than 30 consecutive nights, stating that residents expect to buy homes in residential neighborhoods without businesses next door and there are other options in town available for short term. She emphasized the need to protect residential quality of life. Trustee Schechter supported regulation rather than an outright ban but was concerned about preserving income diversity and affordable housing. She suggested maximizing local ownership, against outside investors and not allowing STR’s in multi-family buildings unless units have separate entrances. Trustee Schechter supported the spacing restrictions and minimum 48-hour stays. Trustee Lissa Levy favored regulation rather than a ban due to limited alternative short-term housing options in Skokie but wanted stricter enforcement and earlier quiet hours. Trustee Robinson supported regulations, noting that property owners should have rights to use their property within reason, and that STRs serve legitimate needs for visiting family members during special occasions. Trustee Schechter and Lissa Levy opposed to allowing STRs in future Accessory Dwelling Units (ADUs). Trustee Schechter suggested the village look into options for older people who are interested in home sharing as a separate program. Trustee Iverson noted the draft ordinance addressed many concerns and asked how STRs fit into the village's zoning scheme. Director Nyden explained that the current proposal doesn't involve zoning, which would require Planning Commission review. *C. Skokie Fire Station 18 Window Replacements – American Thermal Window Products, Inc. Niles, Illinois - $37,263.04. Omnibus vote. Report of the Corporation Counsel. CONSENT *A. Ordinance 25-9-P-4755 Motion to adopt an Ordinance providing for the disposition of the real property located at 8149 Lincoln Avenue, Skokie, Illinois, for redevelopment. Ordinance 25-9-Z-4756 Motion to An Ordinance vacating the East-West alley between 7625 Parkside Avenue and 5550 Howard Street in an M2 Light Industry district. Ordinance 25-9-Z-4757 Motion to adopt an Ordinance granting a special use permit for an automotive repair facility at 7401 St. Louis Avenue, Unit B, Skokie, Illinois, in an M3 Industry district and relief from §118- 233(e) of the Skokie Village Code. Motion to concur with the Plan Commission for a special use permit for outdoor storage in the M1 Office Assembly zoning district was approved subject to all conditions. (3 minutes per person, maximum of 30 minutes) Matt Jarvis spoke about suggestions for the short-term rental ordinance. Xavier spoke about negative impact of living next to a short-term rental property. David Dalka spoke about rental properties and no distinction between short- and long-term rentals, neglected long-term rental and a dilapidated garage. He recommended adopting a “functioning garage door ordinance”. Bob Kusel, spoke against short-term rentals, describing disruptions. Shelly Patt supported Mayor Tennes's position on STR’s. Lauren Grodnicki preferred the traditional Skokie seal over the new logo. She said Crawford traffic issues are due to merging, not bike lanes. For STR’s, she suggested regulating by frequency, not location. Gordon spoke against short-term rentals, describing disruptions. Ilonka Ulrich thanked Police Chief Barnes for answering her questions and thanked Maria Monastero Bueno for her work. Recognizing the Assyrian Genocide of 1914-1923 and the Simcle Massacre of 1933 as genocides and reprehensible crimes against humanity and honors the memory of the thousands ofAssyrians who were Systematically murdered. Mayor Tennes presented the proclamation to representatives of the Assyrian community Atour Sargon and Naema Abraham who were present at the meeting, Awards Presentation - none Recognition and Honorary Presentations. A. Presentation Celebrating 50 Years of the Skokie Farmers' Market Community Art Presentation by Laura Frisch and Farmers' Market Manager, Jennifer Engel. Farmers' Market Manager Jennifer Engei introduced local artist Laura Frisch, who helped create a piece of art at the Skokie Farmers' Market. Over 100 community members participated in creating the piece. Laura Frisch conducts children's activities at the market several times a year and is also a regular market attendee. Laura Frisch shared that the artwork was made from 100% recycled materials and thanked the community for their support of the market. Mayor Tennes thanked Laura Frisch for sharing her talent with the community and Jennifer Engel for her many contributions to the success of the Skokie Farmers' Market. Of the 32 teams present, Skokie came out on top for the first time in Schaumburg and Arlington Heights sn the championship game. The board took a 1 0-minute recess at 7:50 PM to congratulate the newly sworn-in employees and tournament champions. When the meeting reconvened at 8:00 PM, Mayor Tennes announced she was withdrawing the appointment of Matt Temkin at this time to allow for further consideration. Trustee Iverson expressed gratitude that so many people engaged in the process on both sides. Trustee Robinson appreciated those who stepped up to serve. Mayor Termes added that the decision to change the order was not arrived at lightly. She expressed gratitude to everyone who applied and looked forward to continued conversations, growth, and engagement. She emphasized that "at the end of the day, we are all neighbors" and encouraged those who haven t applied to consider doing so in the future. Kimberly Polka and Matt Jarvis criticized the withdrawal of Matt Tenikin's appointment. Matt Tempkin shared his disappointment about his withdrawal. (3 minutes per person, maximum of 30 minutes) Ilonka Ulrich expressed support for Matt Temkin and discussed concerns about federal law enforcement changes/ICE raids, Ted Richardson spoke about a shared water meter issue with Madison Place Condominiums and adjacent townhomes. Imran Shah spoke about safety access issues his family faced since September 2024. Emi Yamauchi spoke in support of Matt Temkin'5 continued nomination to the Use of Force Committee. Presentations and Reports. A. Presentation Status Report on Cook County Department of Transportation and Highways projects within Village of S)<okie limits by Nathan Roseben-y, DoTH Assistant Superintersdent. County Commissioner Josina Morita introduced Nathan Roseberry to present updates on Cook County t-ansportation projects in Skokie. Nathan Roseberry spoke about the current projects in the Village including- Old Orchard Road (Woods Drive to Skokie Boulevard) Church Street (Under Avenue to Gross Point) Oakton Street. (Skokie Boulevard to McCormick Boulevard) Crawford Avenue (Oakton to Golf) Trustee Lissa Levy asked about a new stoplight at Keeler and if the traffic study induded the elementary school. Nathan Roseberry explained that a traffic study following national guidance found a signal was not warranted but they plan to install curb extensions, rectangular rapid flash beacons and are working with the Village on additional treatments. Trustee Levy asked about the center median's greenery and trees. Nathan Roseben-y assured that the median would remain as- is, with minimal tree impacts. Trustee Schechter asked about the overall timeline to ensure east-west streets wouldnt all be under construction simultaneously. Village Manager Lockerby noted the added complexity of state-owned portions of Church Street and would provide a timeline for coordination between Village, state and county. Russ and Samantha on our engineering staff are in regular communication with the county and state. Mayor Tennes thanked Nathan Rosebeny for the presentation and for listening to Village concerns and requested continued communication with Village staff about any deadline shifts. Report of the Village Manager. A, Adoption of an Ordinance Providing for the Disposition of Real Property at 8149 Lincoln Avenue, Motion to concur with staffs recommendation for the disposition of the real property located at 8149 Lincoln Avenue in the negotiated sale price of $160,000. This is a first reading and the second reading will be on September 2'it), Moved: Trustee Robinson Seconded: Trustee Lissa Levy Mayor Tennes recalled when the site served as the Floral Avenue showroom. Appreciating their vision, investment, and having "Skokie" in their name. The Village Board expressed enthusiastic support and appreciation for the upcoming business and its contributions to the vibrancy of downtown Skokie: Ayes: Iverson, Lissa Levy, Pure Slovin, Schechfer, Kimani Levy and Robinson Nays: None Absent: None MOTION CARRIED B. Approval of Downtown TIF Rehabilitation Program Grant for 8149 Lincoin Avenue (Skokie Provisions). Motion to concur with staffs recommendation that the Viilage Board approve a Downtown Tax increment Finance (TIF)Rehabiiitation Program Grant, no to exceed $110,000 for the renovation of 8149 Lincoln Avenue, which wii! become the new home ofSkokie Provisions. Trustee Schechter commented this is a perfect use ofTIF funds and the use of the "but for test". Mayor Tennes agreed, noting TIF funds are to invigorate. Village Manager Lockerby explained the scope is "everything" including land use,dependent on how people contribute through surveys, focus groups, and community visioning opportunities. Kristine Cabuang, thanked her family and friends for attending and thanked Mayor Tennes and the Village Board for her appointment to the Human Relations Commission, Carrie Bradean asked about the stopiight determination based on current walk volume, utility upgrades and lead pipe replacement, if there are plans beyond just when water mains are replaced. Village Manager Lockerby explained that when water mains are replaced, all service lines must be non-lead (copper). Mayor Tennes added that following a presentation a couple meeting ago, she asked the village manager and finance director to identify additional funds for residents not along construction routes who want to replace pipes independently. Guidelines would need to be determined for fund allocation. • Trustee Lissa Levy shared her experiences during police ride-along and visit to Fire Station 16, highlighting the professionalism, empathy, and community-centered approach of both departments. She was moved by the officers' focus on safety and compassion, and the firefighters' response during a house fire. These experiences help understanding public service and encouraged other tmstees to participate in ride-along. Mayor Tennes thanked Trustee Levy for her time investment and sharing. She suggested organizing another Fire Ops 101 for the new board. The goal of this project is to create a site that is easier to navigate, provides clear and accessible information, reflects the Village's updated branding and meets modem standards for usability and accessibility. .Over the past several months, Communications staff have worked across departments and with the Village's website vendor, CivicPlus, to prepare for the launch of the redesigned site. The followmg progress has been made: 1. Content Review with Departments Every Village department conducted a thorough review of Its existing website pages. Staff identified outdated information, gaps in content, and opportunities to reorganize material for greater clarity. 2. Content Updates Following Best Practices Pages are being rewritten to follow web content best practices. Information is structured to be skimmable, with headings, short paragraphs and buUeted lists where appropriate. Text is also written at a 6th—8th grade reading level to make information more accessible to a wider audience. 3. Document Renew and Cleanup Thousands of documents currently housed on the website were reviewed, resulting in the removal of many outdated forms, policies and reports. Document maintenance is a continuous process, and will be conducted again in the near future in light of new federal requirements. Under the ADA'S Title II, U,S. state and local government websites must comply with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards for web content and mobile apps. This includes all PDF documents posted on municipal websites. The majority of documents on the site are not currently ADA compliant and will either need to be removed, archived or brought into compliance. Due to its population size, Skokie must comply with these requirements by April 24,2026. 4. Search Optimization Keywords and descriptive metadata are being added to all high-traffic and critical pages. This step will help to improve the website's internal search results and support better indexing by external search engines. 5. Community Engagement on Navigation Staff held community focus groups to test different global navigation options. #628525 Return to Mgr Rpt Participants provided feedback on how they look for information, what categories were most intuitive and which layouts made the site easiest to use. This input directly shaped the structure of the new navigation. 6. Homepage Redesign The liomepage was redesigned using website analytics to better serve residents' needs. The most frequently visited and searched pages have been brought forward for easy access, and new features provide space to highlight seasonal or time-sensitive information, such as vehicle sticker deadlines, parking regulations or summer events. 7. Design and Accessibility Enhancements CivicPlus is working with staff to redesign the site's overall look and feel. The new design reflects the Village's updated branding and color palette and incorporates modem design elements. Importantly, the site is being built to meet Americans with Disabilities Act (ADA) accessibility standards, ensuring equitable access for all users. Staff are in the process of reviewing several website accessibility tools to farther improve user experiences. Next Steps and Timeline The project is now moving into the final development and testing phases. Under the Village's current practice, owner/operators ofSTRs are required to follow steps associated with the Village's rental registration process. This process is, however, tailored to a rental use associated with long term renters and not shorter term rental arrangements facilitated by Airbnb, VRBO, and other "sharing economy" housing websites. The Village would appear to have a limited number ofSTRs within its 10-square miles. Presently, there are less than 20 units that serve as STRs in the Village that have become registered through the current rental registration process. In reviewing websites that offer short-term rentals, such as VRBO and AirBnB, it would appear that there are approximately 15-30 units of housing that is being offered as an STR (this number varies depending on date range availability). Additionally, based on listing descriptions, some housing appears to be managed full-time as a STR while others present as to be sporadic to offer additional income to an owner who is out of town. There have has been extensive studies and reviews of the impact of STRs in various communities - ranging from tourist destinations to smaller communities. While information about its impact is wide ranging, the common recommendation for managing STRs is for municipalities to regulate the use. The attached draft ordinance is inclusive of some of the best practices for regulating the use. The attached proposed ordinance for the Village addresses the following: • Defines short term rentals and associated terms associated with these operations. • Establishes rules for operation ofSTRs (e.g. how occupancy is established, what are the expectations of STR owners/hosts, how information is communicated to guests about expectations of visiting a Skokie neighborhood). • Addresses building code and life safety issues by establishing an inspection requirement for these units and specific requirements for determining occupancy for overnight guests. • Sets fee schedule for annual registration and violations. • Determines eligible locations in relationship to other STRs for allowing locations of these uses. Page 1 of 7 VOSDOCS-#627212-v1 -Ordinance_DRAFT_STR_Chapter_22_46 Return to Memo 1 The purpose of this Article is to promote the public health, safety and welfare 2 by registering and regulating the operation of Short-Term Rental Units within the 3 Village of Skokie. 4 Sec. 22-730. - Definitions. 5 For the purposes of this Article, the following definitions shall apply: e Bedroom: A room intended for sleeping or placement of a bed. 7 Dwelling: Any room or group of rooms located within a building and forming a 8 single habitable unit with facilities which are used or intended to be used for 9 living, sleeping, cooking, bathing and eating. 10 Investor: An entity or individual that does not reside in or occupy a Dwelling n Unit and utilizes the unit for income purposes as a short term rental unit. 12 Multi-Unit Building: A structure that is designed and built with two (2) or more 13 dwellings. 14 Operator: Any person who has charge, care, control or management of a STRU, 15 including but not limited to building managers, managing agents, or brokers. 16 Owner: Any person who alone, jointly or severaily with others has legal title to 17 any Multi-Unit Building, or Dwelling unit, with or without accompanying actual 18 possession thereof; or is an executor, administrator, trustee or guardian of the 19 estate of the Owner. 20 21 Occupant: An individual who resides in a Dwelling unit. 22 23 Registration: Approval by the Village of Skokie for a Dwelling or any portion 24 thereof, to be utilized for STR. 25 26 Short-Term Rental Unit (STRU): A Dwelling or portion thereof offered for rent for 27 a period of not less than 48 consecutive hours to 29 consecutive nights to any 28 person other than a member of the owner's family, that is being advertised to 29 rent or is rented. 30 31 Short-Term Rental (STR): The business of renting a Dwelling or portion thereof 32 for a period of not less than 48 consecutive hours to 29 consecutive nights to 33 any person other than a member of the owner's family, which may be advertised 34 to rent or is rented. 35 Sec. 22-731. Types of STRUs allowed to operate: 36 37 (a) Owner-Occupied (unhosted) - Owner or Operator maintains occupancy in 38 the Dwelling that is offered for STR and the Owner or Operator does not 39 occupy the Dwelling during the rental period. Owner or Operator maintains 40 the property as a primary residence. All Dwelling units utilized for STR shall be registered 9 with the Village on an annual basis. The use for an unregistered Dwelling for 10 STR is prohibited. n (b) Short-Term Residential Intermediary and Advertising Platform. All STR must be 12 operated through a Short-Term Residential Intermediary and Advertising Platform, 13 that is a person or company who, for compensation or a fee, provides an internet 14 platform to connect guests with short-term residential rental providers, and who 15 primarily lists shared housing units on its platform. 16 (c) Application. To register a dwelling unit to be utilized forSTR, the applicant 17 shall submit a written application, provided by the Village Manager or designee, is and any supplemental information as may be determined necessary by the Village 19 Manager or designee. To register a STRU in a multi-unit building with a 20 Condominium or Homeowner's Association, the applicant must present written 21 authorization from that association that that STR in is compliance with the Bylaws 22 and Declarations of that building. 23 (d) Notice. Each application shall be accompanied by proof that the applicant mailed 24 notice thereof to all owners of real property located within a radius of 250 feet of 25 the proposed STRU, inclusive of public streets, alleys and other public ways. The 26 notice shall contain the applicant's name, address, email and phone number, the 27 address of the proposed STRU and any other information as prescribed by the 28 Village Manager or designee. 29 (e) Inspection. The applicant shall agree to an inspection of the STRU by the Village 30 prior to approval of registration by the Village and once a year prior to approval 31 for subsequent annual registration applications. Applicant shall remediate any 32 violations of the Code, if any, found on inspection prior to receiving approval for 33 Registration. 34 Sec. 22-733. - Annual Registration. 35 The Owner, Operator or Investor of any STRU registered with the Village in 36 accordance with this Article, shall submit an annual application for Registration. The 37 annual Registration period shall commence on May 1st of any given year for 12 38 months. 39 Sec. 22-734. - Registration and Inspection Fees 40 The applicant shall pay the registration and inspection fees listed in Chapter 46 41 of the Skokie Village Code. No property shall be offered for a period of time less than 48 consecutive hours 5 or more than 29 consecutive nights. 6 2. All gatherings, parties, or socializing with individuals in excess of the allowed 7 sleeping occupancy of the property must cease by 11:59 pm on Friday and 8 Saturday and 10:00 pm Sunday through Thursday. 9 3. Specific guidelines for overnight occupancy will be required to be posted in a to visible location at the property. n 4. For Owner-Occupied (unhosted) STRUs and Investor STRUs, the owner or a 12 property manager must be located within 10 miles of the property and be 13 available to address issues during rental period by guests. 14 5. Cameras any kind may not be in operation by Owner or Operator, for interior 15 rooms or spaces available to STRU guests, during rental periods. 16 6. STRUs must indicate the registration number with the Village of Skokie in the 17 text of their advertisement, and photographs of the front of the property is showing the address and as well as showing where guests are to enter. 19 7. All STRUs shall post the following information for guests in a conspicuous area: 20 allowed occupancy, an exit plan to be posted in the interior of the unit and 21 bedrooms, and a statement of whether the STRU is ADA accessible, information 22 about parking, directions for refuse disposal and other prescribed property 23 maintenance issues of which guests should be aware. 24 8. If STR operators are found in violation of these standards, the Village may find 25 cause to revoke the registration. 26 (b) Owners, Operators and Investors of STRUs shall not engage in the following 27 activities and doing so may be cause for revocation of an STRU registration: 28 1. Rental of a STRU for a period of time less than 48 consecutive hours. 29 2. Advertise an hourly rate or any other rate for a STRU based on a rental period 30 of fewer than 48 consecutive hours. 31 (c) The Owner, Operator and Investor of every STR shall: 32 1. Keep a register with the name of every guest, guest contact information and the 33 arrival and departure dates of each guest for a minimum of 12 months. 34 2. The name and contact information of the Owner or Operator identified in the 35 application and the address and unit number of the STRU, shall be posted in a 36 conspicuous place within the STRU. 37 3. Clean and sanitize the kitchen between guests and all food and beverages shall 38 be discarded prior to the next rental. Ail dishes, utensils, pots, pans and other 39 cooking utensils shall be cleaned and sanitized between guests. 40 4. All supplied bed linens and towels shall be clean for each new rental. The Owner 41 or Operator shall be responsible for the maintenance of all supplied bedding in 42 a clean and sanitary manner. 43 Sec. 22-736. Eligibility and placement of STRUs. Registration is conditioned upon passing these initial inspections. 4 (b) No more than one (1) STRU may be on a block or block face. 5 (c) Dwelling units that were registered as of September 1, 2025 and have maintained 6 compliance with the Rental Registration requirements in Chapter 22, Article XIV, and 7 were being leased less than 30 days, shall be allowed to remain active as a STRU, 8 however these Dwelling units must be registered as a STRU pursuant to this Article no 9 later than, February 1, 2026. In the event that there is conflict as the location of and 10 STRU, with Sec. 22-735, this section will take precedence and more than one (1) STRUs n may be allowed on a block or block face. However, should the annual Registration 12 not be granted for any reason, exception will no longer be applicable. 13 Sec. 22-737. Taxation. 14 All STRUs are subject to the Hotel-Motel Tax pursuant to Chapter 98, Article V of the 15 Skokie Village Code. 16 Sec. 22-738. Penalty 17 (a) Any violation of the provisions of this Article shall be punishable as follows: is 1. The fine for a first violation is two hundred dollars ($200.00) 19 2. The fine for a second violation is five hundred dollars ($500.00). 20 3. The fine for a third or subsequent violation is seven hundred fifty dollars 21 ($750.00). 22 (b) Each day a provision of this Article is found to have been violated may constitute 23 a separate violation subject to the fine schedule set forth in this Section. 24 (c) Any fines shall be debts due and owing to the Village that the Village may collect 25 by any means allowed by law, including, but not limited to, filing a lien against the 26 property containing the STRU. 27 (d) The fines provided for herein shall not be construed as limiting the power of a court 28 of competent jurisdiction or an Administrative Hearing Officer to impose other 29 penalties and/or remedies as provided for by applicable legislation. 30 Sec. 22-738. - Revocation Procedures 31 (a) The Village Manager may revoke a registration issued pursuant to the terms of this 32 Article for any of the following reasons: 33 1. If an Owner or Investor of a STRU violates any of the terms of this Article. 34 2. If the Owner, Operator or Investor of the STRU is deemed to have allowed, 35 known of or should have known of, criminal activity to occur at the STU. 36 3. If the Village or other governmental agency declares the STU unfit for 37 habitation, or condemns the STU or the premises wherein it is located. The request from Liviu Costel Ciobra for relief from §118-61(c)(1) to allow a fence within the required front yard in the M1 Office Assembly Industry zoning district was recommended as APPROVED by a vote of 7 ayes, 0 nays and 1 member absent. The requested relief pertains to the installation of an 8-foot-tall fence within the 50-foot required front yard in the M1 district. Staff presented examples of relief granted for comparable uses on neighboring properties, including 5351 Birchwood Avenue, located directly adjacent to the subject property to the west, and 7550 Frontage Road, located just north of the subject site. Both properties received relief from the 50-foot front yard setback requirement in the M1 district to accommodate fencing for outdoor storage areas.
